This bill directs the Department of Social Services to create a single integrated license for day care centers serving children from birth to kindergarten by January 1, 2018. It requires existing day care centers to convert their licenses to the new integrated license upon annual renewal. The bill also extends toddler programs to children up to 3 years old and repeals the optional toddler program beginning January 1, 2018. It estimates one-time costs to DSS of $210,000-$250,000 to implement the new regulations and license conversion process, and potential ongoing costs and fee increases for providers.
