3. What is the MRC?
• Mattress Recycling Council (MRC) was created by the
International Sleep Products Association (ISPA), the
trade association for the mattress industry
• Non-profit organization tasked with implementing
mattress recycling laws in states with supporting
legislation
• Certified by CalRecycle
4. MRC Program Objectives
• Design and implement a program that:
Increases the number of mattresses recycled
Effectively communicates with consumers
Minimize the consumer recycling fee
Prevent and reduce illegal dumping
5. How is Program Funded?
• Funding through visible mattress recycling fee on all CA
mattress sales
• $11.00 per unit fee proposed by MRC; pending approval
by CalRecycle
• Retailers collect and remit fees directly to MRC
• No free-riders
6. Implementation Tasks and Progress Report
• Register all CA mattress producers and retailers
• Contact all solid waste facilities in the state
• Establish a program to mitigate illegal dumping
• Submit Program Plan to CalRecycle
• Contract with mattress transporters and recyclers
• Contract with solid waste facilities throughout California
• Promote Program to consumers
7. Retailer Registration
• MRC has contacted over 10,000 potential mattress
retailers
• Database is continually refined and updated, no free-
riders
• Wholesale, retail, online and large-volume sales
• Retailer registration is required
• Retailers will report monthly unit sales and remit
payment through www.MRCreporting.org
8. Participating Solid Waste Facilities
• All permitted solid waste facilities are eligible
• No-cost transport and recycling; compensation for
mattress handling
• On-line survey for solid waste facilities; 150 interested
so-far
• Continued presentations to solid waste authorities
throughout California
• Site assessments of all interested locations
• Contracting in progress
9. Contracted Recyclers
• Anticipate recycling 1.5 – 2.0 million mattresses in 2016
• Contracting with 7 Recyclers
• 11 Recycling/Consolidation facilities
o Los Angeles – 4 locations
o San Francisco Bay – 3 locations
o Sacramento
o Fresno
o Central Coast
o San Diego
10. Transportation
• Transporter options include
o Mattress Recycler
o Solid waste facility
o Common carrier
o Other third parties
• Service providers must provide storage containers (roll-
offs, sea containers, other suitable containment)
• Payment for storage container and transport from
collection site to recycler
11. Program Plan
• Submitted to CalRecycle July 1, 2015
o August 4 – comments deadline
o October 1 – approve/disapprove budget
o October 1–approve/disapprove/conditionally
approval plan
o MRC has 90 days following approval to implement
o January 1, 2015 – Anticipated implementation date

o Consumer incentive at recycling facilities
• Applications accepted from solid waste operations
• $750,000 fund established for 2016
• Basic annual reporting required
• Baseline established in 2017; consider other strategies if this
approach is not working
