EIFFEL PROGRAM
2014-2015 VADE-MECUM
The Eiffel excellence program offers two components:
- A Master component which helps fund a master level degree course from 12 to
36 months
- A Ph.D. component to fund mobility programs for 10 months under a thesis
joint supervision or co-tutorship (preferably for the second doctoral year).
If applications are subject to a single call for applications, application forms are
specific to each component.
PROGRAM PRESENTATION
1. Objectives of the Eiffel program
The Eiffel scholarship program was developed by the Ministry of Foreign Affairs as a tool to
allow French higher education institutions to attract the best foreign students for master's
and PhD degree programs.
It helps to train future foreign policy makers, from the private and public sectors, in
education priority areas, and encourage applications from students from developing
countries to obtain a master’s level and from emerging and industrialized countries to obtain
a doctorate level.
2
2. Areas of Study
The three major areas of study covered by the Eiffel program are:
- Engineering sciences at Master level, sciences in a broader sense for PhD level
(engineering sciences, exact sciences: mathematics, physics, chemistry and life
sciences, nano and bio-technology, earth and environmental sciences, information
and communication sciences and technology),
- Economics and management,
- Law and political science
3. Academic level of study
In submitting applications for Eiffel scholarship program, French host higher education
institutions undertake to enroll students in one of the following courses:
- Courses awarding a Master degree,
- Courses awarding a Ph.D. through a thesis joint supervision or co-tutorship with a
foreign higher education institution partner.
4. Duration of the scholarship
4.1. Master level
The scholarship is attributed for a maximum duration of 12 months when registering for M2,
a maximum of 24 months when registering for M1 and maximum duration of 36 months
when registering for an engineering science diploma. It is awarded provided that the
student fulfils the annual academic requirements of the curriculum.
A 2-month maximum preliminary intensive language training course can be funded for non-
francophone students upon the request of the French host educational establishment. The
student can draw down his/her Eiffel grant during this training course.
Scholars may benefit from maintaining their scholarship for a period of training course or
internship outside their host institution for a period less than or equal to 25% of the total
duration of the course, to the extent that such training course or internship are an integral
part of the curriculum prepared.
Optional internships are not supported.
In the event that the course provides an international academic exchange, payment of the
scholarship will be suspended for the period performed abroad.
If an Eiffel fellow, after his master 1, would make his master 2 in the apprenticeship sector
having a dual training in a company, together with a contract providing for a fee, it will be
put an end to the Eiffel scholarship as soon as the beginning of the training.
4.2 PhD level
The Eiffel scholarship is attributed for a maximum duration of 10 months.
No language training is provided for scientific and economic disciplines.
3
For law and political science Students:
- After approval by the selection commission, the 10-month period can be split into 3
phases in France spread over a maximum of 3 years comprising stays of 3-4 months
in France alternating with a stay in the student’s country of origin.
- Grantees have the option, upon request of the host educational establishment, to
take French language classes at the same time as their studies (request to be made
in the application form).
5. Grant amount
5. 1. Master level
Eiffel scholarship-holders receive a monthly allowance of 1,181€ (1,031€ of maintenance
allowance and 150€ of monthly compensation), in addition to which are covered directly
various expenses:
- An international return travel
- Health insurance
- Cultural activities
They can also benefit from an additional accommodation allowance under certain
conditions
5.2. PhD level
Eiffel PhD scholarship-holders receive a monthly allowance of 1,400€, in addition to which
are covered directly various expenses:
- An international return travel (only one return trip will be covered for law and political
science students who would undertake several stays in France),
- Health insurance
- Cultural activities
They can also benefit from an additional accommodation allowance under certain
conditions.
5.3. For both levels, master and PhD
To receive the first payment of the monthly allowance, the grantee must necessarily begin
his studies in the host institution in France.
Tuition fees are not covered by the Eiffel Program, with the exception of possible
preliminary language course fees defined under the scholarship’s framework.
The Ministry of Foreign Affairs expects from the education establishments it supports by
promoting their international outreach through this Program, that they agree to apply the
best possible financial conditions to the laureates, in accordance with the terms and
conditions of the quality charter.
4
It is reminded that enrolment fees are waived for French Government scholarship students
registered with state-run educational establishments.
SELECTION PROCESS
6. Eligibility
- Nationality: This program is for candidates of foreign nationality. Binational
candidates, one of which nationality is French, are not eligible.
- Age: for programs leading to a master's degree level, applicants must be at most 30
years old at the date of the selection committee, that is to say, born after 07/03/1983;
for PhD applicants, candidates must be aged at most 35 years old on the date of the
selection committee, that is to say, born after 03.07.1978.
- Origin of applications: Only applications sent by the French institutions are
admissible. The latter undertake to enroll laureates in the training for which they were
selected. Applications sent by other means are not receivable. In addition, a
candidate nominated by more than one institution will see his application rejected.
- The training involved: Eligible candidates are likely to incorporate a training course
of master level attested by a diploma, including engineering school, and PhD
candidates. The French trainings relocated abroad are not affected, fellows, non
doctoral, having to perform at least 75% of their studies in France.
- Concurrent scholarships: Foreign students already receiving a scholarship from
the French government for another program at the time of filing the application are
not eligible, even if it is a scholarship that supports social coverage.
- Eiffel doctoral Scholarship: an applicant who has already received an Eiffel
scholarship under his PhD may not represent his candidacy again.
- Eiffel master Scholarship: a candidate whose folder was not selected may not
represent its application in the following years, even if they change their field of
study.
- Language level: institutions that screen non-francophone candidates must ensure
that their language level is in line with the level required by the training course.
Eventually, students currently studying abroad are given priority over those already
residing in France.
7. Schedule
- Online of applications: September 25th
, 2013
- Deadline for receipt of applications by Campus France: January 8th
, 2014
- Publication of results: Week of March 17th
, 2014
The results announcement as early as March, allows students who apply for other
scholarship programs, to be aware of the Eiffel proposal and to determine their choice of
study.
5
NB: the Eiffel scholarship can not be combined with another grant from the French
government nor with a scholarship "Erasmus +". If a laureate is in this case it will forfeit one
of the two scholarships. If he waives the Eiffel scholarship, he must notify Campus France,
by letter, of his decision.
8. Submission of applications
8.1. The French higher education institutions screen candidates they submit to the Eiffel
program among foreign students they wish to receive for training.
8.2. Institutions meet the Applications relying on instructions and recommendations
addressed to them by the Ministry of Foreign Affairs. They must ensure, to
submit applications complying with criteria defined for this program. The total
duration of training, mandatory internships in France or abroad, must be clearly
indicated in the application. The incomplete applications will be rejected.
8.3. Institutions communicate the list of candidates that they present by registered letter
with acknowledgment of receipt. This document must bear the stamp of the
institution and the signature of the principal (university president or school
principal).
Institutions should review the Quality Charter for the hosting of grantees of the French
Government (available on the website of Campus France).
Institutions whose Eiffel laureate obtained his master's degree level may submit an
application for the same candidate for the PhD component. The application shall contain a
reasoned agreement of the supervisor and a developed argumentation of the thesis project
as well as a plan for funding the PhD.
The Eiffel program aiming in priority students living abroad, it is specified that they remain
prioritized over students ongoing studies in France. The conditions for granting an Eiffel
doctoral scholarship remain unchanged within this framework.
9. Selection of fellows of Eiffel program
The selection is made by a committee composed of three colleges of experts (one for each
field of study). The members of these colleges are not allowed to assess applications
submitted by institutions to which they are linked institutionally.
The selection criteria are:
- The excellence of the candidate, as reflected in his previous academic career and
the innovative nature of the research topic (score out of 10, coefficient 3)
- The international policy of the establishment1
making the nomination, the actions it
takes in the considered geographical area, the excellence of the host unit, The
adequacy with the application submitted (note 5, coefficient 3 )
- Policy cooperation and partnership of the Ministry of Foreign Affairs, notably the
priority given to some countries for this program (note 5, coefficient 1).
1
This concerns the international relations policy of the establishment itself and not that of the department training unit
concerned.
6
The Committee assigns scores to candidates based on these three criteria and calculates
the sum (of 50). Determines a threshold for eligibility, and the number of scholarships
available, attributes them as follows:
- A minimum of 70% of the scholarships are awarded on the basis of the best scores.
- The remaining percentage is divided between schools that did not receive
scholarship from eligible files.
Folders thereby retained constitute the final list of winners.
10. Publication of results
The list of laureates is put online on the website of Campus France:
www.campusfrance.org/fr/eiffel
Each institution receives all the results for the folders he has presented.
The deliberations of the Committee are not subject to any communication; its decisions are
final and are not subject to any motive.
11. French Embassy intervention in the Eiffel Program
The Co-operation and Cultural Services within the French Embassies can assist
educational establishments which wish it to identify the best performing students in their
country of residence.

Becas de excelencia Eiffel

  • 1. GENERAL DIRECTORATE FOR GLOBALISATION, DEVELOPMENT AND PARTNERSHIPS ____________ Directorate for Cultural and academic Cooperation and research Higher Education Department Sub-Directorate EIFFEL PROGRAM 2014-2015 VADE-MECUM The Eiffel excellence program offers two components: - A Master component which helps fund a master level degree course from 12 to 36 months - A Ph.D. component to fund mobility programs for 10 months under a thesis joint supervision or co-tutorship (preferably for the second doctoral year). If applications are subject to a single call for applications, application forms are specific to each component. PROGRAM PRESENTATION 1. Objectives of the Eiffel program The Eiffel scholarship program was developed by the Ministry of Foreign Affairs as a tool to allow French higher education institutions to attract the best foreign students for master's and PhD degree programs. It helps to train future foreign policy makers, from the private and public sectors, in education priority areas, and encourage applications from students from developing countries to obtain a master’s level and from emerging and industrialized countries to obtain a doctorate level.
  • 2. 2 2. Areas of Study The three major areas of study covered by the Eiffel program are: - Engineering sciences at Master level, sciences in a broader sense for PhD level (engineering sciences, exact sciences: mathematics, physics, chemistry and life sciences, nano and bio-technology, earth and environmental sciences, information and communication sciences and technology), - Economics and management, - Law and political science 3. Academic level of study In submitting applications for Eiffel scholarship program, French host higher education institutions undertake to enroll students in one of the following courses: - Courses awarding a Master degree, - Courses awarding a Ph.D. through a thesis joint supervision or co-tutorship with a foreign higher education institution partner. 4. Duration of the scholarship 4.1. Master level The scholarship is attributed for a maximum duration of 12 months when registering for M2, a maximum of 24 months when registering for M1 and maximum duration of 36 months when registering for an engineering science diploma. It is awarded provided that the student fulfils the annual academic requirements of the curriculum. A 2-month maximum preliminary intensive language training course can be funded for non- francophone students upon the request of the French host educational establishment. The student can draw down his/her Eiffel grant during this training course. Scholars may benefit from maintaining their scholarship for a period of training course or internship outside their host institution for a period less than or equal to 25% of the total duration of the course, to the extent that such training course or internship are an integral part of the curriculum prepared. Optional internships are not supported. In the event that the course provides an international academic exchange, payment of the scholarship will be suspended for the period performed abroad. If an Eiffel fellow, after his master 1, would make his master 2 in the apprenticeship sector having a dual training in a company, together with a contract providing for a fee, it will be put an end to the Eiffel scholarship as soon as the beginning of the training. 4.2 PhD level The Eiffel scholarship is attributed for a maximum duration of 10 months. No language training is provided for scientific and economic disciplines.
  • 3. 3 For law and political science Students: - After approval by the selection commission, the 10-month period can be split into 3 phases in France spread over a maximum of 3 years comprising stays of 3-4 months in France alternating with a stay in the student’s country of origin. - Grantees have the option, upon request of the host educational establishment, to take French language classes at the same time as their studies (request to be made in the application form). 5. Grant amount 5. 1. Master level Eiffel scholarship-holders receive a monthly allowance of 1,181€ (1,031€ of maintenance allowance and 150€ of monthly compensation), in addition to which are covered directly various expenses: - An international return travel - Health insurance - Cultural activities They can also benefit from an additional accommodation allowance under certain conditions 5.2. PhD level Eiffel PhD scholarship-holders receive a monthly allowance of 1,400€, in addition to which are covered directly various expenses: - An international return travel (only one return trip will be covered for law and political science students who would undertake several stays in France), - Health insurance - Cultural activities They can also benefit from an additional accommodation allowance under certain conditions. 5.3. For both levels, master and PhD To receive the first payment of the monthly allowance, the grantee must necessarily begin his studies in the host institution in France. Tuition fees are not covered by the Eiffel Program, with the exception of possible preliminary language course fees defined under the scholarship’s framework. The Ministry of Foreign Affairs expects from the education establishments it supports by promoting their international outreach through this Program, that they agree to apply the best possible financial conditions to the laureates, in accordance with the terms and conditions of the quality charter.
  • 4. 4 It is reminded that enrolment fees are waived for French Government scholarship students registered with state-run educational establishments. SELECTION PROCESS 6. Eligibility - Nationality: This program is for candidates of foreign nationality. Binational candidates, one of which nationality is French, are not eligible. - Age: for programs leading to a master's degree level, applicants must be at most 30 years old at the date of the selection committee, that is to say, born after 07/03/1983; for PhD applicants, candidates must be aged at most 35 years old on the date of the selection committee, that is to say, born after 03.07.1978. - Origin of applications: Only applications sent by the French institutions are admissible. The latter undertake to enroll laureates in the training for which they were selected. Applications sent by other means are not receivable. In addition, a candidate nominated by more than one institution will see his application rejected. - The training involved: Eligible candidates are likely to incorporate a training course of master level attested by a diploma, including engineering school, and PhD candidates. The French trainings relocated abroad are not affected, fellows, non doctoral, having to perform at least 75% of their studies in France. - Concurrent scholarships: Foreign students already receiving a scholarship from the French government for another program at the time of filing the application are not eligible, even if it is a scholarship that supports social coverage. - Eiffel doctoral Scholarship: an applicant who has already received an Eiffel scholarship under his PhD may not represent his candidacy again. - Eiffel master Scholarship: a candidate whose folder was not selected may not represent its application in the following years, even if they change their field of study. - Language level: institutions that screen non-francophone candidates must ensure that their language level is in line with the level required by the training course. Eventually, students currently studying abroad are given priority over those already residing in France. 7. Schedule - Online of applications: September 25th , 2013 - Deadline for receipt of applications by Campus France: January 8th , 2014 - Publication of results: Week of March 17th , 2014 The results announcement as early as March, allows students who apply for other scholarship programs, to be aware of the Eiffel proposal and to determine their choice of study.
  • 5. 5 NB: the Eiffel scholarship can not be combined with another grant from the French government nor with a scholarship "Erasmus +". If a laureate is in this case it will forfeit one of the two scholarships. If he waives the Eiffel scholarship, he must notify Campus France, by letter, of his decision. 8. Submission of applications 8.1. The French higher education institutions screen candidates they submit to the Eiffel program among foreign students they wish to receive for training. 8.2. Institutions meet the Applications relying on instructions and recommendations addressed to them by the Ministry of Foreign Affairs. They must ensure, to submit applications complying with criteria defined for this program. The total duration of training, mandatory internships in France or abroad, must be clearly indicated in the application. The incomplete applications will be rejected. 8.3. Institutions communicate the list of candidates that they present by registered letter with acknowledgment of receipt. This document must bear the stamp of the institution and the signature of the principal (university president or school principal). Institutions should review the Quality Charter for the hosting of grantees of the French Government (available on the website of Campus France). Institutions whose Eiffel laureate obtained his master's degree level may submit an application for the same candidate for the PhD component. The application shall contain a reasoned agreement of the supervisor and a developed argumentation of the thesis project as well as a plan for funding the PhD. The Eiffel program aiming in priority students living abroad, it is specified that they remain prioritized over students ongoing studies in France. The conditions for granting an Eiffel doctoral scholarship remain unchanged within this framework. 9. Selection of fellows of Eiffel program The selection is made by a committee composed of three colleges of experts (one for each field of study). The members of these colleges are not allowed to assess applications submitted by institutions to which they are linked institutionally. The selection criteria are: - The excellence of the candidate, as reflected in his previous academic career and the innovative nature of the research topic (score out of 10, coefficient 3) - The international policy of the establishment1 making the nomination, the actions it takes in the considered geographical area, the excellence of the host unit, The adequacy with the application submitted (note 5, coefficient 3 ) - Policy cooperation and partnership of the Ministry of Foreign Affairs, notably the priority given to some countries for this program (note 5, coefficient 1). 1 This concerns the international relations policy of the establishment itself and not that of the department training unit concerned.
  • 6. 6 The Committee assigns scores to candidates based on these three criteria and calculates the sum (of 50). Determines a threshold for eligibility, and the number of scholarships available, attributes them as follows: - A minimum of 70% of the scholarships are awarded on the basis of the best scores. - The remaining percentage is divided between schools that did not receive scholarship from eligible files. Folders thereby retained constitute the final list of winners. 10. Publication of results The list of laureates is put online on the website of Campus France: www.campusfrance.org/fr/eiffel Each institution receives all the results for the folders he has presented. The deliberations of the Committee are not subject to any communication; its decisions are final and are not subject to any motive. 11. French Embassy intervention in the Eiffel Program The Co-operation and Cultural Services within the French Embassies can assist educational establishments which wish it to identify the best performing students in their country of residence.
