2. On 29/12/1394 (19th March, 2016) in its 11th
meeting, the High Economic Council of Ministers
approved and accepted the concept of Asan Khedmat,
which specified the structure and statute of the
Administrative Office of Asan Khedmat.
This decision followed from the resolution #38 from
the 11/11/1394 (31st Jan. 2016) of the Cabinet of
Ministers, in which the government of the Islamic
Republic of Afghanistan resolved to simplify the
procedures and processes of public services.
Legal Status
3. Azerbaijan has successfully initiated a model for Public Service Delivery called ASAN
Xedmat
The Government of Azerbaijan has agreed to assist in replicating the model to
Afghanistan
On 12 July, 2016 MoF has signed MOU with the government of Azerbaijan will provide
technical support including:
Access to software solutions
Sharing of strategic and legal documents
Support regarding the organisational structure
Sharing training curricula and methodology and access to their training facilities

4. Objective: To facilitate citizens' access to public services in the form of easy and fast and creation of trust
between government and citizens
Objectives of Asan Khedmat Centers
• To simplify lengthy, time consuming, complicated and bureaucratic processes
• To ensure transparency and accountability through capable human resources
• To pave the way for e-Services and e-Governance
• To establish a consistent legal framework for the Asan Khedmat Authority
• To oversight of Asan Khedmat centers
• To build required infrastructure in Kabul and provinces

5. Road-Map
The Asan Khedmat roadmap is developed in accordance with the ASAN Xidmat model of Azerbaijan and the Afghanistan
e-Government strategy
Considering the Asan Khedmat roadmap and to better streamline the Asan Khedmat implementation plan, the activities are

9. Information Technology
The information technology (IT) team focuses on customizing the software applications of ASAN Xidmat Azerbaijan, according to the
requirements in Afghanistan. Moreover, the team works with government line agencies to provide software solutions in relation with
public services to be integrated in the service centers of Asan Khedmat.
The main activities of the team are summarized below:
- MoLSAMD: Asan LMIS, Asan Wazifa and study, design and implementation of Pension system
- MoI: Study, design and implementation of technical solution for Passport Directorate and Civil Registration system.
- MoI- Sutdy, Design and implementation of vehicle registration system for traffic directorate
- MoI- Audit and Assess the e-NID project
- MoI- Biometric study and lead of coordination for integration
- MoF: Study, design and integration of Directorate of Revenue’s applications.
- AK Azerbaijan: Study the software systems of AK Azerbaijan and develop adaptation strategies and plan, adapt and implement the
Online Registration System (e-Registry) and (Human Resources Management System).

10. Human Resources and Training3
Human Resources and Training is a key support component for Asan Khedmat, defining the organizational structure,
developing HR guidelines and policies and the appraisal system, and defining Terms of Reference for key staff.
The main activities of the team are summarized below:
Development of training strategies and human resources capacity building.
Preparation of educational materials for AK and involved originations’ staff in accordance to the requirements.
Trainings are provided in two categories:
- Mandatory: which includes self, time and conflict management trainings for all, comprising 8 trainings and 3
certifications
- Skill development trainings, based on the capacity building plan of Asan Khedmat in accordance to their their
working sections.

11. Legal, Policy and Strategic Framework4
The Legal, Policy and Strategic Framework team is working to develop the legal framework for Asan Khedmat, and to identify
the legal barriers and boundaries for simplifying and integrating public services.
The legal component also includes the drafting of policies and strategies for the integration of public services in Asan
Khedmat.
Presently, the Asan Khedmat legal framework is focusing on the following areas:
- Drafting Law to regulating and integration of AK activities.
- Process simplification in order to determine legal barriers against process simplification.
- Drafting Governmental Regulations, Procedures and Guidelines.
- Determination of Asan Khedmat role in Public Services management and management of Asan Khedmat Centers.

13. Construction
The Construction team is working with the design team in Azerbaijan to design the administration building the first service
center, in accordance with standards and best practices of constructing a service center. The design phase of first AK center is
completed and awarded to the Turkish company through NPA process for construction

14. Achievements
Social, Legal and Technical evaluation jointly with Azerbaijan experts.
Preparation and signed the MoU between Afghanistan and Azerbaijan.
Staff Recruitments of Asan Khedmat admin office .
Preparation of working plan to establish Asan Khedmat Centers.
Choosing and obtaining land for the construction of Admin building and 1st Asan Khedmat Center.

Conducting Public Survey to determine the preliminary services to be integrated in the center.
Studied, mapped and catalogue existing PS and prepared methodology for public services simplification and integration.
Studied the existing system of ICT and prepared methodology for adapting Azerbaijan software/upgrading the existing system as the context of Afghanistan.
Preparing Legal framework for Asan Khedmat (Law)/ procedure, guideline and submit to MoJ for evaluation.
Staff visit and training of Asan Khedmat to Azerbaijan.
Conducted a visit of Asan Khedmat Azerbaijan by the heads of department from relevant organizations. 14
15. Integration
Based on the policies of Asan Khedmat, the service provider is the owner of the service data which are kept confidential within the bounds
set by the service provider. Asan Khedmat will NOT host any of their data or files unless otherwise specified by the service provider. In which
case Asan Khedmat will host the data in accordance with the eGov law. Asan Khedmat will integrate services in the service centers – manual,
automatic or semi-automatic, as the case requires.
