Conduct a cost-benefit analysis of the computerization of the birth registration
process in order to provide birth certificates to all newborns.

2027
• With coverage rates in the first three years equal to 40, 60 and 80%, the number of
affected children is 139 743, 225 821 and 253 439 respectively.

• Estimated costs arising from various interventions related to
assistance programs to the Haitian government since 2005 for its civil
registry
• Costs of improvement of the civil registration system (hardware and software,
maintenance and training, data transport)
• Cost in 2016 estimated at $4.43 USD for the granting of a birth certificate to a
child
• Equivalent to 305.8 gourdes today
