Global development is at a critical juncture. Despite progress on the MDGs, poverty and inequality, in their multiple dimensions and across all regions, remain the central challenges. Managing climate change and the global commons add further complexity to our global agenda. At the same time, the possibilities for human development are immense and we have at our disposal the means to end poverty at global scale in the course of one generation. But to achieve this, we must muster our political will for bold and sustained action for shared development, improved gender equality, and the promotion and protection of human rights. 3. As the United Nations works to design a universal agenda for inclusive and sustainable development post 2015, to be implemented decisively, the GPEDC will seek to advance efforts to bring about more effective development cooperation, with poverty eradication at its core, as part of the “how” of the implementation of this new global agenda. With this purpose, we pledge to work in synergy and cooperation with others, such as the United Nations Development Cooperation Forum. 4. Critically, the GPEDC is committed to implementing a paradigm shift from aid effectiveness to effective development cooperation, sustained by the contribution and catalyzing effect of ODA, as the main source of international development assistance, in order to better support the long-term and broad developmental impact of a strengthened mobilization of domestic resources and the convergence of efforts of all public and private development stakeholders at all levels. 5.

The month of June this year marks the 11th anniversary of Benue State Child's Rights Law, enacted in November 2008 and gazetted on 18 November 2009. This year the UN has celebrated the 30th Anniversary of the UNCRC with fanfare since early this year; not so with Nigeria or Benue State, specifically. The objectives of this presentation are, to:
• Highlight and discuss provisions of the Benue
State Child’s Rights Law 2008;
• Identify implementation gaps that require to be
addressed; and,
• Provide a context for reflection on policy options
for better protection and safeguarding of children.
This presentation is a contribution toward better protection of the Nigerian child and better performance of Social Service in Nigeria. In 2018 CORAFID responded to the Call to Action by the Global Social Workforce Alliance (GSSWA). The call was for stakeholders to play their part toward strengthening the Social Service Workforce to Better Protect Children and Achieve the SDGs. CORAFID is one of 35 organisations that signed up to the Call.

1. MEMORANDUM OF UNDERSTANDING
BETWEEN
THE REPBLIC OF GHANA THROUGH MINISTRY OF SOCIAL WELFARE
AND
EQUITY DEVELOPMENT INITIATIVE
BACKGROUNG
Equity Development Initiative (EDI) is an international Non profit making organization based in
Ghana with Multidimensional and intensive programs for the welfare of disadvantaged segment,
unemployed, landless, orphans, distressed, vagrants, socially, mentally and physically
handicapped, poor, helpless patients, juvenile delinquents population of both rural and urban
regions of the country.
Meanwhile, the Republic of Ghana through its newly created ministry of Social Welfare has in
the recent years commenced dealing with poverty alleviation, Welfare-development and
empowerment of the bypassed segment of its citizens. To introduce Ghana as a Welfare state the
ministry is implementing programs like old age allowances, allowances for persons with
disabilities grants and rolling out free education at primary and secondary levels.
PURPOSE OF THIS MEMORANDUM
To identify, present and interpret information outlined in the plan to formulate a strategy and control
activities, make sound informed decisions, optimize use of resources and safeguard assets – an internal
control system process that will assist in with regard to enhancing co-operation between both parties and
ensuring that the little available resources is utilized towards curbing poverty prevalence.

2. MUTUAL GOALS
The two parties are guided towards a common objective of reducing to almost zero the illiteracy
levels that is highly common in rural regions by investing in education of these children who
tomorrow shall be the not only the torch bearer to guide the local society but will also facilitate
development in those regions.
The Ministry of Social Welfare recognizes Equity Rural Development Initiative in their
provision of services sponsoring and supporting.
The Equity Rural Development Initiative has chosen to collaborate in a reciprocal and
interdependent manner to service the vulnerable community towards literacy and development.
Assist the Equity Rural Development Initiative in starting and upgrading rural schools through natural
home building and technology.
PARTIES ROLES AND RESPONSIBITIY
Now therefore, the parties hereto agree as follows:
1. Equity Development Initiative shall
a) Assisting with provisions of some of the critical services to HIV-infected and
affected children within ten Equity Rural Development clinics such as distribution
of ARV drugs.
b) Assisting the ministry in starting and upgrading rural schools through natural
homebuilding and technology.
c) Cooperating with other key government ministries including: the Ministry of
Health Community Development and Social Services. Empower orphans and
vulnerable children and the society to build a firm foundations of awareness,
action and hope for a healthy sustainable future by offering eligible initiatives
such as access to education, food security, physiological support and economic
security.
3. d) Provide HIV prevention skills through forming and strengthing of anti-AIDS
clubs and creative hub centers.
2. The ministry of Social Welfare shall
a) Assist in improving the quality of learning and teaching in Equity Development
Initiative community schools by providing materials and teacher training for the
schools.
b) Contribute and participate towards strategies put in place by the Equity Rural
Development Initiative relating to OVC education.
c) Strengthen the capacity of the poor to protect OVC thereby encouraging their
fostering and retention within their families to promote human capital investment.
d) Develop mechanisms for protecting inheritance rights of OVC through will
writing and training on legal provisions such as the role of public trustees.
e) Integrate reproductive health and HIV risks and prevention education in OVC
programmes.
FINACIAL OBLIGATIONS
a) The parties to this MoU understand that any financial arrangement entered into will have
to be discussed and negotiated depending on the available funds at disposal.
b) In the event that the parties enter in any financial arrangement, an agreement/contract will
be executed stipulating the terms of such financial arrangement.
c) This Memorandum of understanding (MoU) imposes no financial obligation(s) on either
party given that both parties have entered in good faith.
TERMS AND AMENDMENT
4. a) Any modification or alteration of this MoU by mutual consent is null and void before the
countries legal system. And in case any such alteration has to be done, then it MUST be
in writing between the two parties.
b) Any changes to the MoU will be subject to discussion and agreement between the parties.
c) The interpretation and the effect of this MoU shall be governed in all respect in
accordance with the Ghanaian laws.
THE PARTIES
a) Both the parties have agreed without being ‘’under any duress’’ whatsoever that this
MoU shall stay in effect for a period of 10years starting from the day it was signed.
b) The parties have also agreed that representatives from both ends will always meet on
monthly basis or as deemed necessary for both parties to discuss ongoing projects and
mutual interests.
DISPUTES
Any arising disputes out of interpretation shall be settled by both parties amicably, without
unreasonable delay and through consultations.
LEGAL EFFECT OF MEMORUNDUM
This MoU will come into effect for a period of ten years beginning February 22, 2015. However
upon conclusion of the ten year period, it can be extended by common written consent from both
the parties.
It may also be terminated at any time by both the parties giving a written notice of an intension
to end the agreement at least ninety days before any such intended termination.
IN WITNESS WHEREOF the Parties hereto have caused this MoU to be signed by their duly
