The ALSACO group of companies was founded by entrepreneurs with decades

in Africa (Uganda, Kenya – Ghana is coming up shortly) Asia (India, Nepal), the
USA and the UAE.

MANPOWER – THIRD COUNTRY NATIONALS (TCNs) & LOCAL NATIONALS
We source all types of specialized manpower
from Africa and Asia. Categories covered
include Warehousing specialists, Carpenters,
Electricians, Mechanics, Teachers, all types of
construction workers, Medical personnel (MD
doctors, nursing personnel, Lab technicians,
others), Security managers/supervisors,
Security guards, Canine specialists,
Unskilled/casual labour and others. We have
rigorous and proven processes, built over the
course of the TWISS I and TWISS II
programmes in Iraq and other contracts, to vet
expatriates, TCNs and LNs to ensure they meet
contract requirements. Vetting is part of our
existing personnel pipeline filling procedure and a positive outcome places the personnel in our
database for call up for duty. We currently have databases of over 5,000 personnel who have been
fully vetted and their information updated. Our vetting process is ongoing with routine purges of
our database to ensure that all records are updated with duty-fit candidates, helping to support our
rapid mobilization capabilities on behalf of each contract. We also have the wherewithal and
experience to recruit personnel under the DOS WPS programme, with all their specific
documentation requirements and liaison with the local embassy, to training the security personnel
as per the WPS requirements. We have provided more than 18,000 security personnel to work on US
and UK government projects in the “hot spots” of the world.
Other than qualifies and trained manpower, we also offer the complete services and co-ordination
post deployment as well – so that the clients are relieved of various matters and are able to fully
concentrate on the project. These services include, but are not restricted to :

SECURITY AND SERVICES
Our security services encompass services for individuals, domestic
facilities, military bases and other establishments. We provide
logistics services worldwide. We have a wide breadth of
operations and maintenance (O&M) capabilities. We train
military, police, and corporate personnel in the latest techniques
and force protection strategies including personal weapon
handling, off-road vehicular maneuvering, planning / executing
convoy operations, and a full range of requirements from the
military and SWAT Teams. We provide a complete range of Base Operating Services (BOS) including
Life Support Services for clients, employees, and third parties. Housing, food, water, power, waste
removal, HVAC, and MWR programs can be custom designed to support the mission in the most
austere and hostile environments. Camps can be built from the ground using our architectural,
engineering, and construction services. These are described in detail below.
Security and Training
Security is a major part of doing business; it is a form of
insurance that allows the client to maintain focus on their
core function. While international firms look to expand, they
conduct an extensive due diligence on the country, local
firms, and target audience. In this due diligence process
security is one of the major factors that international firms
and investors review. Governments may have addressed this
and provided a stable base for the international community
to see growth and potential, but security in many parts of the
African continent has not kept pace with the changing needs
and trends, and in spite of Africa’s potential as the emerging
global economic powerhouse, it somehow deters small and
medium international investors and does not allow them to have the feeling of safety and security
they need to function. In many parts of the continent, this is true, more so as compared to some
other emerging economies of the world. However, we do not restrict our services to Africa alone.
ALSACO have devolved a concept to address this issue and to construct a new version of the security
industry that applies international standards, while maintaining the highest degree of

Our associate personnel provide expert support, services and solutions to multiple US governmental
agencies, including the Intelligence and Security Command (INSCOM), US Northern Command

The ALSACO team brings its considerable
international experience built over years of
conducting military, law enforcement, intelligence
and security operations. ALSACO is a global, multi-
disciplinary company headquartered in the USA,
with offices in Africa (Uganda and Kenya), UAE
(Ajman and Dubai), and South Asia. We were the
first logistics provider to re-enter Iraq immediately following the arrival of Coalition Forces in 2003.
Our personnel were also the first to bring in African personnel to Iraq as security providers (from
Uganda). We have a proven track record in military, law enforcement, intelligence, security,
construction management, transportation, life support, State and Mobile Command Control and
Information Technology services (VSAT, VOIP, etc). We employ thousands of individuals from various
backgrounds and cultures, and have an established reputation in providing a range of opportunities

Our team includes executives with a solid background leading projects
and training operations for government agencies, military, and
consulting groups. They also have significant HUMINT operational
experience, with decades of service n the U.S. Army and Special

need for physical security has risen as has the need for a training methodology that properly

an Army of heavily armed guards with little training within a business is of course one way to do so;

we would like to present ourselves to the general public. Proper physical security should be a silent,

TRAINING
We are a training company in integrated
security procedures and methods for the
increasing needs of law enforcement,
military and private security firms around the
world. While encompassing all aspects of
security for these entities we are bringing
together a unique capabilities package while
the highest levels of integrity. Ensuring all
ITAR and International Code of Conduct for
Private Security Provider’s rules and
regulations are followed. Modifying our
training to the needs of our client’s mission,
taking into consideration ethnical and
religious beliefs of the region they are
operating in. We have designed global courses to assist any law enforcement agency, military unit
or private security firm to elevate their readiness and capabilities levels.
Our educators train entry-level Soldiers, transitioning NCOs and Warrant Officers in the fields of CI
Investigations, HUMINT Collection Operations, All Source Analysis and Unmanned Aerial Systems
(UAS) Maintenance, to name a few. Our experts develop and execute Cultural Awareness, HUMINT
Systems and Intelligence Support Team training via mobile training for military units and field
training exercises at overseas and stateside locations.
Some of our training programmes – but are not restricted to – the following.
Close Quarters Battle (CQB )
Trainees will learn the best techniques for CQB which
consists of engagement happening at ranges of 25
meters or less and typically occurring in built-up/urban
areas. Typical CQB scenarios involve both unarmed
civilians as well as hostile unarmed combatants requiring
both target discrimination and unarmed combat
techniques. Our curriculum includes training that will
reinforce target discrimination in every situation,
thereby eliminating civilian casualties from
engagements. Shooting drills will require trainees to use
discretion anytime a target is engaged. CQB demands a
rapid assault and a precise application of lethal force
which will be continuously reinforced in trainees
through high-stress, physically demanding shooting
drills. Trainees will also be equipped with the best
techniques for personnel recovery during hostage rescue
scenarios involving buildings and vehicles.

Tactical Pistol Courses (TPC)
The trainees will learn various point and shoot
techniques, target discrimination, weapons
retentions, malfunction clearing and emergency
reload techniques. This training will train the
participants in every aspect of sidearm
employment including exposed and concealed
carry techniques, draw and transition techniques
when pistols are used as a secondary weapons in
conjunction with a rifle, rapid target acquisition,
tactical reloads, and reflexive fire techniques. The
training will also cover using the pistol in close combat, and retention during confrontations with
unarmed combatants.
Unarmed Self Defense
We utilise a coherent system of techniques selected
for their simplicity, effectiveness, and ease of
teaching trainees unique to law enforcement,
military and security personnel. Our training
emphasizes the quick and efficient application of
non-lethal force to mitigate situations prior to
weapons becoming a necessity. Trainees will
progress from doing techniques "in the air" and
against striking bags, to striking anatomically correct
dummies. Eventually you will apply full force, full speed techniques against a live attacker in a
specially designed suits. Once the unarmed techniques have been learned scenarios will be
incorporated into the CQB training requiring trainees to use the appropriate amount of force to
mitigate situations with unarmed combatants without using lethal force.

Counter Sniper Team Training
Urban counter-sniper observer teams are instrumental for continually scanning open air venues and
some arrivals and departures for long range weapons attacks on the principal. They keep the detail
covered during attacks, mitigate threats and report their observations to the detail leader.
Counter Assault Team (CAT) Training
The CAT team responds to any attack on the motorcade immediately, ensuring the motorcade
“package” is not broken and enabling the safe escape of the principal.
Complete K-9 solutions
This includes training of dogs, and handlers, and implementing a complete
K9 security team, both for Explosive detection and/or narcotics detection
as needed.
Riot Control and Crowd Management Techniques

Anti-terrorism training
This will cover complete anti-terrorism competency focussed
on proactive responses and prevention, rather than reactive
capabilities after an incident has occurred. The curriculum
includes human intelligence and surveillance methods,
tactics and strategies whereby the pulse of a localised
geographical and demographic area is know beforehand in
the unfortunate event of an incident being planned.
It is not possible to describe all the programmes that can be
offered by us. The choice of the programme and the design of
the curriculum would be based on the inputs received by us on
the specific needs of the client, or a government and the special
forces – may be the military, the
police, the navy, the air force and
any other special task force. Other courses (of course this list in not

QUALITY ASSURANCE
The ALSACO Team’s progressive Quality Control (QC) Plan, which uses resources from our corporate,
ensures that all aspects of our business and employee
performance are within USG and Any standards. The primary focus
of our QC plan is to ensure all personnel operate in compliance
with our scope of work regulations, and applicable laws and
regulations of the client government, and ALSACO directives. The
plan also looks closely at project management, safety, finance and
life support functions.
All personnel will be trained in accordance with the respective and applicable QC functions
and procedures to ensure quality service delivery. Specific security QC methods include
the Plan-Do-Check-Act (PDCA), also known as the Deming Cycle, and Total Quality
Management.

Executive Summary (top management)
ALOK DHEER, President & CEO, ALSACO group of companies.
Alok Dheer is a seasoned Director and CEO with a post graduate Diploma
in Business Management, who has pioneered the deployment of TCNs
from Sub Saharan Africa to Iraq. He was the amongst the first to identify
the Republic of Uganda as a source for a large number of able bodied,
trained, English speaking personnel for security duties for PSCs in Iraq. In
fact the first Ugandans to be deployed to Iraq in 2004 were deployed by
him.
He is a team leader of repute and with his team, has always met and
exceeded contract requirements in terms of numbers, quality and
compressed time lines. He is well connected to the government and security agencies in most sub
Saharan African countries, notably Uganda and Kenya.
He has led government and public opinion in these countries, where the “Iraq employment” had
ceased to be looked upon suspiciously and had become an independent, recognized and a respected
“industry” as such, actively supported by governments. In Uganda, this “industry” is actually termed
as “Iraq Kyeyo”.
With extensive physical presence and experience in Iraq and Afghanistan at the height of the
hostilities there, Alok is a veteran in “delivering” where it matters most.
PAUL GRIMES, Vice President, Overseas Operations
Paul Grimes is an executive with a solid background leading projects and
training operations for government agencies, military, and consulting
groups. Mr. Grimes has significant HUMINT operational experience, and
possesses the ability to adapt to any situation. He is also a skilled
communicator with fluency in Serb-Croat and basic spoken and written
Arabic. Mr. Grimes is competent with the Microsoft suite of products,
LENEL Access Control, and biometrics systems. He has a proven record of
fostering team growth and providing strong leadership, and has repeatedly
demonstrated excellent time management and an ability to meet
challenging goals within any environment. Mr. Grimes has led and directed
several operational teams supporting USFOR-(A) collection, analysis, and dissemination of
information regarding the host country’s populace perception. He has routinely provided
professional advice and assistance with regard to cultural, social, religious, political, economic, and
tribal matters. Mr. Grimes is able to integrate information to provide guidance to the Commander
International Security Assistance Force (COMISAF) decision-making processes. Finally, Mr. Grimes is
adept at developing and managing relationships with key local and tribal leaders.
He is well versed and experienced in working with thousands of Ugandan/Kenyan security
personnel, having spent many years leading multinational security and PSD teams in Iraq and
Afghanistan.

Dennis Schmitt, Vice President, Operations
Mr. Dennis Schmitt is the Vice President of Operations for ALSACO,
USA. Mr. Schmitt brings a unique and versatile background to the
company. As the VP of operations he provides direction and
enabling to the Board as it carries out its governance functions. He
assures the filing of all legal and regulatory documents and monitors
compliance with relevant laws and regulations. In partnership with
the Board, he is responsible for the success of ALSACO Organization.
Together, the Board and Director of Operations assure relevance to
the community, the accomplishment of the ALSACO organization’s
mission, vision, and the accountability of the organization to its
diverse constituents.
He was the founder and CEO of BasixNet ISP, a government internet provider to multi-national
forces throughout Afghanistan. Where his conception of the company’s client services driven
concept, superior service and on time deliverables to the client; grew the company to a multimillion
dollar corporation in under one year. Creating a reputation of being one of the best providers in
country; with the highest quality services and costumer relations!
His past experiences include; Site Manager for the Departments of Defenses TACSWACCA contract in
Basra, Iraq, and Assistant Site Manager Al Dhafra Air Base, United Arab Emirates. Where he was in
charge of 75 contractors to provide base communications operations for SATCOM, NIPR/SIPRNET,
Net Admin, SYS Admin, I/0 Plant, help desk duties and functions. As the Site Manager his authority
consisted of carrying out all aspects out these responsibilities, in accordance with the direction and
policies established by the DOD and its related contract deliverables. Were his leadership skills,
incomparable thinking and dedication; attained him several awards from the Department of Defense
to include contractor of the quarter theater wide.
While employed as an independent contractor for 5 years for various US government Agencies he,
conduct high threat low profile mobile/static security operations throughout Iraq. He acted as the
tactical communications specialist overseeing the safety and security of visiting diplomats,
government analysts, intelligence officers, assets, conducted safe house evaluations, and planned
movements throughout country to include surveillance detection routes, and sniper/counter sniper
position selections. Mr. Schmitt has trained hundreds of Iraqis in Executive Protection and convoy
operations in high threat areas.
Mr. Schmitt was on the forefront of the US Air Marshall program after September 11th
. As SV-I
(GS13 Equivalent) he helped develop and sit on one of the first Joint Terrorist Task Forces
(JTTF)created after the 9/11 attacks. His experience and training helped create the Standard
Operating Procedures (SOPs’) for the US Air Marshall program.
As a former United States Marine, who served in 2nd
Force Reconnaissance Company for 4 of his 7
years of honorable service; he was deployed to various regions around the world. He conducted
training in counter terrorism, direct action operations, close quarters battle and intelligence
gathering. He was a range coach, went through Emergency Medical Training (EMT National
Registry), Marine Corps Integrated Maintenance Management Systems Course (MIMMS) and the US
Armies Communications Custodian Course (COMSEC).

PAUL RUTISYA, COMPANY SECRETARY.
A lawyer by profession, Paul has been involved in the legal aspects of
placement of Ugandan migrant workers overseas, almost since the
beginning of the Iraq programme. He has in fact, been one of the
committee members who have supported in drafting legislation
pertaining to externalization of Labour, and is well versed and connected
with all facets pertaining to the issues of Ugandan migrant workers with
the Ministry of Labour in Uganda. A partner with one of the oldest and
most prestigious law firms in Uganda, Paul was invited to join the bar in
2000, and is an active and respected member of the Uganda Law Society
and the East Africa Law Society.
He has actively worked on cases with multinational ramifications, and is also well versed in the
relevant aspects of the law in countries like the USA and UK. He has a vast reservoir of experience in
interpretation of complex international legal issues. He specializes in Commercial and Labour Laws,
and is poised to take over as the Executive Director of the company’s Uganda operations.
