A razón que ya se estableció en el Capítulo I, qué es un sistema nacional de inteligencia, en este, se abarcara un poco de historia, para saber cómo surge el mismo en el Estado dominicano en ese sentido se puede presentar el hecho, que para la realización de esa gesta histórica de independencia nacional, en donde participó el pueblo dominicano, conformando un ejército, fue necesario del uso de esta actividad de inteligencia (aunque de forma rudimentaria), para mantenerse informados, prever posibles cursos de acción y tomar decisiones para el logro de su objetivo independista, de liberarse del dominio de 22 años de la República de Haití.
Se observa cómo surge el estamento militar con el nacimiento mismo de la república, cuando en el artículo 185 y el 188 en el caso de cuerpos de policía urbana y rural de la Constitución de San Cristóbal del 6 de noviembre de 1844 y como también, se cita en el Manual de Doctrina Conjunta de las Fuerzas Armadas que las mismas fueron creadas con:
La primera Constitución dominicana, promulgada el 6 de noviembre de 1844, a unos meses del nacimiento de la República, establecía en su Título VIII, que “la fuerza armada es la defensora del Estado, tanto contra las agresiones externas, como contra las conmociones internas, y la custodia de las libertades públicas.
Y con ellas, necesariamente la inteligencia, en su ámbito correspondiente, aunque se debe establecer, que en un modo primario y restringido debido a las precariedades y la incipiente experiencia militar para ese momento en la vida nacional, todo lo concerniente con las mismas.
Los avatares del tiempo trajeron consigo, otra gesta histórica para el pueblo dominicano, el cual, luego de tener más de 15 años de existencia republicana, tiene que vivir la aborrecible anexión a España, el 18 de marzo de 1861, esta situación produjo el 16 de agosto del 1863, el Grito de Capotillo y el inicio de la guerra de la “Restauración” en la cual se contó con personal que ya había tenido experiencia en la guerra de independencia y fueron empleado más afondo los conocimientos adquiridos anteriormente para la defensa nacional, siendo el manejo de las informaciones, unas de los que se emplearon en la misma, para que retornara la existencia del Estado dominicano, el 18 de marzo del 1865.
La propuesta de un Sistema Nacional de Inteligencia (SNI) que incida en la seguridad y defensa nacional de República Dominicana, se ha realizado en este trabajo investigativo, recopilado en cuatro capítulos, donde se abordan aspectos como:
El de establecer los fundamentos básicos de inteligencia, en donde se conceptualizan aspectos inherentes a la inteligencia, el ciclo que debe realizarse para que la información se convierta en una herramienta útil para prevenir y tomar decisiones para las autoridades competentes, al igual, de establecer su ámbito de aplicación de las actividades de inteligencia y contra inteligencia, entre otras.

En el marco normativo que regula el accionar nacional de la Seguridad y Defensa encontramos diversas responsabilidades concernientes a un conjunto de políticas públicas que tradicionalmente eran vistas como parte de las atribuciones económicas de sectores específicos de la economía del país. Estas responsabilidades nos llegan hoy en día como parte de los cambios asumidos dentro de los nuevos Paradigmas Estatales consecuentes de la globalización y la redefinición de los regímenes internacionalistas.
Lo que se inicia de manera hemisférica es parte de los grandes cambios globales, incluyendo los cambios en los marcos regulatorios de las relaciones internacionales.
Definiéndose una nueva realidad con la convergencia de los conceptos tradicionales de la Seguridad y Defensa como garantías Estatales frente a los compromisos asumidos dentro del desarrollo global y hemisférico.
Es necesario procurar los medios normativos y conceptuales que definan dicha convergencia entre los intereses nacionales como Estado, junto a las nuevas responsabilidades, conformadas como alineamientos de la Estrategia Nacional conmutando en una misma realidad.

Las Políticas Públicas en la frontera dominico-haitiana y su incidencia en la Seguridad Pública (2013-2014)
Los antecedentes históricos de la problemática conflictual dominico-haitiana no se inician con la ocupación haitiana a la parte oriental de la isla el 9 de febrero del 1822, sino que sus raíces se encuentran ubicadas más “abajo” en la escala del tiempo. Podemos decir que se puede visualizar el problema de identidades culturales aferrado a un problema de frontera, desde la época colonial de la isla, o sea que el problema fronterizo tiene una antigüedad de casi 400 años prácticamente ininterrumpidos hasta nuestros días (Sánchez, 1946).
Casi de igual forma se concibió un problema de identidad y soberanía cuando desde el siglo XVII grupos de aventureros franceses que se habían ubicado en la isla Tortuga (Peña Batlle, 1951) al norte de la Isla Española pasaron a ocupar tierra firme de la parte occidental de esta, razones que de inmediato proyectaran los conflictos posteriores con los ocupantes de la parte oriental, los criollos de ascendencia española, considerados los habitantes legítimos, es decir que encontramos dos identidades culturales en juego, la de ascendencia mayoritaria hispana y la de ascendencia mayoritaria francesa.
Desde la época colonial el conflicto entre los habitantes del Este y los habitantes del Oeste de la isla La Hispaniola, se circunscribían al contrabando, generándose desde entonces un problema fronterizo. Pero para el siglo XIX se suscita la situación conflictual entre dos soberanías distintas de ambos Estados creados, uno en el 1804 (Haití) y el otro 1844 (Rep. Dominicana), situación en la que la Rep. Dominicana se había independizado de Haití después de 22 años de dominación, esto también implicaba que el problema era de tipo estratégico,

1.3 Estado de la Cuestión
En los últimos años en la Rep. Dominicana se han suscitado niveles de conflicto entre las comunidades haitianas y dominicanas que convivían en relativa paz entre ellas, con la reserva de que entre ambas naciones ya existían experiencias históricas que pudieran conllevar a tendencias conflictuales.
En ocasiones los discursos conflictuales han sido utilizados de manera despótica por individuos influyentes en ambas naciones, pero en la actualidad son escasos. Sin embargo intelectuales de ambas nación enarbolan sus posiciones nacionalistas. De igual forma activistas de ONG’s internacionales proclaman sus opiniones exacerbando los ánimos en la opinión pública de ambas naciones.
La sociedad dominicana ha asimilado la convivencia con la comunidad haitiana de al menos 600.000 personas; pero no dejemos de mencionar lo que en la opinión publica y en el momento de la ocurrencia ha afectado la psiquis del dominicano y lo ha llenado de una indignación colectiva, nos referimos a la ocurrencia de muertes de dominicanos, brutalmente asesinados por nacionales haitianos en suelo propio, provocando situaciones conflictuales, o de igual forma las practicas de manera abierta del vudú haitiano con sacrificios de animales que también ha originado inquietud social desembocando en situaciones conflictuales con sus practicantes. Ambos episodios son tomados como parte de los discursos contestatarios de los actores que más inciden en el escenario político, religioso y estratégico nacional e internacional.
Es necesario identificar hasta qué punto el problema es ético, al afirmarse que los Estados tienen derechos a existir, puesto que en la cuestión domínico-haitiana

La recopilación de información respecto a estudios sobre el desarrollo de políticas públicas o ciudadana en áreas fronterizas dominico-haitianas y su incidencia en la Seguridad de sus Habitantes es muy reducido y solo existen informaciones de contexto general. Sin embargo realizamos un análisis sistematizado de manera secuencial desde lo general a lo particular de la bibliografía nacional. Por lo que encontramos investigaciones sobre políticas públicas de desarrollo fronterizo, sin abordar necesariamente al tema de la Seguridad Publica o Ciudadana. En América se aborda el tema de Políticas Públicas en la Seguridad Publica o Ciudadana en Investigaciones como las del Centro de Estudios Legales y Sociales (2004), donde se han realizado estudios sobre “Políticas de Seguridad Ciudadana y Justicia Penal”, en que se empiezan a describir los problemas públicos como fenómenos sociales y se procuran vías de soluciones desde varias perspectivas e iniciando una visualización del problema dentro de un esquema lógico, mediante la aplicación del “Esquema de Dunn” sobre resolución de problemas sociales. República Dominicana como territorio insular compartido con la Republica de Haití, tiene políticas de conservación, explotación y uso de los recursos naturales, “La gran mayoría de los ecosistemas terrestres de nuestro país eran bosques o matorrales. Pero con el transcurso del tiempo ha habido una declinación continua en los bosques, hasta que a mediados del siglo XX cerca de 70% de la cubierta original permanecían intactos.
A partir del año 1950, la tasa de pérdida forestal se aceleró marcadamente. Los actuales estimados plantean que sólo el 36 por ciento de la superficie dominicana se encuentra cubierta de bosques, la mayoría de los cuales se están en áreas protegidas y parques nacionales (Tolentino et al, 1998).” Pero su aplicación, no solo se dificulta ante la carencia de logística para la puesta en funcionamiento, sino que hay un gran sesgo en cuanto a la visión y sobre todo a la posición de desventaja económica del pueblo haitiano.
“La diversidad de la flora y la fauna nativa de la República Dominicana es una parte importante del patrimonio de recursos y riqueza natural del país. Dicho esto, es importante señalar que la biodiversidad en las islas tiene dos características predominantes: (1), un alto nivel de endemismo (especies que sólo se encuentran en las mismas y en ninguna otra parte del mundo) y (2), alta vulnerabilidad de extinción. La flora y fauna dominicanas siguen estos patrones.”
La conservación se ha concebido en ocasiones, como un “encerrar bajo llave” los recursos por parte de una élite poderosa que dispone de tiempo para disfrutar de la belleza y de la naturaleza.
SISTEMA DE EVALUACIÓN DE DESEMPEÑO PARA LOS DOCENTES DEL LICEO TÉCNICO PROF...FUNDEIMES
El Liceo Técnico Profesional Nuestra Señora del Perpetuo Socorro es una Institución con un potencial y oportunidades envidiables, este centro educativo no aplica correctamente sus herramientas y una de las principales causas es por no mantener un monitoreo constante sobre los docentes, razón que hace imposible medir el desempeño de los mismos y por ende tomar acciones correctivas en las debilidades que podrían surgir.
En esta Fase de Planeación, se presenta una estructura de la conformación del Liceo, las herramientas con las que cuenta, se detallaran las herramientas faltantes y se mostrará la forma de aplicarlas.
1.1.1. Descripción del proyecto:
Para la realización de esta presentación, fue necesario indagar sobre los diferentes tipos de Evaluación de Desempeño, los antecedentes en República Dominicana y con cuales herramientas cuenta el Liceo Técnico Profesional Nuestra Señora del Perpetuo Socorro.
A lo antes mencionado aún nos resta indicar las herramientas actuales necesarias antes de diseñar un proceso de Evaluación de Desempeño Docente eficaz y adecuado a las necesidades de este Centro educativo, adaptando el proceso de mejora continua del liceo usando como base a los docentes, las cuales serán descritas más adelante.
Los pasos a desarrollar el proyecto de serán los siguientes:
1. Presentarlas herramientas actuales que posee el Liceo Técnico Profesional Nuestra Señora del Perpetuo Socorro para la creación de un sistema de Evaluación de Desempeño Docente.
2. Crear las herramientas faltantes.
3. Crear el procedimiento de Evaluación de Desempeño Docente que vincule las herramientas presentadas y creadas inicialmente.
4. Crear formularios necesarios para la implementación del procedimiento.
IMPACTO DE LA EJECUCION DE LOS FONDOS EUROPEOS PARA EL DESARROLLO (FED) EN L...FUNDEIMES
Como se ha afirmado en el presente análisis, la cooperación de la Unión Europea (UE) por medio de los Fondos Europeos para el Desarrollo(FED), los objetivos del acuerdo suscrito por los países ACP y la Unión Europea, están dirigidos de forma principal a la erradicación de la pobreza, la integración gradual en la economía mundial y el impulso sostenible de estos Estados subdesarrollados y en vía de desarrollo.
El acuerdo de Cotonú es un contrato sinalagmático en el cual no ocurre lo que sucedía en los primeros acuerdos (Tratado de Roma y Yaundé I y II), donde la Comunidad Europea, solo daba ayuda sin pedir nada a cambio como contrapartida; en este acuerdo la cooperación de la Unión Europea (UE), está supeditada a compromisos y contrapartidas que deben hacer los países ACP, para poder acceder a los FED, sin los cuales los desembolsos a ser realizados por los distintos organismos financieros no tendrían lugar.
Este acuerdo fue concebido para contribuir al desarrollo y estrechar las relaciones económicas, sociales y culturales entre los países ACP en las áreas de tecnología, comercio, ciencia, educación, medio ambiente y los recursos humanos. En ese sentido este contrato también concibe la cooperación regional, inter-regional con la finalidad de reforzar las organizaciones regionales de las cuales los estados ACP son miembros (Caricom, Cariforum).
En este acuerdo se tomó en consideración el principio de igualdad entre los estados miembros y el respeto a la soberanía nacional de cada país. Como se ha dicho en el acuerdo de Cotonú establece no solo obligaciones presentes sino que el mismo contribuye a prioridades de políticas de ayuda para el

What is the White Paper on Defense and National Security?
The origin of the term white book, comes from the English culture, a parliamentary
source documents such as reports or announcements of certain state policies were
named as white paper, an example of this was that during the rule of England over

government published a White Paper restricting Jewish immigration and offering
independence for Palestine within 10 years of publication.

"Vision and national perspectives of the defense and the
features and application of the concept of national security
policy will be defined."
It's time for the Dominican Republic expedite the process of achieving the
provisions of the directive, in order to continue the reorganization of its security and
defense, based on new and existing models, thus translating into black and white
your position on the regional strategic environment; his role in the same face to the
times; various international cooperation agreements it has signed the Dominican
State, as well as the position in the framework of its policy to protect national
interests.

It is public knowledge that in line with the current reality of the country, as
archipelagic state recently declared by Act No. 66-07; promulgated on May 22,
2007; national interests in relation to the exclusive economic zone and the

strategic position on the bilateral and multilateral relations in the region, as
important as issues are: a) Diplomacy; b) Economics; c) Migration; d) Defense; e)
Military Cooperation; f) Boundary Situation; g) Cooperation and Exchange of
Industrial Technology; h) Foreign Trade, among others.
Today seen as the functional structure of the state is affected by the political and
economic decisions taken by the government in different orders, often in response
to pressure from international nongovernmental organizations cut (NGOs), the
performance of these and the new context created by their agendas, ultimately
generating a porous borders both physical and virtual, which influences the
pyramidal structure of the state and also in the cultural identity of the nation.

capacity for dialogue on equal terms to Dominican Republic in regional forums, this
results in equilibrium at the time of decision making in the international order,
