The Government of Bihar is committed for the inclusive economic
development of the State. Bihar is aggressively working on develo
ping supporting infrastructure in the state.
BIADA is the key agency for allotting lands/ industrial plots to the
prospective units in Bihar.
BIADA has four regional offices at Patna, Darbhanga, Muzaffarpur
and Bhagalpur.
At present, there are 50 Industrial Areas (IA)/ Industrial Estates
(IE)/ Large Industrial Estates (LIE)/ Growth Centers (GC)/ Mega
Industrial Parks (MIP) under the purview of BIADA
182 acres of vacant land is available at various industrial areas.
BIADA to preferably allot lands to manufacturing units.
BIADA allots the land in an industrial area after developing necess
ary infrastructure like roads, power, water and drainage facilities, e
tc. As on Dec. 2015, 1544 industrial units were in operation in vario
us industrial areas.

4. Scheme
Amendment in the BIADA Act: The GoB will review the existing Bihar
Industrial Area Development Authority Act, 1974 and amend it to furt-
her strengthen the legal framework for planned development of indus
-trial areas.
“Aao Bihar” Yojana is a flagship scheme of the Government of Bihar t
o facilitate private buyers and sellers of land in respect of setting up o
f industrial units in the state.
The scheme was launched in 2011.

5. The Bihar Industrial Area Development Authority
• Authority for any area or areas for development and promotion of industry
• Declaration of area as Development Area (e Bihar Restriction of Uses of Land Act
, 1948.)
• General duties and powers of the Authority (including preparation of the Master Pla
n of the area)
• The Authority shall have powers:-
(a) to acquire and hold such property, both movable and immovable as the Authority
may deem necessary for the performance of any of its activities;19
(b) to purchase by agreement or take on lease or rent or under any form of tenancy a
ny property as per prescribed rules, to erect such buildings and to execute such othe
r works as may be necessary for the purpose of carrying out its duties and functions

more than 25% in line with the National Manufacturing Policy

Create direct employment opportunities for 5 lakh people
across all economic sectors

Defect Zero Effect‖ manufacturing practice
Ensure that industries facilitate skill development of local
people, so as to achieve the target of 15 million skilled youths

ath of sustained development. In particular, our strategy will consist

Utilizing the traditional skills of artisans by finding a wider marke
t for handloom and handicrafts.
Encouraging cluster development in MSME sectors.
Emphasizing on industries that rely on local production, local ski
-lls, and local consumption.
Providing preference to low energy and non-polluting industries
Encouraging new investment in developing heritage tourism for
which the state offers tremendous opportunities
Investments in developing new facilities and/or managing existin
-g facilities under PPP mode will be encouraged.
Promoting development of ancillary units to cater to the upcomi-
ng investments in public and private sector
Establishing the Udyog Samwad Portal, a one stop platform for
investors to resolve problems/ difficulties faced in establishment
of industrial projects in the State.
