Launched by Ministry of MSME, Govt. Of India
Target Clients
Manufacturing units having registration with MSME (Investment in
plant and machinery less than Rs.10 Crores) and having EM-2
Certificate. MSME’s not having EM-2 can apply online and obtain
EM-2 within 30 – 60 days, easily.
Objective
To improve the competitiveness of Micro, Small and Medium
Enterprises (MSME) Sector by increasing productivity, upgrading
technology and conserving energy in manufacturing processes,
enhancing domestic and global market share of Indian
MSME products and increase exports from India.

1 LMCS Software to Manage processes / activities (with
assured profit/ reduction in wastage at nominal extra cost

refund shall be given after stage 5.

soft skills on any selected topic / Any Other Activity for
the benefit of Association (If minimum 50 clients agree to

5. Three tier arrangement done for LMCS Implementation
The group of of 6 – 10 MSME Manufacturing Units
shall be called as Mini Cluster & would work with
assigned Lean Manufacturing Consultant to
implement the specific Lean Manufacturing
techniques
Responsible for facilitating, implementation and
monitoring of the scheme. Quality Council of India
(QCI) has been given the responsibility of NMIU
Provide overall direction to the scheme and will be
headed by the Development Commissioner

6. QCI/MSME Guidelines for fees
Guidelines
• As per QCI/MSME guidelines the maximum fees of implementation at one client is Rs.
3.5 lakhs
• Rs 2.8 lakhs(80%) shall be paid by QCI/MSME subject to Rs. 70,000/- (20%) paid by client
till completion of stage 1.
• The project shall be done in 5 stages. Before completion of stage I, 20% of project cost
shall be paid by the client and after stage 2, 3,4,5, the Govt. shall pay 20% after each
stage through SPV(Special Purpose vehicle) which is the bank A/c of the cluster.
• The payment shall be subject to successful completion of each stage and approval of
progress of work by QCI.
• The LMCS consultant who shall do the consultancy and receive the funds from
government through SPV has to produce bank statement and proof of receipt of stage
1 payment. Also the bank account details of cluster/SPV has to be sent to Govt. after
each stage.

BMCPL has done a tie up with a strategic partner company(SPC), which is keen to
expand its base in MSME units by promoting their software services.
DEEPAWALI BONANZA (TILL 15th NOVEMBER 2015)
• Special offer to our clients to implement LMCS who register themselves within the
above said offer period or first 50 clients on FCFS basis, whichever is earlier.
• LMCS shall be implemented at clients site and LMCS software shall be given at a
nominal cost and easy installments.
• The market cost of the basic software (single user) is Rs 2.6 lacs and advanced
version(multi-user) is Rs 4.4 lacs which is given during this offer period at 50% cost.
• LMCS when implemented with this software shall give minimum guarantee of
assured profit/reduction in wastage failing which SPC shall refund 100% of the cost
to the client after completion of stage 5/ 18 months .
• The assured profit / reduction in wastage in 18 months shall be 2L – 18L or 2% extra
profit if LMCS is implemented with basic software . (GOLD OPTION)
• The assured profit / reduction in wastage in 18 months shall be 3L – 36L or 3% extra
profit if LMCS is implemented with advanced software . (DIAMOND OPTION)
• The entire work of consultancy for LMCS shall be done by Boon Management
Consultants Pvt. Ltd.

8. Key Details about Man-days
• For all the clients who agree to implement LMCS, they shall be provided
with training of LM Tools implementation by the LM consultant who shall
spend atleast 20/25/30 mandays at clients’ site depending upon the option
selected by the client(SILVER/GOLD/DIAMOND). This is besides the mandays
spent on training of LM tools and software. (10 mandays for GOLD option
and 15 mandays for DIAMOND option)
SATISFACTION ASSURED
• LMCS when implemented with this software shall give minimum guarantee
of assured profit/reduction in wastage failing which SPC shall refund 100% of
the cost to the client after completion of stage 5 / 18 months.
• The assured profit / reduction in wastage in 18 months shall be 2L – 18L or 2%
extra profit if LMCS is implemented with basic software . (GOLD OPTION)
• The assured profit / reduction in wastage in 18 months shall be 3L – 36L or 3%
extra profit if LMCS is implemented with advanced software . (DIAMOND
OPTION)
• This profit / reduction in wastages shall give gains to customers year after

Q1 Would there be inconvenience to company if MSME/ QCI experts visit our
company for inspection?
A-1 The intention of MSME/QCI experts is to verify the progress and suggest
further improvements if any. They are very professional in approach and do
not behave like fault finding inspectors.
Q2 Would lean consultants ensure confidentiality of my secret raw
materials/processes?
A-2 YES. The consultants are professional and maintain confidentiality.
However if any raw material/process is very critical/confidential then in such
cases the company may not give the exact names/details and mark it as A,B,C
etc. Further, if the company is still not sure then the company should exclude
that portion from disclosing it to LMCS consultant and cover rest of the
processes.
10. Q3 Is it mandatory for company to make changes proposed by LMCS
consultant if it requires major expenses?
A-3 NO. The LMCS consultant shall give recommendations only. If the client
finds them useful then the client can take decisions which are suitable to
them.
Q4Would LMCS consultant get into confidential profitability of the company
?
A-4 NO. LMCS consultant does not get into financial costing, purchase/sale
bills or profitability of any material or products unless the client wishes to
share the same.
Q5 Would LMCS be beneficial for Micro and Small Companies?
A-5 YES. If the recommendations given by LMCS consultant are adopted by the
company then the improvements shall certainly happen depending upon the level of
implementation. Further, when LMCS is implemented along with software ,then
BMCPL and SPC are giving performance guarantee failing which 100% refund shall be
given.

Q6 Would any certificate be awarded after completion of LMCS?
A-6 YES. BMCPL shall issue a certificate to each client who shall complete LMCS
successfully. The certificate shall carry a unique certificate number and hologram and
these details shall be uploaded on BMCPL website for verification/authenticity.
Q7 Would there be any additional advantage by implementing LMCS?
A-7 Various government departments are instructed to procure 20-40% of goods from
MSME’s. Many departments are considering giving additional weightage to those
companies who have implemented LMCS and some departments are likely to make it
mandatory to meet eligibility conditions.
Q8 Where can we see the project details as given by MSME and QCI?
A-8 The details of LMCS project can be seen on Govt. Of India MSME website
www.dcmsme.gov.in. Further details can be seen on QCI website www.qcin.org . The
verification of BMCPL as authorized consultant can be done through QCI.
