The Bottom-up Budgeting (BUB) project in Cordillera is doing well. 75 municipalities in the region are covered by the development project. Since 2013, Local Government Units have received P15M for the project, except this year when they received P12.5M. However, the director assured that next year the original allotment would return so projects could be completed. For 2016, there are 592 projects waiting worth over P1.1B. The BUB aims to eliminate delays in projects and reduce poverty by providing P15M to 20% of the development funds for various agencies involved in the region. The performance of Cordillera has been satisfying compared to other regions.

Specific reference was made to Zoomlion Ghana Limited, the Leading name in Waste Management in Ghana and probably the Sub-Region.
To improve the living condition of population in Central African Republic (CAR) specially for vulnerable groups, as a partner, we have created a project called: The Development of Infrastructures for Community and Support for Vulnerable groups in Republic of Central African.

1. BUB Project Doing Well In Cordillera
Baguio City—Kapihan sa Baguio, DILG director John Castañeda leads forum on BUB with
personnel of private sectors on CAR’s state in project, PIA office, April 29.
Castañeda talked about latest update on CAR’s status about implementation of Bottom-
up budgeting (BUB). He says 75 municipalities in Cordillera are covered by this development
project. Since 2013, Local Government Units (LGUs) of the region has been receiving P15M
except this year to which they only received P12.5M.
Despite this, he assured that next year, the original allotment will be returned, thus, letting
the areas complete their projects.
It has been reported that this year, 610 projects were proposed from LGUs and agencies
including Baguio this time proposing 8 projects summing up to P962.5M. For 2016, there are 592
projects waiting worth more than P1.1B.
The DILG director later added that BUB targets to eliminate the problem on the delay of
making planned projects to work and unaided poverty issues by adding P15M to the 20%
development fund of each implementing agencies—Abra, Apayao, Baguio, Benguet, Ifugso,
Kalinga, Mt. Provonces, department of agriculture (DA), department of agrarian reform (DAR),
department of environment and natural resources, (DENR), department of education (DEPED),
DILG, department of health (DOH), department of labor and employment (DOLE), DSWD,
department of trade and industry (DTI), local government service equalization fund (LGSF),
national electrification administration (NEA), national irrigation administration (NIA), and technical
education skills development authority (TESDA).
He also compared Cordillera with other regions where he says, the performance is
satisfying. DENR rep. Francis Basali, RDC co-chair on agriculture, Gerry Laboyan, RDC
personnel on indigenous people, Marcelo Abela, and DOLEPIO Erwin Aquino are DILG’s partner
in BUB, also DOH helped in the evaluation of the region based on performance.
Other national implementations of the DILG were also kept by Castañeda on track. The
