INTRODUCTION
• The Union Budget is an annual report of India. It contains the Government’s revenue and expenditure for a particular
fiscal year, which runs from April 1 to March 31.
• It is the most extensive account of the Government's finances, in which revenues from all sources and expenditures
on all activities undertaken are enumerated. It comprises of the revenue budget and the capital budget. It also contains
estimates for the next fiscal year.
• The Union Budget for 2019-20 was announced by Ms Nirmala Sitharaman, Minister for Finance and Corporate
Affairs, Government of India, in Parliament on July 05, 2019.
• The budget focusses on reducing red tape, making best use of technology, building social infrastructure, digital India,
pollution free India, make in India, job creation in Micro, Small and Medium Enterprises (MSMEs) and investing
heavily in infrastructure.
• Total expenditure for 2019-20 is budgeted at Rs 2,786,349 crore (US$ 417.95 billion), an increase of 14.09 per cent
from 2018-19 (budget estimates).
THEME OF 2019 BUDGET – THE $5TRILLION
ECONOMY
• Currently India is $2.7 Trillion Dollar economy.
• Indian economy will become a 3 trillion-dollar economy in the
current year (2019-20) and is on the path of achieving a 5 trillion-
dollar economy tag by the year 2024-25.
• For this India needs to maintain an Annual Growth Rate of 8%.
• The FM said, “India Inc. are India’s job-creators and nation’s
wealth-creators.”
• There need for investment in: Infrastructure, Digital economy, Job
creation in small and medium firms.
• Initiatives to be proposed for kick-starting the virtuous cycle of
investments.
• Common man’s life changed through MUDRA loans for ease of doing
business.
AGRICULTURE & FARMER WELFARE
• 10,000 New Farmer Producer Organizations (FPO) to be
formed to ensure economies of scale for farmers.
• Dairying through cooperatives to be encouraged by creating
infrastructure for cattle feed manufacturing, milk procurement,
processing & marketing.
• Union Government to work with State Governments to allow
farmers to benefit from e-NAM(Electronic – National Agriculture
Market).
• The focus of the government is on the “Pradhan Mantri Matsya
Sampada Yojana” (PMMSY) to increase fish and aquatic products
through appropriate policy, marketing and infrastructure support
• Zero Budget Farming” model which can help in doubling our
farmers’ income in time for our 75th year of Independence.
EDUCATION
• Govt to launch 'Study in India' programme to attract foreign
students in higher education
• Allocate Rs 400 crore for world-class higher education
institutions in FY 19-20 .
• National research foundation to fund, coordinate and to
promote research in the country.
• To make the Indian youth ready to take up jobs in foreign
countries, more emphasis on new-age skills like Artificial
Intelligence, Internet of Things, Big Data, etc.
• Khelo India Scheme to be expanded with all necessary
financial support National Sports Education Board for
development of sportspersons to be set up under Khelo India, to
popularize sports at all levels.
TAX REFORMS
• Individual taxpayers with annual income up to Rs 500,000 (US$ 7,500) will get
full tax rebate and hence will not be required to pay any tax.
• Tax Deducted at Source (TDS) of 2 per cent on cash withdrawal exceeding Rs 1
crore (US$ 0.15 million) in a year from a bank account to promote less cash
economy.
• To make electric vehicles affordable, additional IT deduction on 1.5 lakh on
interest paid on loan taken to purchase electric vehicles.
• Taxpayers having annual turnover of less than Rs 5 crore (US$ 0.75 million) can
now file quarterly returns. Fully automated GST refund module shall be
implemented.
• Interchangeability of PAN and Aadhaar
• Those who don’t have PAN can file tax returns using Aadhaar.
• Aadhaar can be used wherever PAN is required.
INFRASTRUCTURE
• Government has announced to invest Rs 10,000,000 crore (US$ 1.5
trillion) in infrastructure over the next five years
• To upgrade 1,25,000 kms of road length over the next five years, the
estimated cost of Rs 80,250 crore (US$ 12.03 billion) is envisaged
under Pradhan Mantri Gram Sadak Yojana-III (PMGSY)
• Ministry of Railways have been allocated Rs 94,071 crore (US$
14.11 billion) in 2019-20.
• The government has suggested the investment of Rs 5,000,000 crore
(US$ 750 billion) for railways infrastructure between 2018-2030.
• 657 Kms of metro network has become operational across the
country.
• The Government has ensured that all the states in India will have
access to the availability of power at affordable rates under the
model - one nation one grid
STARTUPS AND MSME
• Government to introduce a host of exclusive programs for startups on
DD News
• Government has proposed granting of loans up to Rs 1 crore (US$
0.15 million) for MSMEs within 59 minutes through a committed
online portal. Under the Interest Subvention Scheme for MSMEs, Rs
350 crore (US$ 52.50 million) has been allocated for FY 2019-20.
• Government will create a payment stage for MSMEs to enable filing
of bills and payment thereof on the platform itself.
• Several changes across labour laws, education and rental housing to
have a direct impact on start-ups.
• Stand-Up India Scheme to be continued for the period of 2020-25.
The Banks to provide financial assistance for demand based
businesses.
• Government to create a payment platform for MSMEs to file and pay
bills, and thus reduce delays in payments from government to
suppliers and contractors
TECHNOLOGY
• Approximately 35 crore LED bulbs distributed under UJALA Yojana leading to
cost saving of Rs. 18,341 crore annually.
• FAME II scheme aims to encourage faster adoption of electric vehicles through
the right incentives and charging infrastructure.
• Solar stoves and battery chargers to be promoted using the approach of LED
bulbs mission.
• A massive program of railway station modernization to be launched.
• 17 iconic Tourism Sites being developed into model world class tourist
destinations.
• To increase focus on skill sets needed abroad, like language training.
• To focus on “new-age skills” like AI, IoT, Big Data, 3D Printing, Virtual Reality
and Robotics.
• Proposed establishing National Research Foundation (NRF) to fund, coordinate
and promote research in the country.
• Set up plants for manufacturing semiconductors, solar photovoltaic cells, lithium
cell batteries, solar electric charging vehicles, computer servers, and laptops.
VISION FOR THE DECADE
• Building Physical and Social Infrastructure
• Digital India reaching every sector of the Economy
• Achieving Pollution free India with Green Mother Earth and Blue Skies
• Emphasis on Make in India with particular emphasis on MSMEs, Start-ups, Defense
manufacturing, automobiles, electronics, fabs and batteries, and medical devices
• Water, Water Management, Clean Rivers
• Blue Economy
• Space programs: Gaganyan, Chandrayan and Satellite programs
• Achieving Self-sufficiency and Export of food-grains, pulses, oilseeds, fruits and vegetables
• Achieving Healthy Society – Ayushman Bharat, Well-nourished Women & Children, Safety
of Citizens
• Building Team India with Jan Bhagidari: Minimum Government Maximum Governance.

  • 2. INTRODUCTION • The Union Budget is an annual report of India. It contains the Government’s revenue and expenditure for a particular fiscal year, which runs from April 1 to March 31. • It is the most extensive account of the Government's finances, in which revenues from all sources and expenditures on all activities undertaken are enumerated. It comprises of the revenue budget and the capital budget. It also contains estimates for the next fiscal year. • The Union Budget for 2019-20 was announced by Ms Nirmala Sitharaman, Minister for Finance and Corporate Affairs, Government of India, in Parliament on July 05, 2019. • The budget focusses on reducing red tape, making best use of technology, building social infrastructure, digital India, pollution free India, make in India, job creation in Micro, Small and Medium Enterprises (MSMEs) and investing heavily in infrastructure. • Total expenditure for 2019-20 is budgeted at Rs 2,786,349 crore (US$ 417.95 billion), an increase of 14.09 per cent from 2018-19 (budget estimates).
  • 3. THEME OF 2019 BUDGET – THE $5TRILLION ECONOMY • Currently India is $2.7 Trillion Dollar economy. • Indian economy will become a 3 trillion-dollar economy in the current year (2019-20) and is on the path of achieving a 5 trillion- dollar economy tag by the year 2024-25. • For this India needs to maintain an Annual Growth Rate of 8%. • The FM said, “India Inc. are India’s job-creators and nation’s wealth-creators.” • There need for investment in: Infrastructure, Digital economy, Job creation in small and medium firms. • Initiatives to be proposed for kick-starting the virtuous cycle of investments. • Common man’s life changed through MUDRA loans for ease of doing business.
  • 4. AGRICULTURE & FARMER WELFARE • 10,000 New Farmer Producer Organizations (FPO) to be formed to ensure economies of scale for farmers. • Dairying through cooperatives to be encouraged by creating infrastructure for cattle feed manufacturing, milk procurement, processing & marketing. • Union Government to work with State Governments to allow farmers to benefit from e-NAM(Electronic – National Agriculture Market). • The focus of the government is on the “Pradhan Mantri Matsya Sampada Yojana” (PMMSY) to increase fish and aquatic products through appropriate policy, marketing and infrastructure support • Zero Budget Farming” model which can help in doubling our farmers’ income in time for our 75th year of Independence.
  • 5. EDUCATION • Govt to launch 'Study in India' programme to attract foreign students in higher education • Allocate Rs 400 crore for world-class higher education institutions in FY 19-20 . • National research foundation to fund, coordinate and to promote research in the country. • To make the Indian youth ready to take up jobs in foreign countries, more emphasis on new-age skills like Artificial Intelligence, Internet of Things, Big Data, etc. • Khelo India Scheme to be expanded with all necessary financial support National Sports Education Board for development of sportspersons to be set up under Khelo India, to popularize sports at all levels.
  • 6. TAX REFORMS • Individual taxpayers with annual income up to Rs 500,000 (US$ 7,500) will get full tax rebate and hence will not be required to pay any tax. • Tax Deducted at Source (TDS) of 2 per cent on cash withdrawal exceeding Rs 1 crore (US$ 0.15 million) in a year from a bank account to promote less cash economy. • To make electric vehicles affordable, additional IT deduction on 1.5 lakh on interest paid on loan taken to purchase electric vehicles. • Taxpayers having annual turnover of less than Rs 5 crore (US$ 0.75 million) can now file quarterly returns. Fully automated GST refund module shall be implemented. • Interchangeability of PAN and Aadhaar • Those who don’t have PAN can file tax returns using Aadhaar. • Aadhaar can be used wherever PAN is required.
  • 7. INFRASTRUCTURE • Government has announced to invest Rs 10,000,000 crore (US$ 1.5 trillion) in infrastructure over the next five years • To upgrade 1,25,000 kms of road length over the next five years, the estimated cost of Rs 80,250 crore (US$ 12.03 billion) is envisaged under Pradhan Mantri Gram Sadak Yojana-III (PMGSY) • Ministry of Railways have been allocated Rs 94,071 crore (US$ 14.11 billion) in 2019-20. • The government has suggested the investment of Rs 5,000,000 crore (US$ 750 billion) for railways infrastructure between 2018-2030. • 657 Kms of metro network has become operational across the country. • The Government has ensured that all the states in India will have access to the availability of power at affordable rates under the model - one nation one grid
  • 8. STARTUPS AND MSME • Government to introduce a host of exclusive programs for startups on DD News • Government has proposed granting of loans up to Rs 1 crore (US$ 0.15 million) for MSMEs within 59 minutes through a committed online portal. Under the Interest Subvention Scheme for MSMEs, Rs 350 crore (US$ 52.50 million) has been allocated for FY 2019-20. • Government will create a payment stage for MSMEs to enable filing of bills and payment thereof on the platform itself. • Several changes across labour laws, education and rental housing to have a direct impact on start-ups. • Stand-Up India Scheme to be continued for the period of 2020-25. The Banks to provide financial assistance for demand based businesses. • Government to create a payment platform for MSMEs to file and pay bills, and thus reduce delays in payments from government to suppliers and contractors
  • 9. TECHNOLOGY • Approximately 35 crore LED bulbs distributed under UJALA Yojana leading to cost saving of Rs. 18,341 crore annually. • FAME II scheme aims to encourage faster adoption of electric vehicles through the right incentives and charging infrastructure. • Solar stoves and battery chargers to be promoted using the approach of LED bulbs mission. • A massive program of railway station modernization to be launched. • 17 iconic Tourism Sites being developed into model world class tourist destinations. • To increase focus on skill sets needed abroad, like language training. • To focus on “new-age skills” like AI, IoT, Big Data, 3D Printing, Virtual Reality and Robotics. • Proposed establishing National Research Foundation (NRF) to fund, coordinate and promote research in the country. • Set up plants for manufacturing semiconductors, solar photovoltaic cells, lithium cell batteries, solar electric charging vehicles, computer servers, and laptops.
  • 10. VISION FOR THE DECADE • Building Physical and Social Infrastructure • Digital India reaching every sector of the Economy • Achieving Pollution free India with Green Mother Earth and Blue Skies • Emphasis on Make in India with particular emphasis on MSMEs, Start-ups, Defense manufacturing, automobiles, electronics, fabs and batteries, and medical devices • Water, Water Management, Clean Rivers • Blue Economy • Space programs: Gaganyan, Chandrayan and Satellite programs • Achieving Self-sufficiency and Export of food-grains, pulses, oilseeds, fruits and vegetables • Achieving Healthy Society – Ayushman Bharat, Well-nourished Women & Children, Safety of Citizens • Building Team India with Jan Bhagidari: Minimum Government Maximum Governance.
