The economy of Italy is 7th largest in the world; adjusted for purchasing power parity, 10th. The country is as rich in technology and entrepreneurship as it is in history and culture.
Yet despite its profile of quality and innovation, Italy has grown slowly during the past decade – slower, indeed, than Germany, France or the UK.
And its competitiveness – its unit labor costs – has slipped, as wages rose but productivity stagnated. As a consequence, Italian firms and Italian savers chose attractive opportunities elsewhere, and net direct investment turned outward. Italy’s investment reputation, however, is far worse than the reality.
To mitigate these problems, the government of Italy must make changes in national policy. The regulatory and institutional factors that damage productivity must change. Real wages must stop growing, at least for a time, until productivity accelerates. And fiscal policy – the relationship between spending and revenues – must change, so that deficits decline, eventually along with debt and debt service.
The remainder of this paper examines Italy’s macroeconomic environment and the structural problems that inhibit competitiveness; the microeconomic structure of Italy, together with its strengths in R&D, informational technology, design and engineering; the recent record of inbound foreign investment, and the exports associated with it; and finally, a series of recommendations for the government and a forecast of prospects for growth.

Dario Tamburrano, Member of the
European Parliament
Dario Tamburrano is an Italian environmental activist
and one of the first members of the Five Stars
Movement (Movimento Cinque Stelle, M5S) elected
in the European Parliament in the European Freedom
for Direct Democracy (EFDD). He studied dentistry at
the University La Sapienza in Rome. In 2009, he co-
founds the “Circolo delle Decrescita Felice” (degrowth movements) and Transition Italia. Since
2009 he is a member of ASPO Italia (Association for the Study of Peak Oil and Gas). In the
European Parliament, he is coordinator for the EFDD group in the Industry, Research and
Energy Committee (ITRE). Since 2015, he is vice-president of the parliamentary intergroup
“Common Goods and Public Services” and of the Extended Board of European Forum for
Renewable Energy Sources (EUFORES). Also, he is a member of the Scientific and
Technological Option Assessment (STOA). As STOA member, he is promoter of “Additive Bio-
Manufacturing: 3D Printing for Medical Recovery and Human Enhancement” study. The study
aims at assessing potential impacts, technical barriers, regulations, safety standards and
social/ethical concerns associated with 3D applications within the medical sector. He is
rapporteur of the European Energy Labelling Regulation and of the opinion on Collaborative
Economy as well as shadow rapporteur in ITRE committee for several dossiers.
Patrizia Toia, Member of the European
Parliament
She was born in Pogliano Milanese (Milan); she graduated in
Political Science at the University of Milan. She worked as
Director of the Planning Service at Lombardy Region. She
was regional councillor in Lombardy, with different
responsibilities (Health, Budget). She was Member of the
Chamber of Deputies and in 1996 she was elected at the
Senate of the Republic. She held various institutional positions: Undersecretary of State for
Foreign Affairs with responsibility for Latin America, Asia and Oceania, Relations with the
United Nations, Human Rights, Migration and Italians abroad, in 1999 she was appointed
Minister for European Affairs and Minister for Relations with Parliament. In 2004 she was
elected at the European Parliament, confirmed in 2009 and 2014. Member of the Group of
the Progressive Alliance of Socialists and Democrats (S & D), she is Vice-Chair of the
Committee on Industry, Research and Energy. She is also member of the Delegation for
relations with Belarus and the Delegation to the Euronest Parliamentary Assembly and
substitute member of the Committee on Development. She is Head of the Italian Delegation
of the S&D Group, Partito Democratico. She has recently been nominated shadow rapporteur
for the S&D for the Report “Digitising European Industry” in the ITRE Committee
2. Jerzy Buzek, Member of the European Parliament,
ITRE committee chair
Polish politician and university professor, Jerzy Buzek is a former
Prime Minister of Poland (1997-2001) and former President of the
European Parliament (2009-2012). A member of the European
Parliament since 2004, he currently chairs European Parliament’s
Committee on Industry, Research and Energy (ITRE) and the
Conference of Committee Chairs, responsible for legislative
coordination within the Parliament. Currently, he is responsible for
the Security of Gas Supply legislation, being formerly responsible
for, inter alia, the EU’s 7th Framework Programme for Research and
Innovation as well as the European Strategic Energy Technology
Plan (SET-Plan). In 2010, together with Jacques Delors, he proposed the creation of the
European Energy Community - a strategy to strengthen energy legislation and cooperation
within and outside the EU which laid foundations for EU's Energy Union. Jerzy Buzek has
received honorary doctorates from numerous universities and is an honorary citizen of more
than a dozen cities in Poland.
Marco Landi, President of the Council of
European Dentist
He was born in February 15, 1960 and he graduated in Dentistry in
1984 (University of Milan). He has been working in private dental
practice since 1985. Post graduate courses in Legal Dentistry,
Periodontal Surgery, Restorative and Prosthetic Dentistry. He is
President of CED, elected in November 2015 with a three-year
mandate. He has been Director of CED Board (2009-2012) and CED
Vice President (2012-2015). He was Member and Chair of the
Dentists Chamber Commission in Milan (1987-1993) and Lodi
(1994-present). From 2003 to 2005 he was member of the Italian
National Dentists Chamber Commission (CAO Nazionale - Rome) and of the National Board of
Physicians and Dentists (FNOMCeO, Rome), dealing primarily with Code of Ethics updating
and implementation of European professional directives. From 1992 to 2001 he was member
of the Central Commission for Health Professions (Ministry of Health), the national appellate
Court for disciplinary judgements. He was President 2005-2011 and from 2011 to 2016 he was
Board Member of “Fondazione ANDI Onlus”, the Foundation for solidarity and international
cooperation supported by the National Association of the Italian Dentists, A.N.D.I.
3. Pierluigi Delogu, President of the Italian Dental
Association (AIO)
He was born in Sassari in July 7th, 1962. He is graduated in Dentistry
and Dental Prosthetics in 1986 at the University of Sassari. He also
got a master degree at University of Cagliari on Orthodontics in
2000. Since 1990 he is a regular member of Tweed Foundation for
Orthodontic research. He is an active member of Italian Society of
Orthodontics. He achieved Italian Board of Orthodontics Certificate
in 2001. He was visiting professor in Dental Anatomy, Occlusion
Development and Orthodontics at University of Sassari, and visiting
professor at University Tor Vergata of Rome on Orthodontics. He
has written more than 60 publications on orthodontics, surgery, anatomy and gnathology.
Now he is president of the Italian Dental Association, AIO.
Alessandro Gamberini, President of the
Federation of the European Dental Industry
He is 69 years old, his company, operating in the dental industry for
about 50 years, is enrolled all'UNIDI, Association of Italian dental
industry for 45 years. He was a member of the Board for the past 30
years and I was elected president x 4 mandates. Currently he is the
President of FIDE, the European federation of dental industries, for
the second time.
Colette Maloney, Head of Unit, Photonics - DG
CONNECT
Since July 2016 Colette Maloney is Head of Unit Photonics at the
European Commission's Directorate-General for Communications
Networks, Content and Technology. The unit is responsible for
reinforcing Europe's industrial and technology leadership in
"photonics". It deals with basic technology development as well as
applications in telecommunications, health and manufacturing, and
contributes in part to the Digitising European Industry initiative.
From 2004-2008 she was Head of Unit Cognitive Systems and Robotics; in 2008 she took over
the unit ICT for Sustainable Growth and in 2012 Smart Cities and Sustainability. Prior to this
she held various assignments in the Commission in the field of ICT, from microelectronics, to
telecommunications and digital content. Before joining the Commission in 1994, she held
research positions in Ciba, Switzerland and Dartmouth College, USA. She has a BSc in
Mathematics and Physics (summa cum laude) and a PhD in Physics (1982 and 1986
respectively) from Trinity College Dublin. She was born in Ireland in 1962.
4. Tapani Piha, Head of Unit, Cross Border
healthcare, E-Health - DG SANTE
He works as Head of Unit for Cross-Border Healthcare &
eHealth in the European Commission. In addition to the
implementation of the Directive on Patients’ rights in cross-
border health care, the Unit is setting up the European
Reference Network of specialised clinical centres and creating
a cross-border mechanism for ePrescription. It also deals with
data management and protection in healthcare, as well as
health workforce issues. Having worked since 2001 in the
Commission, he has been responsible for policy on Health Technology Assessment (HTA),
health strategy, health information, expert advice for health systems, health law, health
research coordination, and - managed human resources in DG Health and Consumers. Before
joining the Commission, he carried out epidemiological and intervention research on health
behaviours and cardiovascular disease. He held positions at the Finnish Ministry of Health,
and coordinated Finland's EU policies in health in 1995-2001. At the WHO Regional Office for
Europe in 1989-94 he was responsible for the Action Plan for a Tobacco-free Europe.
Salvatore Scalzo, Legal Assistant, Unit Health
technology and cosmetics - DG GROW
Salvatore Scalzo graduated with a Master’s of Science Degree
(Italian "Laurea Specialistica") in "European Studies" (with a
Law track) at La Sapienza" University in Rome and with a
research-oriented Master Programme “Analysing Europe” at
Maastricht University in The Netherlands. He has been
working for more than five years in the European
Commission. Since November 2013, he has been dealing with
legislation on medical devices (currently unit D4 of the
Directorate-General for Internal Market, Industry,
Entrepreneurship and SMEs). Besides working on the
negotiations of the proposed new Regulations on medical devices, he coordinates, among
other tasks, the activities of the European Commission Expert Groups on medical software
and medical device identification and traceability.
5. Jose-Lorenzo Valles, Head of Unit, Advanced
manufacturing system and biotechnologies - DG

Mr Vallés graduated in Physics and Chemistry. He holds a Ph. D. in
Physics from the University of Barcelona (Spain), and has conducted
postdoctoral research in Computational Physics during four years at
Courant Institute of New York University and the University of
Minnesota (USA). He is an Associate Professor of Condensed Matter
Physics at the University of Barcelona (at present under special
leave). Since joining the European Commission in 1991, he first
worked at the Institute for Advanced Materials (the Netherlands), then as S&T Counsellor at
the EC Delegation in China, and finally moved in 1999 to DG Research and Innovation in
Brussels, where he has been Head of the Materials Unit, Head of the New Forms of Production
Unit, and is currently Head of the Advanced Manufacturing Systems and Biotechnologies Unit.
Giorgio Magistrelli, EFDD Group adviser for
Additive Manufacturing
Admitted lawyer, during his twenty years in China and Asia-Pacific,
Giorgio Magistrelli worked as a project manager, advisor for
investment funds and PE firms, attorney, banker and management
consultant for large and small corporations, governments, NGOs and
international donors in emerging and mature markets. Passionate
about 3D Printing, he is the EFDD Group Project Manager for Additive
Manufacturing, contributing on evaluating specific sectorial
applications as in the medical and dental sector. He also supports the EFDD group in terms of
related policies and regulations evaluations and proposals with a view to creating the right
framework conditions for the development of Additive Manufacturing and 3D Printing in the
EU. He regularly writes for sectorial professional publications and manages
EC/H2020/International donors Additive Manufacturing Projects
Peter Mercelis, Co-Founder and Director of applied
technologies, 3D Systems
Peter Mercelis obtained a MSc and Phd degree in electromechanical
engineering at the University of Leuven (K.U.Leuven, Belgium). His
Phd research focussed on process control in Selective Laser
Sintering and Melting technologies. In 2008 he co-founded the
company LayerWise NV (Belgium) that offers engineering and
production services in Additive Manufacturing for medical, dental
and industrial applications that was integrated in the 3D Systems
group in 2014. Peter is currently Director Applied Technologies Healthcare at 3D Systems, one
of the market leaders in the 3D printing sector. Besides its patented workflows for 3D printed
6. implant restorations, 3D Systems offers a broad variety of 3D printer hardware and materials
for dental prosthetics.
Daniela Lavezzi, Sales Manager, DWS
Daniela Lavezzi is Sales Manager of DWS, Italian company that
develops and produces 3D printers for dental sector, industrial
applications and jewellery. She is in charge of the Sales
Department and directs the operations of the area manager team.
She travels the world to create networks, to implement
partnerships and to assists the dialers in the purchasing process.
Previously she has been working in the for the luxury sector for
company such as Marco Bicego Spa, Cielo Venezia and Morellato
Spa. She is a fluent speaker of 4 languages and owns an MBA in
marketing and communication.

Martin Bullemer, since 2006 Business Development Manager
Medical / Dental with EOS GmbH, does have 20 years marketing
and sales experience in capital investment goods with a high focus
to develop solutions together with customers. With the
foundation of a mechanical engineering / fine mechanics study at

moved into the laser / photonic business at ROFIN with

Philip Oris, Director Business Development

Philip Oris obtained a postgraduate degree in biomedical
engineering from the University of Leuven, Belgium. During 1999-
2002 he represented the University of Leuven in Asia Pacific
where he was responsible for establishing a program to develop
medical models, surgical tools and implants for maxillofacial &
orthopaedic surgery involving additive manufacturing. During
2002-2009 Philip Oris worked for Materialise NV as general
manager in the US and Asia Pacific. During 2002-2006 he was in
charge of sales & marketing of the 3D digital dentistry product line
in North-America. During 2006-2009 he was in charge of sales & marketing in Asia Pacific for
the medical, dental and additive manufacturing software products. During 2009-2016 Philip
Oris was responsible for sales of high-end medical equipment related to minimally invasive
surgery, including robotic surgery and laser assisted surgery, in Europe. In 2016 he joined SLM
7. Solutions GmbH as their director business development medical & dental to strengthen the
segment approach, supporting the different regional teams in their marketing & sales efforts,
and supporting the customers in their development of additive manufacturing expertise in
the segment.
Eric Erickson, Business Manager, Dental
Solutions, EMEA, Stratasys
As the Business Manager, Dental Solutions, for Stratasys in
EMEA, Eric Erickson is responsible for driving the company’s
dental 3D printing sales in the region and strengthening its
position as the world’s number one supplier within this space.
Assuming the role four years’ ago, Eric’s remit sees him
manage and develop customer relationships, while
continually endorsing Stratasys’ innovative solutions
proposition to other dental laboratories and clinics. Prior to
joining Stratasys, Eric held key product management and business development roles for
other high-tech companies, and collectively has amassed over 10 years’ experience within the
3D printing sector.
Vittorio Gaudino, Sisma SpA General

Vittorio Gaudino graduated - Summa Cum Laude -
in Civil Engineering at Mons University in Belgium.
In his professional experience he demonstrated
great skills in leadership, business operation
organization, strategic planning and organizational
restructuring based on matrix management. As
Askoll Tre SpA Sales Director, from 1990 to 1997 he
introduced in the household appliances market a new technology in the field of hydraulic
pumps: it quickly became the benchmark, generating an annual turnover of 50 Mio EUR. From
1997 to 2008, as Askoll Tre SpA General Manager he managed the Internationalization of the
company and doubled the turnover reaching an annual 100 Mio EUR. As Askoll SpA Appliance
division General Manager, from 2010 to February 2016 he managed the acquisition of the
company's main competitor; afterwards he created, monitored and coached a matrix
organization able to manage eight plants around the world for an annual turnover of 300 Mio
EUR. Since March 2016 he faces a new challenge: as Sisma SpA General Manager, he plans
and organizes the redesign of the entire group structure. The mission is to consolidate the
current volume of business and achieve increasingly ambitious objectives.
