Good evening honorable guests, ladies and gentlemen!
I am Alumnus Beka Lezhava and I’ll speak about my Career Chances and Personal Development.
My previous work experience was the following: I was an Assistant to the Lawyer in the Law Firm
"Article 42 of the Constitution“ in January 2010 – June 2010 (6 months) in Tbilisi, Georgia. Then, I
was a Practicant (Law/Finances/Public AdministrationPractice) in a Law Department in the Ministry
of Finance of Georgia in April 2011 – June 2011 (3 months) in Tbilisi, Georgia and a Practicant
(Law/Audit/Finances/Public AdministrationPractice) in The Federal Court of Auditors of Germany
(Bundesrechnungshof) in June2012 – August 2012 (3 months) in Bonn, Germany.
Now I am a Public Registrar (Registrar) of Business Registration Division of Department for
Registration of Entrepreneurs and Legal Entities at National Agency of Public Registry under
Ministry of Justice of Georgia.
On January 8, 2010, when I still was an undergraduate student on the fourth year of Caucasus School
of Law in Caucasian University – I was appointed in public service, in particular, in the Registry of
Entrepreneursand Non-entrepreneurial (Non-commercial) Legal Entities at National Agency of Public
Registry under Ministry of Justice of Georgia.
My activity, in addition to Lawyer’s activities, involves Public Administration, Finances and Taxing.
Considering the fact that I was and am interested in these fields, in 2011 I entered the
Interdisciplinary Faculty – the Master programme called “Public Administration” in cooperation of
the Ivane Javakhishvili Tbilisi State University (TSU) and German University of Adminis trative
Sciences Speyer.
In my case, professional public service was based on career advancement. Consequently, in our
office, professional institute of public servant/official and the principle of career based on it were
faithfully defended. I have attended and participated in many reforms implemented in National
Agency of Public Registry.
At the beginning of my career I worked in the Registry of Entrepreneurs and Non-entrepreneurial
(Non-commercial) Legal Entities(in “Front Office”) as a Legal Consultant / Lawyer and provided
consultation to citizens about the issues included in the field of job competence. I carried out legal
expertise of documents; checked the completeness of documents, evaluated and checked Charters,
regulations and other legal documents.

At the next stage, in the department of applications registration and issue of documents of the same
office (so called “Front Office”) I performed the functions of Receiver – Operator that is primary
registration which included receipt of citizens’ applications, processing the received documentation,
saving documents and issue of registration documents. due to which, together with my colleagues, I
promoted the development of public services based on the Georgian registration model “One/single
Window Principle” which was oriented on the citizens.
Later, in the Archive of the same office I was assigned to carry out in that time quite a problematic
issue - to record archive documentation of entrepreneurs and non-entrepreneurial (non-
commercial) legal entities, to create an electronic archive of registered entities, to scan archive
materials/reflection in electronic program through which, together with my colleagues, I assisted the
acceleration of the archives centralization process, accessibility to documents and openness of
archives.
Later, in Data Archiving Section of Data Processing Division of Department for Registration of
Entities (in “Back Office”), my main tasks were the following: to make the electronic data of
registered entrepreneurs and non-entrepreneurial (non-commercial) legal entities in conformity
with registration documentation, to create electronic archive of data and get other decisions,
through which, together with my colleagues I assisted the creation of electronic registration cards
and implementation of digitalization project (so called “Archiving”).
After that, i n the Primary Registration Section of RegistrationDivision of Department for Registration
of Entities (in “Back Office”), in the field of Public Administration for thepurpose to defend law and
prepare / issue administrative acts, I participated in simple administrative proceedings and made
decisions about registration (to meet requirements). Particularly, I issued individual administrative
acts about the creation of competence based entities (Limited Liability Company; Joint-Stock
Company; Non-Commercial (Non-Profit) Legal Entities; Limited Partnership; General Partnership;
A Foreign Country Enterprises and Etc.), change of registered data of individual entrepreneurs and
cancellation of registration, as well as about the suspension of registration proceedings, refusal on
registration proceedings or determining flaws of the above entities; I issued an enabling
administrative acts about individual entrepreneurs; implemented real actions (so called “Real Acts)
about non–identifiable individual entrepreneurs and made relevant decisions related to them,
through which, with my colleagues, I assisted the implementation of the project “NSDI – Georgian
National Spatial Data Infrastructure” within the country.
Then, in the Information Sectionof Data Processing Division of Department for Registration of
Entities (in “Back Office”) I provided accessibility to public information i.e (id est) pursuant to
General Administrative Code of Georgia and other special laws I issued public information to the
interested individuals.

Currently, in the BusinessRegistration Division of Department for Registration of Entrepreneurs and
Legal Entities (in “Back Office”) I carry out both functions that is registration and issue of
information and I also fulfill other obligations imposed on me. Till now, I keep the highest
Professional Public Servants “Public Registrar’s ” – position/status inthis job.
Thus, my professional work experience in this particular job i n the field of Public Administration,
Corporate, Civil and Administrative law includes 6 years and 5 months . This is a big experience for
me and at the age of 27 maybe it is not a badresult.
