This document provides an overview of innovation in government and discusses five case studies of government innovation teams: 1) Boston's Mayor's Office of New Urban Mechanics, 2) New York City's Center for Economic Opportunity, 3) the Defense Advanced Research Projects Agency, 4) Xerox's Palo Alto Research Center, and 5) the Office of Personnel Management Innovation Lab. It identifies best practices of each, such as piloting projects to absorb risk, building small cross-functional teams, and developing performance metrics. The document concludes by making five recommendations for how Booz Allen Hamilton can effectively spur innovation in federal agencies based on lessons from the case studies.
