Megan Broughan is a consultant and procurement analyst at eGLOBALTECH who maintains program schedules and supports contracting activities. She has over 10 years of research experience, including administering assessments to children with brain injuries and coding speech/gestures. Broughan has worked at the University of Chicago, Trinity University, and the University of Oklahoma on projects related to language development, child psychology, and molecular biology. She holds a B.A. in Psychology from Trinity University.
In Part I of this workshop, you will hear directly from the former Chief Knowledge Officer (CKO) of the DoN who will share the OL strategies and approaches that led to MAKE recognition.
In Part II, tools that you can immediately apply for results will be introduced and detailed. Effectively applied in and emerging from DoN successes, these tools empower decision-makers at all levels of the organization, directly impacting the quality of organizational decision-making. They fall into the areas of: Facilitating Knowledge Flows (example, Relationship Network Management); Before/During/After Action Learning (examples, Continuous Improvement Review and Interrupted Case Study); and Knowledge Capacities (examples, Shifting Frames of Reference and Engaging Tacit Knowledge).
In Part III, in the context of Organizational Learning and Knowledge Management, the speaker and the facilitator will open the floor and offer their expertise to help solve real-life problems in your organizations. Participants in the workshop are invited to hand in their issues of concern prior to the workshop (can be anonymous), or bring them up during the workshop as time permits.

Act as a consultant to several stakeholders in the TSA Office of Security Capabilities (OSC) to provide program management
and acquisitions consultation services.
o Maintain and report on the Electronic Baggage Screening Program programmatic Integrated Master Schedule (IMS),
comprising every EBSP initiative totaling over 10K tasks and activities.
o Work directly with the Checked Baggage Technology Division Director and Deputy Director to develop a IMS strategy

The Language Development Project is an NIH-funded longitudinal study examining language development in children with
unilateral brain lesions resulting from pre- or perinatal stroke. Publications from this project have been featured in TIME
Magazine and BBC News.
o Served as the Primary Contact for the Institutional Review Board (IRB) for two protocols. Completed all continuing
reviews, amendments, and updated the protocol narratives and consent forms accordingly. Conducted literature
searches.
o Conducted intensive individual in-home visits every four months with 19 children with unilateral brain injury.
Administered several standardized measures of reading skills, academic achievement, and IQ.
o Transcribed primary caregiver-child interaction (speech and gesture) from video and coded accompanying gestures
according to a highly specialized coding system.
o Wrote and implemented a training manual detailing specific procedures for task administration as a companion to task
training, which became the project standard for training.
o Participated in the fMRI scanning of children participating in a dovetailing longitudinal MRI study.
o Assisted in the development of tasks to be used as part of the in-home visits with study participants.
