SE Testing Roles and  Responsibilities Projects often fail because people are not clear on the limits of their mandates or their roles. Testing is no different. Testing must be managed within scope and be clear on its objectives, measurements and outcomes. Systems Testers  ARE NOT DESIGNERS  although their comments should be fed back to designers and suppliers. Testing is a discipline not a casual activity – the only people who should test are those who are correctly prepared and understand each and every test and each and every business requirement being tested.
