What does
Citizens’ Climate Lobby
want from Congress?
 Our volunteers are lobbying for
Carbon Fee and Dividend
legislation that will:
 Place a fee on fossil fuels at the
source: well, mine, or port of entry,
which will increase each year.
 Distribute all revenues to U.S.
households in a monthly dividend
to offset higher energy costs.
 Adopt a border tariff adjustment to
level the playing field with our
trading partners, and to discourage
businesses from relocating abroad.
 Allow the market to set the most
economical way to smoothly
transition to a new energy system.
Why do we think this plan is
politically viable?
 Climatologists and top economists –
liberal and conservative – say that
placing a price on carbon is the most
effective action possible to curb CO2
production.
 Bipartisan action addressing global
warming is happening in Congress right
now.
 A carbon fee-and-dividend plan is the
most transparent and enforceable
mechanism.
 This market-based program fits with our
current economic system and much of
our political system.
 Many businesses already anticipate a
carbon tax in some form and are
pushing for uniform legislation.
 Because of the dividend, this plan does
not increase the size of government.
 According to a study by REMI, this plan
will stabilize the climate and boost the
economy – both for the individual family
and the GDP.
