The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.

As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

Criza financiară a fost generată şi facilitată de creşterea economică accelerată,
dereglementarea industriei financiare şi standarde naţionale diferite, inflaţie redusă, cost
redus al capitalului şi lichidităţii, acumularea unui leverage excesiv ca urmare a inovaţiei
financiare (info eronată privind calitatea activelor şi nivelul riscurilor), complexitate excesivă
a modelelor (înţelegere redusă a complexităţii şi a legăturii dintre activul de bază şi
instrumentul tranzacţionat), erodarea cantităţii şi calităţii capitalului (definiţie prea largă a
capitalului), concentrări faţă de active cu calitate redusă (real estate şi securitizări).
Deşi deţineau capital suficient, numeroase bănci au avut dificultăţi din cauza administrării
deficitare a lichidităţii:
• buffere insuficiente de lichiditate → abundentă în condiţii normale, lichiditatea a
dispărut rapid în perioada de criză,
• interconectivitate puternică a jucătorilor financiari → operare în timp real a sistemelor
de plăţi şi decontări, transferul internaţional rapid al lichidităţilor (între contrapartide
sau membrii grupului) şi importanţă mărită a administrării intra-day a lichidităţii,
• testele de stress erau specifice băncilor (nu au cuprins aspecte de piaţă) şi au subestimat
impactul angajamentelor extrabilanţiere (incl neangajante) în condiţii de criză,
• planurile de criză au estimat greşit lichiditatea surselor de lichiditate de urgenţă,
• raportarea privind riscul de lichiditate era inadecvat dpdv conţinut (e.g. OBS),
comparabilitate şi frecvenţă de raportare,
• ocazional, apelarea la facilităţile băncii centrale a fost considerată drept ilichiditate.

Context
Context de reglementare – Basel III
Prevederile pachetului de reglementări Basel III se concentrează pe aspectele şi riscurile care
au cauzat sau amplificat criza financiară: calitatea şi cantitatea capitalului, lichiditate, SIFI,
living wills, ECAI, guvernanţă, supraveghere şi transparenţă sporite.
Obiectivul Acordului se mută de la “dezvoltarea unui cadru care va întări în continuare
soliditatea şi stabilitatea sistemului bancar internaţional asigurând totodată că cerinţele
de capital nu vor fi o sursă de inegalitate competiţională între băncile active
internaţional” la “întărirea cerinţelor de capital şi lichiditate cu scopul de a promova un
sistem bancar mai solid”, un obiectiv mai clar, mai focalizat şi mai puternic, care
subliniază totodată şi creşterea autorităţii Comitetului de la Basel.
Reglementările financiare internaţionale au fost calibrate pe băncile mari active pe plan
internaţional şi pe SIFI. Pentru finanţare acestea s-au bazat în mod crescut în ultimii ani, şi ca
urmare a inovaţiei financiare, pe pieţe internaţionale de capital şi pe instrumente complexe,
care sunt o sursă de lichiditate mult mai volatilă decat depozitele. Aceste condiţii nu sunt
prezente în România, ceea ce diminuează baza de capital potenţială şi reduce sursele
potenţiale de finanţare, dar asigură o mai mare stabilitate, datorită volatilităţii mai reduse.
Reglementările şi cerinţele mai vechi trebuie privite în contextul modificat al altor
reglementări noi (e.g. GL44 plasează responsabilităţi de control în sarcina controlului
riscurilor, functie din sistemul de control intern).

Principiile de baza ale administrarii lichiditatii (2008)
Modificări faţă de “Principiile de bază ale administrării lichidităţii” din 2000:
Mai multă claritate, focus şi complexitate.
Pune accentul pe guvernanţa lichidităţii, concept mai larg şi mai complex.
Introduce necesitatea stabilirii unui nivel al toleranţei la riscul de lichiditate.
Mută parte a responsabilităţii guvernării de la BoD la ‘senior management’, responsabil de
dezvoltarea strategiilor de lichiditate, monitorizarea informaţiilor şi informarea BoA.
Solicită alocarea pe linii de afaceri a costurilor, beneficiilor şi riscurilor de lichiditate,
pentru a corela stimulentele de asumare a riscurilor cu expunerile corespunzătoare.
Întăreşte cerinţele cadrului de administrare: robust/ solid, cuprinzător, adecvat, efectiv, activ.
Solicită diversificarea surselor de lichiditate şi testarea continuă a lichidităţii pieţelor.
Solicită dezvoltarea şi utilizarea de teste de stress exigente (severe).
Solicită existenţa unui plan de asigurare a lichidităţii în situaţii urgente robust şi funcţional.
Solicită administrarea lichidităţii intraday şi a garanţiilor.
Solicită constituirea de buffere de lichiditate adecvate.
Creşte rolul şi responsabilităţile supraveghetorilor: evaluare cuprinzătoare a cadrului de
administrare a riscului de lichiditate, monitorizarea rapoartelor interne şi informaţiilor de
piaţă, drepturi sporite de intervenţie pt a remedia deficienţele cadrului de administrare a
lichidităţii şi responsabilităţi sporite de comunicare cu alţi supraveghetori şi bănci centrale.

Standardele (metricile) de lichiditate: formule şi cerinţe
Standardele de lichiditate vin impreună cu o cuantificare uniformă (în ţările care aplică) a
coeficienţilor aplicaţi pt calcularea activelor şi fluxurilor de numerar (cu o marjă la latitudinea
supraveghetorilor naţionali), dar impun şi o serie de standarde operaţionale minime, ca o
recunoaştere a faptului că administrarea deficitară a riscurilor operaţionale (inclusiv a
riscurilor juridice/ legale, e.g. validitatea unor contracte referitoare la garanţii şi facilităţi) ar
putea impacta lichiditatea până la situaţia în care anumite active nu pot fi folosite pt calculul
standardelor de lichiditate, diminuarea riscurilor de lichiditate si administrarea lichidităţii.
Deşi o anume diminuare a riscurilor va fi recunoscută, băncile va trebui să constituie capital
pentru riscurile reziduale (cauzate de erodarea puterii de diminuare), care este de aşteptat să
fie semnificativ în cazul unei gestionări deficitare a riscurilor operaţionale.

Standardele (metricile) de lichiditate: câteva consideraţii
Standardul LCR de lichiditate nu consideră (încă) lichiditatea intraday şi nici cheltuielile
operaţionale de funcţionare, care pot fi semnficative, dar include dividendele.
Testele de stres (la care băncile trebuie să reziste cu un nivel minim de lichiditate indicat de
metricile de lichiditate LCR şi NSFR) sunt furnizate de entitatea de supraveghere.
Standardele trebuie respectate în mod continuu (nu numai la data raportării), deci trebuie
documentat modul de conformare.
Caracteristicile cerute activelor lichide fac din activele acceptate de banca centrală pentru
operaţiunile intraday şi overnight (cash şi echivalente cash, rezervele la banca centrală şi
obligaţiunile de stat) principalii ‘candidaţi’ pentru constituirea bufferelor de lichiditate.
Băncile trebuie să testeze lichiditatea activelor, adâncimea pieţei, accesul la piaţă, gradul de
transformare în lichiditate şi pt a minimiza efectul de semnal negativ în cazul unei perioade
dificile, caz în care efectul advers poate fi realizarea unor tranzacţii artificiale (nesusţinute de
nevoi de afaceri reale), care să inducă în eroare.

Standardele (metricile) de lichiditate: teste de stres LCR
Scenariile testelor de stress aferente LCR trebuie să combine aspecte specifice băncii şi pieţei:
− retragerea unei părţi a depozitelor retail,
− o diminuare parţială a capacităţii de finanţare negarantate de pe pieţele financiare,
− o diminuare parţială a finanţării garantate pe termen scurt cu anumite garanţii şi
contrapartide,
− ieşiri de lichidităţi contractuale ca urmare a scăderii ratingului cu max 3 grade,
− creşterea volatilităţii pieţei, cu impact asupra garanţiilor şi expunerilor viitoare
potenţiale din derivative, necesitând discounturi mai mari ale garanţiilor sau garanţii
suplimentare, sau care ar conduce la necesităţi suplimentare de lichiditate,
− trageri neprogramate din facilităţi angajante şi neutilizate,
− nevoia potenţială a băncii de a răscumpăra datorii sau onora obligaţii necontractuale
pentru a controla riscul reputaţional.
Scenariul de stres încorporează multe dintre şocurile produse pe parcurul recentei crize
financiare internaţionale, respectiv băncile trebuie să fie capabile să depăşească cu succes
orice criză similară celei recente, în orice moment ulterior implementării integrale a noului
standard de lichiditate, pentru o perioadă de cel puţin 30 de zile.
Testul de stres este privit ca o cerinţă minimă, băncile trebuind să îşi construiască propriile
scenarii, specifice activităţii lor şi să considere orizonturi de timp mai lungi.

Standardele (metricile) de lichiditate: monitorizare
Instrumentele de monitorizare, împreună cu standardele de lichiditate, furnizează informaţia
necesară supraveghetorilor pt evaluarea riscului de lichiditate a unei bănci, şi pot fi
suplimentate de supraveghetorii naţionali.
Instrumentele de monitorizare nu indică un nivel al riscului de lichiditate, nu au limite de alertă,
ci oferă informaţii utile monitorizării şi supravegherii. Este aşteptată o calibrare ulterioară.
Gapul de maturitate contractuală → identifică diferenţele dintre intrările şi ieşirile
contractuale de lichiditate pe benzi predefinite de timp (nu e cash-flow real).
Concentrările de finanţări → identifică sursele de finanţare a căror retragere ar putea cauza
probleme de lichiditate (% pe contrapartidă semnificativă, produs/ instrument semnificativ,
active şi pasive în monedele semnificative).
Active disponibile libere de sarcină (utilizabile ca collateral) → furnizează supraveghetorilor
informaţii privind cantitatea şi caracteristicile importante (monedă, tip şi locaţie).
LCR în monede semnificative → identifică gapurile potenţiale de lichiditate pe monede.
Instrumente de monitorizare a pieţei → utilizate ca indicatori de avertizare timpurie pt
probleme potenţiale de lichiditate: informaţii generale despre piaţă (indici, volume
tranzacţionate), despre industria financiară şi specifice fiecărei bănci.
Informaţiile furnizate de bănci trebuie să fie în format brut, fără prelucrări.

Cadru de reglementare şi supraveghere îmbunătăţit (toţi pilonii), cu complementaritate între
supravegherea micro şi cea macro, şi între supraveghere externa şi guvernanţă internă.
Puteri şi responsabilităţi sporite ale băncilor centrale şi entităţilor de supraveghere.
Băncile trebuie să furnizeze entităţilor de supraveghere date suplimentare, cu o frecvenţă şi
nivel de detaliere crescute, inclusiv ipotezele scenariilor testelor de stres şi rezultatele lor.
Modificarea structurii bilanţiere: ‘lichidizarea’ activelor bancare pt a respecta LCR şi NSFR
vor modifica treptat proporţiile între tipurile de active bancare; stabilirea termenului de
implementare a NSFR la 3 ani după LCR indică o acceptare a faptului că NSFR implică
modificări/ ajustări (bilanţiere şi de produse) care nu pot fi îndeplinite pe termen scurt.
Inovaţie financiară/ modificarea produselor pt a diminua şi controla riscul de lichiditate; cele
mai expuse: depozitele retail şi corporate (e.g. includere de penalităţi, altele decât pierderea
dobânzii, pt retragere anticipată), angajamentele extrabilanţiere (e.g. pt reducerea situaţiilor
în care contrapartidele pot efectua trageri în perioade de criză).
Diminuarea profitabilităţii băncilor, ceea ce va reorienta strategiile de business dinspre
liniile de afaceri sau contrapartidele cu profitabilitate redusă (e.g. retail) către cele cu
profitabilitate ridicată (e.g. corporate şi tranzacţionare); este posibil ca reorientarea să fie
făcută prin diminuarea atractivităţii produselor de retail prin intermediul costurilor, cu
potenţial de naţionalizare a serviciilor financiare către populaţie.
Interconectivitate sporită a tuturor aspectelor de risc.

Creşterea bufferelor de lichiditate: min 25% din ieşirile discontate de numerar din LCR.
Creşterea barierelor de intrare şi ieşire: cerinţe operaţionale crescute şi de lichidare ordonată.
Consolidări şi dezmembrări: consolidări (M&As) din cauza costurilor individuale de
conformare, dezmembrări ca urmare a reglementărilor referitoare la SIFI şi living wills.
Modificări semnificative ale aplicaţiilor software bancare, din perspectiva datelor colectate
şi a funcţionalităţilor (stocare, raportare, teste de stress în diferite scenarii, audit trail).
Modelarea comportamentală (a contrapartidelor şi conditiilor de piaţă) şi testele de stress
vor fi o provocare atât pt bănci cât şi pt supraveghetori (e.g. testarea lichidităţii şi adâncimii
pieţei ar trebui să fie facută periodic cu fiecare contrapartidă semnificativă şi în majoritatea
instrumentelor şi monedelor tranzacţionate, nu numai cu BNR la final de lună).
Posibilă reducere, pe termen lung si in corelare cu alte masuri ale BNR, a ecartului dintre
expunerile în valute şi lei (match funding).
Creşterea eforturilor (bănci + BNR) de educare financiară a populaţiei, în special în privinţa
schemelor de garantare a depozitelor (e.g. Fondul de Garantare a Depozitelor).

Pieţele aşteaptă deja un Basel IV, noi reglementări fiind aşteptate deoarece:
− unele aspecte deficitare pe parcursul crizei nu au fost reglementate,
− este necesara actualizarea şi corelarea dintre reglementări emise în timp,
− actualele reglementări sunt insuficient calibrate şi includ un nivel înalt de complexitate
− (principala provocare): interesul acţionarilor şi al pieţelor trebuie echilibrat/ negociat
cu cel al reglementatorilor, statelor (respectiv al UE) şi interesului public.
Pieţele vor fi mai puternic reglementate (val ciclic de reglementare).
Reglementările vor fi interconectate în mai mare măsură.
Volumul de date colectate şi raportate de bănci va creşte, în special a datelor brute, punând
presiune pe bazele de date şi sistemele informatice.
Diferenţele de tratament între cadrele naţionale de reglementare se vor diminua, incl.
garantarea depozitelor, cerinţe de lichiditate, operaţiuni cu banca centrală, operarea pieţelor
monetare, decontarea tranzacţiilor etc.
Abandonarea segmentelor de afaceri cu profitabilitate redusă şi cerinţele exigente de
reglementare ar putea conduce la naţionalizarea acestora (bun public).
Coordonare sporită a supraveghetorilor din ţări diferite.
Digitalizarea şi mobilizarea serviciilor vor aduce schimbări semnificative.
