This guide provides a basic introduction for government officials, civil society groups and the private sector on eliminating corruption risks in public procurement. It is intended to inform and guide participants in public procurement, as well as civil society groups, on what can be done to strengthen the procurement process against corruption and its damaging effects.
Procurement is a complicated and sometimes opaque process, through which a large, if not the largest, percentage of public money is spent. Worldwide, procurement spending averages between 13 per cent and 20 per cent of gross domestic product. Every year an estimated average of US$9.5 trillion of public money is spent by governments through public procurement. Corruption in public procurement means public funds are wasted on an enormous scale, and the benefits these funds should have brought are lost. Taxpayers’ money to pay for hospital equipment, books for schools or safer roads, for example, ends up sitting in the pockets of the corrupt. The European Commission calculated that in the Member States around €120 billion3 (around US$163 billion) is lost each year to corruption – only marginally less than the European Union’s total annual budget.

Periodic Monitoring
External Audits
To complement our internal checks, we have two external
audits to monitor our system and its performance to
best practice standards. External consultants Kaizen
Management Services, in conjunction with SAI Global
and our own WHS Manager, provide ongoing support
and conduct regular audits against the criteria set out in
AS4801 and ISO9001.
We have achieved the highest full accreditation in:
✓ AS/NZS 4801:2001 Occupational health and safety
management systems
✓ AS/NZS ISO 9001:2008 Quality
management systems.
In 2014-15, SAI Global examined every component
of our HSEQ system to once again award Eden Brae
accreditation to the highest ISO standards for a further
three years.
Independent accreditation to these stringent standards
validates the standard of Eden Brae’s systems and
procedures and gives an independent guarantee to
Eden Brae’s customers, staff, contractors and suppliers
regarding safety onsite and consistency in quality.
Scheduled and Spot HSEQ Observations
Scheduled safety checks and spot HSEQ Observations
are conducted by Site Supervisors. Both checks monitor
whether contractors are following onsite safety procedures.
If safety procedures are not being followed, a notice
is raised using the HSEQ Observation form for the
contractor. This is a closed loop and is tracked
until completion.
Data on the contractor’s safety performance is then tracked,
enabling the contractor to be followed up and removed
from our approved supplier list if they do not conform.
Support from Eden Brae’s Trade Allocations and HSEQ
teams are provided by:
• Discussing with supervisors way to manage
identified concerns
• Discussing with contractors the issues raised and the
desired outcome, including potential ramifications,
e.g. removal from our approved contractor list.
Management Reviews
Regular Management Reviews assess the integrity of our
HSEQ Management System against overall objectives. This
process is critical to the ongoing effective implementation of
the system as it ensures:
• The direction of the system is on the right path
• Managers and their staff are involved in the
overall process
• New processes are being implemented to address
identified concerns
• The due diligence of Eden Brae staff is being
maintained.
Internal Audit Program
Eden Brae utilises an internal audit program to review the
implementation of our HSEQ Management System. Audits
are conducted regularly to ensure that WHS procedures
are continually being followed.

Eden Brae’s onsite safety procedures are integrated intoour HSEQ Safety Management Plan, the core element ofour HSEQ Management System, under the direction ofour WHS Manager.
The HSEQ Management System is part of our largerEden Brae Framework Database. This sophisticateddatabase ensures compliance monitoring, therebyproviding an audit trail. The power of the system enablesus to measure performance by defined lag andlead indicators.
For example, we can review the number of: plannedinspections; overdue inspections; failed inspections;HSEQ Observations and toolboxes with contractors;inductions to the number of incidents; and notices givento contractors.
The database is such that we can look at a single failureidentified in a HSEQ Observation and its remedy fromthe many thousands of observations noted.
Since the database is online, we can report on theactivities daily through its reporting capability. The dailyreports are a litmus test for the health of our HSEQManagement System and allow investigations to bemeaningful and purposeful.
Monitoring then includes:
✓ Our Daily HSEQ Report (looking at lead / lagindicators)
✓ Management reviews which look at thesystem’s performance
✓ Internal audits
✓ WHS objective setting.
SETTING EXPECTATIONSBuildSafe: Qualifying and Inducting TradesBuildSafe is Eden Brae’s innovative, highly pragmatic toolto manage HSEQ for all staff, contractors and suppliersworking onsite. One of the strengths of BuildSafe isthat it supports all contractors who work for Eden Braewhen they are working with Eden Brae and on othercompanies’ sites.
BuildSafe is accessed via Eden Brae’s online Tradestartportal and tracks all actions required by contractors toensure they are completed.
BuildSafe brings “total control” – one of Eden Brae’sSeven Foundations – as its immediate transparency and

reporting ability eliminates the need to manage copiousamounts of paperwork and scanned documents that liveon individual computers.
Firstly, all suppliers and contractors must register onBuildSafe and complete the BuildSafe HSEQ inductionbefore they start work with Eden Brae Homes.
Secondly, through BuildSafe contractors can collateand monitor health and safety documentation and fulfillegislative requirements, and thereby demonstrate theiradherence to WHS obligations whenever they embark onwork for another building company as well as for EdenBrae. This supports the contractor and their business, aswell as workplace health and safety in the industry.
As well as BuildSafe, Tradestart gives contractors andsuppliers the ability to access or provide the following:• Safe work method statements and risk assessments foreach job they are engaged on• Details of staff who will be working on an EdenBrae home
• Insurance and licences and their renewal dates• BuildWatch, Eden Brae’s onsite camera system, whichhas increased transparency of onsite activities andcompliance with site safety and tidiness• Our Contractor Management Manual which outlineshow contractors are selected, approved, monitoredand evaluated
• Our Contractor Handbook which was developedfor business owners of contracting businesses andoutlines their specific responsibilities as a director/business owner
• Our HSEQ Corporate Manual which demonstrates thelink between Australian Standard requirements (AS4801 ISO9001) and our HSEQ Management System• Our HSEQ Management Plan which describesmanagement practices for construction sites• Our Site WHS Management Plan for individual sites thecontractor is working at.
Contractor HandbookThis HSEQ initiative supports the intentions of theContractor Management Manual. It outlines theresponsibilities of the business owner of the contractingcompany, their employee/subcontractor responsibilities,and expectations as a company in regards to health,safety, environment and quality.
MONITORING COMPLIANCEPre-Construction Site Supervisor SafetyInspections
Even before the first turf is turned on a new site, safety isour priority. Nothing is left to chance.
The Site Supervisor uses a comprehensive safetychecklist, which must be completed and acknowledgedbefore the first stage of the build commences.
The checklist examines the site and its surrounds forpotential safety issues. For example, checks are madefor overhead lines, frequency of traffic, proximity topedestrian crossings and schools, and access to the site.
The findings are used by the Site Supervisor to setplanned inspections to monitor site conditions during thebuild process.
Scheduled and spot HSEQ ObservationsClosed Loop System
At different stages of the build, the Site Supervisorcontinues to monitor safety through scheduled and spotHSEQ Observations to identify whether contractors arefollowing safety procedures.
Approximately 6000 onsite inspections and 400 HSEQObservations are conducted at Eden Brae sites each year.
HSEQ Observations are randomly conducted reviews ofour contractors by our Site Supervisors to further monitorcompliance with our onsite safety procedures.
The findings are logged in the Eden Brae FrameworkDatabase, which enables us to look at a single failure and itsremedy from the many thousands of observations noted.
If an issue is identified, timeframes may require the site tobe closed until the concern is rectified.
If a safety notice is issued, the required corrective actionis defined in the notice to the contractor or supplier. Thisa closed loop system enabling follow up. Contractors orsuppliers can then be reported to Trade Allocations tomanage or cease further works until the required actionhas been satisfactorily addressed.
Contractors can be removed from the approved supplierlist if they do not conform. Equally important, observationsare also encouraged to highlight when contractors havedone a great job. This type of record is good for thecontractor’s business history and encourages them tocontinue striving for best practice.

The people, including our wonderful

More specialty retail shops, foothpath
seating and for more planter boxes/nature
strips lining the streets, to authenticate
that “village feel” the council keeps
claiming.

What would surprise people to know
about you?
I worked in interior design for 14 years
before pursuing my passion in the
wellbeing field.
Sydney’s latest restaurant opening
might prove to be the city’s most
border-hopping
offering of 2016.
The food sweeps the Middle East, the
menu was road-tested in London, and
the design hinges heavily on the ancient
Chinese practice of feng shui. “The site
[next to the Larmont hotel on Kings
Cross Road] had such a chequered past
I called in a feng shui master,” says Tom
Kime, the English chef and co-owner at
Ceru, which opened January 21.
The result of that consultation saw a
planned black floor become grey, the
ceiling recreated into a flat surface and
more non-alcoholic drinks introduced to
the bar menu to “cool the fire”. Kime
