3. AGRICULTURE AND RURAL ECONOMY
Declining prices of agriculture
commodities in the international
market and fall in food inflation in india
since 2017-18, relative to non-food
sector, have reduced the returns from
farming.

4. To provide an assured income support to 12
crore small and marginal farmers
Those owning cultivable land upto 2 hectares,
will be provided direct income support at the
rate of 6,000 per year.
Expenditure of 75,000 crore in FY20, 20,000
crore in FY19.

5. • “Rashtriya Kamdhenu Aayog” to upscale
sustainable genetic up-gradation of cow resources
and to enhance production and productivity of
cows.

6. • Benefit of 2% interest subvention to the
farmers pursuing the activities of animal
husbandry and fisheries, who avail loan
through Kisan Credit Card.

7. The allocation made to the farmers in terms of
₹6000 is insufficient when considering the long term
agrarian crisis and debts. It is worth mentioning that
this allocation is very less than the allocation made
by the states of Telegana and Odhisha on similar
schemes.

8. The idea of sanctioning money only to people
with less than two hectare land seems to be
senseless as there is a lack of proper data on
the landholdings of the farmers. The landless
farmers and tenants are still left unattended in
this scheme

9. COMPARISON TO PREVIOUS BUDGET WITH CURRENT BUDGET
2018
• Minimum Support Price of all
crops shall be increased to at
least 1.5 times.(Earlier was
only for Rabi)
• Extension of Kisan Credit
Card to fisheries and animal
husbandry.
• Rs 10,000 crore for Fisheries
and Aquaculture

• Minimum Support Price of all
22 crops at minimum 50%
more than the cost.
• 2% relaxation in credit for
farmers into animals
husbandry who avail loan
using credit card.
• Increase in allocation under
GOKUL scheme with an outlay
of Rs 500 crore during the 12th
Five Year Plan.
