The proposed FY 2012 budget totals $92.6 million, which is an increase from the FY 2011 budget of $75.1 million. Accounting changes account for $8 million of the increase and higher costs for existing personnel and services account for $4.5 million. Increased fees for enterprise funds, which aim to make those funds self-sufficient, account for $5.4 million. The remaining $525,000 is for new discretionary spending. The increased budget fully discloses revenues and expenses, preserves existing services without tax increases, and ensures a $2.2 million surplus with a $9 million fund balance.
