To maximizethe 4 hours allotted time for this session and to further
deepen the knowledge of participants in conducting initial
evaluation and Evaluating Performance Requirements using
Reclassification Form for Teaching Positions (RFTP), the Resource
Person shall develop and conduct similar activity (Initial Evaluation
of QS and Assessing Performance Requirements) focusing
on Master Teacher I position in addition to the existing activity
included herein.

Session Objectives
At theend of the session, the participants shall have:
1. discussed the Qualification Standards and performance
requirements for promotion;
2. demonstrated how to accomplish Parts I and II of the
Reclassification Form for Teaching Positions (RFTP) based on
application documents.

Activity 1: Identifyingthe QS
Instructions:
1. You will be grouped (SDOs to determine the groupings)
2. Each participant will be given a piece of paper that includes
certain applicant's qualifications; it could be about education,
experience, training, or eligibility.
3. Based on the CSC QS provided for each group, you will identify
who among your team members got the correct education,
training, experience, and eligibility that sufficiently meet the
provided QS.
4. Once identified, each group shall attach the applicable
applicant’s QS to their respective QS board to show the result.
5. You will be given 3 minutes to evaluate.

What is QualificationStandards (QS)?
Refers to the minimum requirements for positions in the
government service in terms of Education, Training, Experience,
and Eligibility (DO 19, s. 2022).
What is the role of QS in initial evaluation?
It objectively guides the HRMOs in evaluating the applicant’s
qualifications vis-à-vis the CSC-approved QS to determine the
candidate's fitness for the position applied for in terms of
Education, Training, Experience, and Eligibility. This also determines
if the applicant can proceed to the selection process

Ask: Before we go on with our discussion, I’d like to know who among of you here are members of the HRMPSB or Division Sub Committee? How about those who have experienced of being rater of PPST-based performance?
Do: Call volunteers to answer the question (2)
Say: Thank you for your participation. Your experiences are significant to the success of this session.
#3 Do: Reiterate this slide to emphasis continuation. Highlight the first and second step and discuss briefly its significance to the topic.

Do: Discuss the instructions and ensure that the participants fully understand the mechanics before distributing the materials (Manila Paper with CSC QS, Marker, Tape, QS meta cards).
Participants are given 3 minutes to do the activity.

#7 Say: The 1995 QS of DepEd Unique Position was revised and submitted to CSC. At this juncture, allow me to present to you the proposed QS for teaching and school principal positions:
Do: Present the new QS for Promotion. Distribute the printed copy of proposed QS for reference during discussion. Remind participant that these QS are not yet approved by the CSC.

Say: Before we go on with the presentation of new QS, I would like to know your idea about QS and its significant role in the conduct of Initial evaluation

Say: At this point in time, I will be presenting to you the proposed/Draft QS for teaching positions. This includes Teacher 1-7 and Master Teacher 1-5

Say: Thank you for sharing your insights my dear participants. In order for us to deepen our understanding, let us now substantiate our ideas by engaging to the activity.

#16 Do: Run through the process of assessment from submission up to CaReER
Say: Upon receipt of the applications, the HRMO shall conduct an initial evaluation of the applicants’ qualifications vis-à-vis the CSC-approved QS of the position applied for. The HRMO shall also conduct evaluation of performance using PPST indicators.
Note: Applicant’s who failed to meet the performance requirements shall be excluded from the pool of applicants and shall not proceed with the initial evaluation. The HRMO shall inform the applicant on the exclusion through letter.
#17 Do: Discuss the assessment flow and how it differs from the assessment process for teaching positions
Say: In the absence of competency standard for school head, OA, AE, and ALD shall be used as an interim parameters to assess applicant’s competencies
#18 Do: Group the participants accordingly (SDOs shall determine the groupings). Distribute the Activity Sheet and materials (caselets – printed QS of 3 applicants). Read the instructions.
Say: You are given 10 minutes to do the activity. Among the groups only 1 group will present the output.
After the Activity:
Do: Let them present their output and process. Ask others if they have similar results
#19 Do: Read the QS of Three (3) Teachers applying for Teacher IV position (English)
Say: The position applied for promotion is Teacher IV with the following qualification standards.
Do: Read the QS of Teacher IV
Say: The deadline for submission of documents for reclassification is May 15, 2025. Among the applicants, identify who is qualified based on the provided QS
#20 Do: Before revealing the results, ask 2 groups to present their output. After presentation, ask other groups if have similar results, if not, ask them why
Say: Based on the applicant’s QS, teacher Carlo and teacher Carlito were disqualified because of the following reasons:
Teacher Carlo – DQ-Training - 1. Teacher Upskilling in the New Normal: Enriching Pedagogy, Theory, and Practice
(40 hours) [April 5 to April 10, 2020] is already beyond 5 years; to qualify it must be within the last 5 years | 3. Training on Public Procurement Specialist Level I (56 hours) [October 10 to 15, 2024] - This training is not relevant to the position he is applying for
Teacher Carlito – DQ –Experience - Mariano High School – Teacher I (English) – August 1, 2021 - to present - Insufficient years of experience: 2 years and 9 months; to qualify, experience must be 3 years and above.
#21 Do: Present the summary of assessment; ask participants if they’ve come up with the same results
Say: Since we are done assessing applicant’s qualifications, it is obvious that only teacher carina met the QS.
#22 Do: Distribute the hard copy and link of RTF to the participants. Discuss briefly the content of Part I
Say: Since teacher Carina is qualified, let us fill up the Part I of the Reclassification Form for Teachers. You will be given 3 mins

This very moment, we will discuss the PERFORMANCE REQUIREMENTS and how to use the Reclassification Form for Teachers. This form includes various information about applicant’s qualifications, performance, comparative assessment result, and other details needed for promotion
#29 Do: Discuss the purpose of this part
Say: This part includes the performance requirements for every teaching positions, which shall be used as reference to evaluate applicant’s performance
#30 Do: Discuss the Distribution of PPST Indicators for Proficient Teachers. Ask the participants to get their PPST Booklet for reference
Say: These are the following PPST indicators distributed in 3 consecutive years.
Say: Indicators with * are repeated indicators: In cases where the repeating indicator obtained different rating in 3 consecutive years, recent rating shall be considered.
#31 Do: Discuss and walk through the participants on how to map out indicators using the provided IPCRF.
#32 Do: Discuss this part. Explain who will accomplish this form.
Say: This part shall be used to assess whether the applicant is meeting the performance requirements based on the submitted 3 IPCRFs. The evaluator shall put a check mark on the space provided if the applicant is meeting the specific COI or NCOI indicator. If not, leave it blank.
At the end of the evaluation, count the total number of O and VS, and see if the applicant is meeting the performance requirements
#33 Say: Since we’re done assessing teacher carina’s QS and accomplishing Part I of the RFT, let us now try to assess teacher carina’s performance using the her submitted IPCRFs.
Do: Distribute the 3 IPCRFs covering 2020-2023
#34 Do: Group the participants per region. Distribute the IPCRF, Distribution of PPST Indicators for Proficient Teachers. Read the instruction.
Say: You are given 15 minutes to do the activity. Among the groups only 1 group will present the output (performance evaluation result).
#42 Do: Reveal the results. Ask participants if they’ve come up with similar results.
#43 Say: A copy of the IER shall be posted by the HRMO in at least three (3) conspicuous physical places, concealing the applicants’ personal information in accordance with the Data Privacy Act. The only information that shall be made public are the application codes, qualifications of the applicants in terms of Education, Training, Experience, Eligibility, and Competence (if applicable), and remark on whether Qualified or Disqualified.
#44 Do: Present at what stage teacher carina is in and what will be the next process.
