BRIEF SUMMARY OF THE HAINA ORIENTAL (EASTERN) COMPLEX

This port is located on the mouth of the Haina River toward EAST of the village of the same
name.
This infrastructure was built in the year 1951 (As Astilleros Navales Dominicanos, Naval
Shipyards) and rebuilt by the Dominican government through loan from the BID Bank in the
decade of 80's. This dock has a large amount of physical space for containers and bulk cargo,
has silos for storing grain, vegetable oil, cement and chemical products. It also has tax-customs
warehouses for consolidation and deconsolidation of export and import cargo. In addition to this
has 6 parking lots with capacity for 2,000 vehicle units, a freight yard of about 250,000 square
meters, 150 outlets for refrigerated containers, 3 Gantries cranes with capacity of 25 movements
per hour and about 45 tons and 42 shore cranes with up to 25 movements per hour and 40 tons.
This harbor has a depth of 28 to 35 feet, with a depth in the entrance channel of 35 feet, a
maneuver's circle of 300 meters and a length of quay of 3,044 linear meters.
This seaport is one of the most complete and efficient in the Dominican Republic, handling 70%
of the burden of our country, achieving to receive 140 vessels a month, providing more than 20
movements per hour in ship operations and a total stay cycle for trucks that come to remove
goods in only 65 minutes.
The granting of the maritime structure was awarded to the company Haina International
Terminal (HIT), which operates such terminal since 2001, earning the latter several awards from
international organizations through their hard work and investment in such facilities.
In addition to these awards under its operations, have also acquired the following certifications:

DESCRIPTION OF THE CONSTRUCTION

The Eastern Haina Quay, in addition to the port itself also has other buildings such as storages,
freight yard, perimeter fences, etc.
Next we will proceed with the corresponding breakdown.
- Docks.
In this eastern part we found six piers, which are known as docks from one to six. Of those the
number one and two are being operated by Sociedad Industrial Dominicana, and Fersan,
respectively. From the dock number three, to six, are under the operations of the Hit.

We shall now proceed with the breakdown of the docks managed by the Hit.

 Dock Three
This is structured with stalls of cast-concrete, supported on framework of the same material and
steel sheet piles. This in turn is supported on cast-concrete pilings, at a depth of eight meters.

Metered with measuring tape we found that the length of this dock is 191 meters and its width is
30 meters. In this dock dredging is done annually, being the most recent in December of the
2011.

 Dock Four.
This is structured with concrete stalls with steel crossbeams, (because in this are supported the
floodgates of vessels sliding), supported in framework of the same material and steel sheet piles.
This in turn is supported on cast-concrete pilings, at a depth of eight and half meters.
Metered with measuring tape we found that the length of this dock is of 219 linear meters, and
its width is 11.50 meters. In this dock dredging is done annually, being the most recent in
December of the 2011.

This is structured with stalls of cast-concrete, supported on framework of the same material.
This in turn is supported on cast-concrete pilings, at a depth of nine meters.
The joints on both sides of this section are reinforced with steel.

Metered with measuring tape we found that this bend has an area of 963 square meters.

- Storages
These are 4 stores that are at different locations within the harbor.
These are known as storages 1, 2, 3, and 4

Next the breakdown.

Storage Number One (also known as a government building).

Structured with sections of concrete walls, ceilings with prefabricated concrete beams and
cement floor.
Note: This building has on its front a division in cast-concrete, which separates the storage area
itself, from government offices, and some of Hit.
In total the building has a 5.660 Mts2 of construction, of which 1, 110, belong to the offices
area, and the remaining 4.550 are for the warehouse.
The office area has two levels, so its actual area would be of 2,220 Mts2.
Here are ceramic floors, frames and doors in wood. The subdivisions are in concrete and
sheetrock.

This storage also counts with the ramp for loading and unloading of the container inspection
area, which is made of concrete at an average height of 1.20 meters and aluzinc roof on purlins
of steel.

 Station Gate – Commercial

Structure made of of Aluzinc roof upon a strong steel structure. It has approximately

- Breakwater
This quay has a breakwater built with concrete slabs, ranging from 8 to 27 cubic meters in
volume at the end that penetrates more in the sea.
In addition to these slabs, have also limestones in both the form of rocks, as well as in the form
of filling cushioning.

BREAKWATER

This breakwater has 455 meters long, 60 meters wide (at its base), and stands about 10 meters
from the sea surface.

- Perimeter Fences.

The quay has a considerable amount of perimeter fences, which define its space. Among these
we find the following types.

A) Cyclone mesh fence over cement blocks base: 8,136 square meters.
B) Fences made of cement blocks: 7,141 square meters.
C) Sections of concrete walls: 342 sections
D) Stone pitching: 1,470 square meters

-Yard Area (Freight Yard)

This is the area where containers are placed while waiting to be withdrawn by their respective
recipients. This yard has spaces with cobbles and cemented area, in both cases on a cast-
concrete base with about 0.8 meters thick.
This area has a length of about 250,000 Mts2.

Eighteen steel poles, with a height of 50 meters and three of 30 meters. These possess twelve
lamps each one.

As can be seen these poles have anti-impact protection. Their bolts are screwed into a
concrete pile.

- Booths in the parking lots and controls.

Nine booths built with cement block walls, cast-concrete roof and concrete floors. Among all
have about 350 Mts2.
In addition to these structured completely in cast-concrete, we observe also two others, which
vary only in the ceilings, since these last ones have them of Aluzinc. They have 45 Mts2.

- Booths Annexed to the storages and bathrooms.

Six buildings structured completely in cast-concrete. Among all have about 360 Mts2.

-Shed of the old fire fighting system
Building structured in cast-concrete, with 55 Mts2.

- Booth for truck scale.
Building structured in cast-concrete, with 90 Mts2.

- Cranes Workshop.
Made of concrete walls, aluzinc roof and cement floors. It has 80 Mts2.


- Booths for Electric Generators and cubicles of electrical controls.
Two booths attached to each other, structured in cast-concrete. Between them they have 206
Mts2.

- Steel structures for refrigerated containers connections
Five frames, which possess 13.50 meters long, 2.80 wide and seven high.

- Watchtowers
Two towers fabricated with pole and cabinet of metal, with about 7 meters high.

In this eastern quay there is a building built by The Hit, but it is being occupied by the
Dirección General de Aduanas (Directorate General of Customs).

SOUTH BOUNDARY


Electrical System.
This harbor is connected to the high voltage network of the company EGE-Haina, under the 24
hours modality.
The energy enters a sub-station located on the same harbor, which has a 6 MVA transformer,
from here the energy transfer to sectioning units and transformers distributed throughout the
complex.
In an emergency has two Electric Generators of 225 Kw., and one of 300 Kw.

For outdoor lighting (patio area, outdoor storage, streets, etc.), have 21 towers, 18 of 50 meters
high and 3 of 30 meters high.

Regarding to electrical installations within the buildings (warehouses, offices, etc.), These are
protected in EMT tubing.

River in the Caribbean Sea, which is why the risk of being affected by this water is always
present.

For the prevention of the waves from the Caribbean Sea make impacts to that harbor facilities,
this has a breakwater structured with concrete blocks, ranging from eight, up to twenty-seven
cubic meters of volume. Its length is about 455 linear meters. It rises 10 meters above the sea
surface.

It is noteworthy that in addition to this breakwater there was also another earlier which serves as
the first barrier against the waves and naturally helps the preservation of the new.

The depth of the sea in the area of this breakwater averages the 12 meters.

BREAKWATER


OBSERVATION: The breakwater of this eastern quay, in conjunction with the Western quay,
delineate the mouth of the Haina River and the space between both breakwaters is precisely
where the vessels come and go.

Signaling buoys can be seen near the entrance and/or departure of vessels.

MARITIME ENTRANCE AND EXIT TO THE HARBOR

 In addition to the breakwater and the dock described, other facilities that could be
damaged by a hurricane and/or tropical storm are aluzinc roofs from the two storages
(warehouses), the wire mesh and concrete blocks fences, and lighting towers.


FIRE RISK (Moderate-High Risk Category).

Fire protection mechanism:

 We observed a considerable amount of fire extinguishers in the warehouses, offices,
and some machinery.

NOTE: We noticed in the storages there are installed fire hose cabinets, however these, as well
as the pumps that feed them are completely out of operation.

Anti-theft protection mechanisms. (Moderate-High Risk Category).

 Entry and exit control to the harbor, in charge of Seguriasa staff, Dirección General
De Aduanas (Directorate General of Customs) and Autoridad Portuaria (Port
Authority).

 In addition to these institutions, is also present in this quay the Dirección Nacional
De Control De Drogas (National Drug Control).


 The company hired by the HIT itself is Seguriasa, which is a private guards
company.

WATCH TOWER LOCATED IN THE PARKING LOT FIVE, WHICH IS ADJACENT TO THE SEA. THIS IS
UNDER CUSTODY BY A SEGURIASA GUARD. ANOTHER SIMILAR IS FOUND AT THE BEGINNING OF THE
BREAKWATER. THIS COMPANY ALSO HAS SMALL BOATS TO ALLOW THEM GO AROUND THE WATERS
OF THE SURROUNDINGS.

 Monitoring system using about seventy cameras distributed both indoors and
outdoors. Are monitored from a room dedicated to these purposes.

 Explosion (Moderate).
 Malicious Damage (Moderate).

IMPORTANT: Once the vessels are approaching the dock are received by a boat manned by
security personnel. When they penetrate the maneuver's area intervene then the tugboats, which
can be of the companies or Remolcadores Dominicanos (Tugboats) or Barcazas del Caribe
(Barges), which are operating in that quay.

In this picture can be appreciated when a vessel is entering the maneuver's area,
sliding between the buoys. At the bottom is observed a tugboat taking position.

FIRE

PML (Probable Maximum Loss): 5 %.
EML (Maximum Loss Exposed): 10%.

HURRICANE

EML (Maximum Loss Exposed): 40%.


THIRD PARTY COMPANIES WITH PROPERTIES IN THE HARBOR

In our journey through the Haina eastern quay we observed that there are several third party
companies that have assets in such quay. These are:

- Sociedad Industrial Dominicana.
- Fersan.
- Cemex Dominicana.
- Multi-Química Dominicana.
- Almacenes Graneleros.


RECOMMENDATIONS:

A) We suggest to be enabled both the fire pump (or buy another of internal combustion), as
well as the hose cabinets from the storages.
To the deposit of government building must be changed the Steel Roller shutter doors
because they are badly damaged.

B) Taking advantage of the abundance of water in the environment, we suggest the
purchase of a bilge pump (motor pump), and an appropriate amount of meters of hose,
which can be used in case of fire.

C) Locate fire extinguishers in the house of Electric Generators and sectioning units.

D) Correct the electrical installations exposed in the operator's cabin of the crane number
one.


E) The ramp for loading and unloading of the government building lacks adequate protection, so
it is deteriorating by the impact of containers.

F) We could appreciate that the docks themselves (where the vessels dock), they lack of
anti-impact protection.
