Public health system service provision is done mainly by the government working collaboratively with the community nonprofit and faith-based organizations (Green, 2018). Private health care is provided in hospitals, outpatients, mental health, home care, wellness center, long term or residential and other alternative medicine setting (Green, 2018). Nurses, physicians and other professionals are responsible for providing services to patients both in the private and public sector (Kahn, 2011). According to the National Health Expenditures in 2014, 48 % of health care spending came from private funds, with 28% coming from households and 20 % from coming from private businesses. Financing of health care remains a big challenge in the United States. It is a major topic of debate everyday by politicians, insurance companies and those receiving services. One main method of financing is individuals must pay out of their pocket for services they receive, and most people cannot afford the cost. Most people can receive health service through their health insurance coverage. Health insurance is provided by the government or private company to ensure payment is made for healthcare services such as illnesses, injuries and health conditions (De lew et al. 1992). Although, the US have the highest expenditure in the world for the provision of health service, however, they do not perform particularly well in terms of gross health outcome (Ridic et al. 2012). The main contributor in the weakness of the American health care outcomes is the fact there are 42 million of American without healthcare insurance. (De lew et al. 1992). This impedes a lot of people to access health care when most needed particularly people on low income bracket. They go to hospital when they are very sick. Another issue with health care provision in America is the inability to control of cost. The advantage of the America health care system is the advanced state of technology. Premature babies have high chance of survival in the US because of advanced technology, high life expectancy after 80 years compares to other countries and US is world leader in pharmaceutical innovation (Ridic et al. 2012). The reforms resulting from the Affordable Care Act (ACA) over the past years have led to increase in health care coverage. According to Martin et al. (2014), about 20 -22 million individuals have obtained health care insurance since 2010 through the expansion of Medicaid and other policy adjustment. However, there still more than 25 million of US residents without health insurance. It is hoped that health care professionals, politicians and the general public will conclude that health care is a basic right for every person and not a privilege for few people. The solution to achieve this goal is a justified cause for modern.

The U.S. health care system has many weaknesses with the primary issue being the extremely high cost of care. Individuals have access to care in many different settings however issues with transportation, restrictions regarding eligibility for certain services and ability to pay providers for services rendered are barriers to care for many Americans (Green, 2018). As health care evolves, there is an increased need for reform in the U.S. public health policies and for advancement of proposals to improve the health of the population. In the last century, the cost of high-quality medical care has risen to extraordinary rates, resulting in out of pocket payment and self-payment for services. Even minor illness or injury can incur high costs for health care consumers and the majority of Americans do not have the ability to pay for services (Green, 2018). The ability to pay medical bills often comes from health insurance coverage, either government based or through private companies to guarantee payment for health care services. Establishing costs within the health care system for procedures can help patients, employers, insurers and government officials identify the elusive value of health care services provided (Daniels & Ritter, 2018). Cost management tools can improve cost effectiveness of care such as cost information for services being available to consumers to make informed decisions about where to seek care.

Medicine is a crucial part of public health in that individuals are taken care of as opposed to the community in
general. For example, public health officials could educate the community about immunizations and wellness
exams to avoid chronic diseases, but it is up to the individual to use that education and visit his or her
physician.
Medical care is expensive, and the costs have risen over time in the United States. More money is spent
every year on medical bills than public health preventive measures. There is always the debate of who is
superior in the health sector—medical care or public health measures (Schneider, 2017). The government, in

In most developed countries, health care systems involve government control or sponsorship. For
instance, in Great Britain, Scandinavia, and the countries of the former Soviet Union, the government
controls almost all aspects of health care, including access and delivery. For the most part, health
services in these countries are free to everyone; the systems are financed primarily by taxes. Other
countries, such as Germany and France, guarantee health insurance for almost all their citizens, but
the government plays a smaller role in managing health care. Both systems are financed at least in
part by taxes on wages.
The US government, by contrast, does not pay for most of its citizens’ health care. Generally,
Americans receive health care through employer-sponsored insurance, or they arrange to pay for
insurance on their own. Like all forms of insurance, health insurance operates by pooling the
resources of a group of people who face similar risks. This creates a common fund that members can

Patient Safety and Quality Improvement Act (PSQIA) is one of the most important health care policies in the United States. The Act was passed in 2005 to protect health care professionals and workers who report unsafe conditions in hospitals. The policy was formulated to encourage the reporting of adverse events and malpractices that occur in health care centers. Such events may include medical errors and accidents. The law seeks to protect the identity of professionals who report such incidences while maintaining the patients’ confidentiality. To protect patient privacy, the law imposes fines for confidentiality breaches (Nash, 2011). The policy also bestows the Agency for Healthcare Research and Quality (AHRQ) with the responsibility to publish a list of patient safety organizations that record and assess patient safety data. The Office of Civil Rights also enforces the policy among national health care facilities. 28.5 million people in the United States (8.8% of the US population) do not have health
insurance. Among people who do have health insurance, 67.2% have private insurance while
37.7% have government-provided coverage through programs such as Medicaid or Medicare.
Employer-based health insurance is the most common type of coverage, applying to 56% of
the US population. The United States is the only nation among the 36 OECD (Organization for
Economic Co-operation and Development) nations that does not have universal health care
either in practice or by constitutional right.

4.1 INTRODUCTION
The United States of America (USA) covers 3,717,727 square miles and is made up of 50 states
(Infoplease, 2010). The USA’s population in 2004 was 293,027,571 (U.S. Census, 2004). In 2010
the population reached over 307 million. The proportion of the population that is under 15 years
old in the United States (U.S.) is 21%, and the over-60 population proportion is 16% (UNO,
2004). Slightly more than 12.4% of the population were 65 years and older of which 1,557,800
(4.5%) were living in nursing homes (U.S. Census, 2010). The primary languages spoken in the
United States are English and Spanish. The largest ethnic groups are European American (75%).
African American and Latino groups each constitute approximately one-eighth of the population.
The largest religious groups are Protestant (over 50%) and Roman Catholic (25%).
The United States is the largest, most powerful nation in the industrialized (developed) world, and
it has a high literacy rate. However, in 2006, while it led the world in healthcare spending per
capita, it ranked 39th for infant mortality, 43rd for adult female mortality, 42nd for adult male
mortality, and 36th in life expectancy, earning an overall ranking of 37th in the industrialized world
in healthcare performance (Murray & Frenk, 2010, p. 1). Life expectancy in the United States is 80
years of age for European American women, 75.9 for African American women, 75.3 for
European American men, and 68.9 for African American men. The life expectancy rate for the
United States is among the lowest for the industrialized world, and infant mortality is among the
highest. Americans consider quality, affordable health care a birthright, an expectation. Yet, unlike
other world powers, the U.S. government plays a small role in ensuring that everyone has equal
access to quality health care and services.
Although the United States is envied for its wealth, high technological capabilities, and research
savvy, historically it has not kept pace with other industrialized nations in the area of healthcare
delivery. This is reflected by its poor outcomes in infant mortality and life expectancy. The

In January 2017, Michael Medline was appointed chief executive officer (CEO) of the Canadian grocer
Sobeys Inc. (Sobeys), which was experiencing financial difficulties. Medline was tasked with saving
Sobeys from near insolvency and planning strategically for the company’s core grocery business. He
devised an interim growth plan called Project Sunrise, which had two main objectives: quickly relieving
Sobeys of its troubled financial situation and preparing for the long-term industry disruption that was
becoming prevalent, both locally and globally.
LEARNING OBJECTIVES

Abstract. Th e main reason of this study is to test the interest rate impact on investment in
Jiangsu Province of China. Jiangsu has the largest quantity of investment in China.
For long run, nexus Johansen Co-integration test is employed. Whereas, vector er-
ror correction model (VECM) is used to fi nd short run association over the period
of 2003-2012. Th e results indicate that there is a long-term relationship association
among variables. It has negative relation in the long run but positive in short run. Th is
research also produces suggestions that will help in terms of interest rate policy as well
as improving investment that promotes economic growth in Jiangsu Province.

INTRODUCTION
Changes in interest rates can refl ect the basic situation of the operation of macro economy; it also eff ects
all the macroeconomic variables such as GDP, price level, the level of employment, international balance of
payments, the rate of economic growth, etc. Obviously the interest rate is an important economic variable
that plays an important role in both macro and micro economy activity.
Th erefore, a change in interest rates is one of the main factors to judge the macroeconomic situation and
the interest rate trend analysis is the main method to predict the macroscopic economic situation. Western
economists believe that the market rate of interest, the total social savings and investment are closely linked.
Th erefore, the current interest rates aff ect the investment activities. At the same time, current interest rates
also aff ect the scale of investment in the future by adjusting the savings. If the interest rate rises, bond prices
fall, if the interest rate falls, bond prices rise.
Th e infl uence of interest rate on investment scale is operate as the opportunity cost of investment on

made for us, so workers know our expectations of suppliers and factory
management.

Walmart, the world’s largest corporation in 2015, invests in “comprehensive social audits across
our global supply chain.” Its factory audits—reportedly often unannounced—are conducted by
“independent accredited and internationally recognized auditing firms.” Factories are then said to
be reaudited every six to twenty-four months, based on the results. This comprehensive auditing
system is designed to verify that factories “meet or exceed” Walmart’s standards, which include
assurance that all labor is voluntary, prohibitions against child labor, requirements that hours are

not excessive (and are consistent with local laws or regulations), and that factories provide safe
and healthy working conditions (Walmart 2014).
On November 24, 2012, a fire at the Tazreen Fashion apparel factory in Dhaka,
Bangladesh, claimed 112 lives and injured 200 others, making it the deadliest factory fire in the
history of a country long plagued by factories fires. Workers found themselves trapped by the
absence of safe and accessible fire exits, windows blocked by iron grills, a lack of adequate fire
preparedness training, and the fact that the building was at the time under construction: five
additional stories were being added to the original three-story structure, even as garment
production continued as usual.
In this unsafe environment, ten workers perished on Tazreen’s fifth floor, where they
were sewing Walmart’s Faded Glory shorts. Walmart, one of the many companies producing
garments at the factory (Maquila Solidarity Network 2012b),

claimed it was unaware that its
Faded Glory shorts were being sewn at Tazreen through a subcontracting arrangement. Yet the
factory’s owner reported that Walmart’s local office had audited the factory a year earlier,
finding only problems with excessive overtime. A Walmart spokesperson confirmed this,
acknowledging that the company had conducted at least two inspections in 2011, but claiming
that Walmart had stopped production “many months before the fire” (Yardley 2012).

Effects of the Coronavirus Outbreak on Business and Society
The coronavirus outbreak has not only led to a massive loss of life globally but also altered social and economic structures in a manner that will persist for a long time. As the pandemic continues devastating communities across the globe, wealth has emerged as the best defense against catastrophes. Wealthy individuals have invested in systems that allow them to work from home to minimize interactions and avoid contracting the virus (Bonacini et al., 2021). Less wealthy individuals cannot afford to stay at home because most of them rely on daily wages to meet their basic needs. Additionally, low-income earners might not avoid interactions because most of them live in places with crowded housing. Moreover, Covid-19 has increased the health burden on low-income earners while decreasing job opportunities. Therefore, the pandemic is likely to exacerbate the economic inequality in society because the rich are amassing more wealth while the poor are suffering from high unemployment.
Besides increasing inequality, the pandemic will transform working habits in the future owing to company responses to regulations aimed at curbing the virus’s spread. At the onset of Covid-19, governments established regulations to restrict people's movement. These rules have changed business practices, promoting working from home and demonstrating the importance of technology in the corporate world. The change from working in offices to operating from home is likely to be permanent because most employers are beginning to question the purpose of a workplace. Over time, companies will establish effective policies to facilitate working from home, making it the new norm in business. Likewise, organizations will embrace technology more to serve customers who have shifted to online shopping to decrease physical interactions.

Description of the Medicare Policy of 2019
Patient Safety and Quality Improvement Act (PSQIA) is one of the most important health care policies in the United States. The Act was passed in 2005 to protect health care professionals and workers who report unsafe conditions in hospitals. The policy was formulated to encourage the reporting of adverse events and malpractices that occur in health care centers. Such events may include medical errors and accidents. The law seeks to protect the identity of professionals who report such incidences while maintaining the patients’ confidentiality. To protect patient privacy, the law imposes fines for confidentiality breaches (Nash, 2011). The policy also bestows the Agency for Healthcare Research and Quality (AHRQ) with the responsibility to publish a list of patient safety organizations that record and assess patient safety data. The Office of Civil Rights also enforces the policy among national health care facilities. The primary goal of this policy is to encourage health professionals to improve the safety and quality of health care and to understand the underlying causes of hazards in the delivery of healthcare (Nash, 2011). The policy also seeks to encourage the sharing of such results in all states within a protected legal framework, thereby minimizing any risks that are associated with patient care. In so doing, the policy hopes to reduce potential risks that patients are exposed to.
Rationale and Professional Relevance
Maintaining patient safety and quality of care are some of the most important goals of healthcare professionals. The policy goes a long way in encouraging all health care professionals to observe safety and quality standards. The Institute of Medicine regards patient safety as indistinguishable from delivery of quality care (Mitchell, 2008). Health professionals should observe patient safety practices such as use of stimulators, bar coding, computerized order entry, and crew resource management to avoid errors and improve health care processes (Mitchell, 2008). In order to comply with the legislation, nurses and other professionals should focus their attention on defining and measuring quality long before national and state level stress on quality improvements. Nurses have the responsibility in patient safety to avoid medication errors and prevent patient falls.

The success of a policy depends on stakeholder participation and compliance. The key stakeholders of the policy can be broadly categorized as internal or external stakeholders. Within a health care institution, internal stakeholders include health professionals such as nurses, physicians, pharmacists, and clinical officers. The United States of America (USA) covers 3,717,727 square miles and is made up of 50 states
(Infoplease, 2010). The USA’s population in 2004 was 293,027,571 (U.S. Census, 2004). In 2010
the population reached over 307 million. The proportion of the population that is under 15 years
old in the United States (U.S.) is 21%, and the over-60 population proportion is 16% (UNO,
2004). Slightly more than 12.4% of the population were 65 years and older of which 1,557,800
(4.5%) were living in nursing homes (U.S. Census, 2010). The primary languages spoken in the
United States are English and Spanish. The largest ethnic groups are European American (75%).
African American and Latino groups each constitute approximately one-eighth of the population.
The largest religious groups are Protestant (over 50%) and Roman Catholic (25%).
The United States is the largest, most powerful nation in the industrialized (developed) world, and
it has a high literacy rate. However, in 2006, while it led the world in healthcare spending per
capita, it ranked 39th for infant mortality, 43rd for adult female mortality, 42nd for adult male
mortality, and 36th in life expectancy, earning an overall ranking of 37th in the industrialized world
in healthcare performance (Murray & Frenk, 2010, p. 1). Life expectancy in the United States is 80
years of age for European American women, 75.9 for African American women, 75.3 for
European American men, and 68.9 for African American men. The life expectancy rate for the
United States is among the lowest for the industrialized world, and infant mortality is among the
highest. Americans consider quality, affordable health care a birthright, an expectation. Yet, unlike
other world powers, the U.S. government plays a small role in ensuring that everyone has equal
access to quality health care and services.
Although the United States is envied for its wealth, high technological capabilities, and research
savvy, historically it has not kept pace with other industrialized nations in the area of healthcare
delivery. This is reflected by its poor outcomes in infant mortality and life expectancy. The

In January 2017, Michael Medline was appointed chief executive officer (CEO) of the Canadian grocer
Sobeys Inc. (Sobeys), which was experiencing financial difficulties. Medline was tasked with saving
Sobeys from near insolvency and planning strategically for the company’s core grocery business. He
devised an interim growth plan called Project Sunrise, which had two main objectives: quickly relieving
Sobeys of its troubled financial situation and preparing for the long-term industry disruption that was
becoming prevalent, both locally and globally.
LEARNING OBJECTIVES
Students can assess Medline’s road map for the execution of Project Sunrise and learn how to develop and
apply a long-term plan for a company facing industrywide disruption. After completion of this case,
students will be able to accomplish the following objectives:
Evaluate the priorities for action identified by the CEO.
Develop an action plan for the company to avoid bankruptcy.

Abstract. Th e main reason of this study is to test the interest rate impact on investment in
Jiangsu Province of China. Jiangsu has the largest quantity of investment in China.
For long run, nexus Johansen Co-integration test is employed. Whereas, vector er-
ror correction model (VECM) is used to fi nd short run association over the period
of 2003-2012. Th e results indicate that there is a long-term relationship association
among variables. It has negative relation in the long run but positive in short run. Th is
research also produces suggestions that will help in terms of interest rate policy as well
as improving investment that promotes economic growth in Jiangsu Province.

INTRODUCTION
Changes in interest rates can refl ect the basic situation of the operation of macro economy; it also eff ects
all the macroeconomic variables such as GDP, price level, the level of employment, international balance of
payments, the rate of economic growth, etc. Obviously the interest rate is an important economic variable
that plays an important role in both macro and micro economy activity.
Th erefore, a change in interest rates is one of the main factors to judge the macroeconomic situation and
the interest rate trend analysis is the main method to predict the macroscopic economic situation. Western
economists believe that the market rate of interest, the total social savings and investment are closely linked.
Th erefore, the current interest rates aff ect the investment activities. At the same time, current interest rates
also aff ect the scale of investment in the future by adjusting the savings. If the interest rate rises, bond prices
fall, if the interest rate falls, bond prices rise.
Th e infl uence of interest rate on investment scale is operate as the opportunity cost of investment on
total investment, Under the condition of unchanged in investment income, the rising interest rates increase
the cost of investment and then inevitably cause lower income investors to withdraw from the area of invest-
ment, so that the demand for investment is reduced. However, falling interest rates means that investment
costs decline, thereby stimulating investment and the total social investments increase.

Sourcing group’s top priority, which is why Walmart suppliers are contractually
required to sign our Standards for Suppliers before they’re approved to produce
merchandise for sale at Walmart. These Standards for Suppliers make clear our
fundamental expectations for suppliers and factories regarding the treatment of
workers and impact on the environment. Suppliers are also required to display our
Standards for Suppliers in the local language in all factories where products are
made for us, so workers know our expectations of suppliers and factory
management.

Walmart, the world’s largest corporation in 2015, invests in “comprehensive social audits across
our global supply chain.” Its factory audits—reportedly often unannounced—are conducted by
“independent accredited and internationally recognized auditing firms.” Factories are then said to
be reaudited every six to twenty-four months, based on the results. This comprehensive auditing
system is designed to verify that factories “meet or exceed” Walmart’s standards, which include
assurance that all labor is voluntary, prohibitions against child labor, requirements that hours are

not excessive (and are consistent with local laws or regulations), and that factories provide safe
and healthy working conditions (Walmart 2014).
On November 24, 2012, a fire at the Tazreen Fashion apparel factory in Dhaka,
Bangladesh, claimed 112 lives and injured 200 others, making it the deadliest factory fire in the
history of a country long plagued by factories fires. Workers found themselves trapped by the
absence of safe and accessible fire exits, windows blocked by iron grills, a lack of adequate fire
preparedness training, and the fact that the building was at the time under construction: five
additional stories were being added to the original three-story structure, even as garment
production continued as usual.
In this unsafe environment, ten workers perished on Tazreen’s fifth floor, where they
were sewing Walmart’s Faded Glory shorts. Walmart, one of the many companies producing
garments at the factory (Maquila Solidarity Network 2012b),

claimed it was unaware that its
Faded Glory shorts were being sewn at Tazreen through a subcontracting arrangement. Yet the
factory’s owner reported that Walmart’s local office had audited the factory a year earlier,
finding only problems with excessive overtime. A Walmart spokesperson confirmed this,
acknowledging that the company had conducted at least two inspections in 2011, but claiming
that Walmart had stopped production “many months before the fire” (Yardley 2012).

The coronavirus outbreak has not only led to a massive loss of life globally but also altered social and economic structures in a manner that will persist for a long time. As the pandemic continues devastating communities across the globe, wealth has emerged as the best defense against catastrophes. Wealthy individuals have invested in systems that allow them to work from home to minimize interactions and avoid contracting the virus (Bonacini et al., 2021). Less wealthy individuals cannot afford to stay at home because most of them rely on daily wages to meet their basic needs. Additionally, low-income earners might not avoid interactions because most of them live in places with crowded housing. Moreover, Covid-19 has increased the health burden on low-income earners while decreasing job opportunities. Therefore, the pandemic is likely to exacerbate the economic inequality in society because the rich are amassing more wealth while the poor are suffering from high unemployment.
Besides increasing inequality, the pandemic will transform working habits in the future owing to company responses to regulations aimed at curbing the virus’s spread. At the onset of Covid-19, governments established regulations to restrict people's movement. These rules have changed business practices, promoting working from home and demonstrating the importance of technology in the corporate world. The change from working in offices to operating from home is likely to be permanent because most employers are beginning to question the purpose of a workplace. Over time, companies will establish effective policies to facilitate working from home, making it the new norm in business. Likewise, organizations will embrace technology more to serve customers who have shifted to online shopping to decrease physical interactions.

dominated Earth for 541 million
years, a time span called the
Phanerozoic eon. Huge
numbers of species have
evolved and gone extinct
during this time, in a complex
story that includes fish, giant
reptiles and whales.
However, in the 1980s
palaeontologist John Sepkoski
analysed the overall pattern
of evolution in the sea,
where the fossil record is best.
He concluded that marine
evolutionary history could
be broken down into three
supergroups, which he called
“great evolutionary faunas”.
The first group was
dominated by trilobites,
which resembled woodlice,
and bristle worms; the second
by shellfish-like creatures called
brachiopods; and the third by
molluscs, which have persisted
to the present day. Other animals
like land mammals probably
followed similar patterns, but
their fossil record isn’t complete
enough for us to know.
Now, by analysing nearly
18,300 marine genera from
the Phanerozoic fossil record,
Alexis Rojas-Briceno of Umeå
University in Sweden and
his colleagues have found
that the evolution of
complex marine life is best
described using four great
groups of fauna, not three
(bioRxiv, doi.org/dg98).
The first supergroup existed
between 541 and 494 million
years ago, spanning the
Cambrian explosion in which
many animal groups first
emerged. As in the original
analysis, trilobites dominated.
The second supergroup,
dubbed the Palaeozoic, lasted
from 494 to 252 million years
ago. Creatures with hard outer
shells were now widespread,
including brachiopods. This
phase ended when the end-
Permian extinction wiped out
almost all complex life on Earth.
This matches Sepkoski’s
analysis, but the new study
splits his third great fauna into
two. In this version, the third
supergroup is called the
Mesozoic. It began in the wake
of the Permian extinction and
ended 129 million years ago, in
the middle of the dinosaur era.
This time cephalopods, the
group that includes squid
and octopuses, were the rulers.
The fourth and final
supergroup, the Cenozoic, is
still dominant today. During
this time, clams and snails have
made up much of the diversity.
The team found that all four
supergroups originated in the
tropics, then expanded through
the oceans. This is in line with
the idea that the tropics are
hotbeds of evolutionary
innovation, which has been
promoted by David Jablonski
at the University of Chicago.
It may be that the warmer
temperatures and ample
sunlight ensure there is plenty
of food to nourish a multitude
of species. However, John Alroy
at Macquarie University in
Australia isn’t convinced. “I have

SO YOU WANT TO BE A SCIENTIST
You might have heard the term hypothesis used in other classes. You may even have had to formulate one for a research project you did for another class, or you may have read one or two in a journal article. If so, then you probably have a good idea what a hypothesis is. For those of you who are unfamiliar with this often-used term, a hypothesis is basically “an educated guess.” Its most important role is to reflect the general problem statement or question that was the motivation for asking the research question in the first place.
That’s why taking the care and time to formulate a really precise and clear research question is so important. This research question will guide your creation of a hypothesis, and in turn, the hypothesis will determine the techniques you will use to test it and answer the question that was originally asked.
So, a good hypothesis translates a problem statement or a research question into a format that makes it easier to examine. This format is called a hypothesis. We will talk about what makes a hypothesis a good one later in this chapter. Before that, let’s turn our attention to the difference between a sample and a population. This is an important distinction, because while hypotheses usually describe a population, hypothesis testing deals with a sample and then the results are generalized to the larger population. We also address the two main types of hypotheses (the null hypothesis and the research hypothesis). But first, let’s formally define some simple terms that we have used earlier in Statistics for People Who (Think They) Hate Statistics.
SAMPLES AND POPULATIONS
As a good scientist, you would like to be able to say that if Method A is better than Method B in your study, this is true forever and always and for all people in the universe, right? Indeed. And, if you do enough research on the relative merits of Methods A and B and test enough people, you may someday be able to say that.
But don’t get too excited, because it’s unlikely you will ever be able to speak with such confidence. It takes too much money ($$$) and too much time (all those people!) to do all that research, and besides, it’s not even necessary. Instead, you can just select a representative sample from the population and test your hypothesis about the relative merits of Methods A and B on that sample.
Given the constraints of never enough time and never enough research funds, with which almost all scientists live, the next best strategy is to take a portion of a lar.

The empire's roots lie in the city of Rome, founded, according to legend, by Romulus in 753 BCE. Over centuries, Rome evolved from a small settlement to a formidable republic, characterized by a complex political system with elected officials and checks on power. However, internal strife, class conflicts, and military ambitions paved the way for the end of the Republic. Julius Caesar’s dictatorship and subsequent assassination in 44 BCE created a power vacuum, leading to a civil war. Octavian, later Augustus, emerged victorious, heralding the Roman Empire’s birth.
Under Augustus, the empire experienced the Pax Romana, a 200-year period of relative peace and stability. Augustus reformed the military, established efficient administrative systems, and initiated grand construction projects. The empire's borders expanded, encompassing territories from Britain to Egypt and from Spain to the Euphrates. Roman legions, renowned for their discipline and engineering prowess, secured and maintained these vast territories, building roads, fortifications, and cities that facilitated control and integration.
The Roman Empire’s society was hierarchical, with a rigid class system. At the top were the patricians, wealthy elites who held significant political power. Below them were the plebeians, free citizens with limited political influence, and the vast numbers of slaves who formed the backbone of the economy. The family unit was central, governed by the paterfamilias, the male head who held absolute authority.
Culturally, the Romans were eclectic, absorbing and adapting elements from the civilizations they encountered, particularly the Greeks. Roman art, literature, and philosophy reflected this synthesis, creating a rich cultural tapestry. Latin, the Roman language, became the lingua franca of the Western world, influencing numerous modern languages.
Roman architecture and engineering achievements were monumental. They perfected the arch, vault, and dome, constructing enduring structures like the Colosseum, Pantheon, and aqueducts. These engineering marvels not only showcased Roman ingenuity but also served practical purposes, from public entertainment to water supply.

Public health system service provision is done mainly by the government working collaboratively with the community nonprofit and faith-based organizations (Green, 2018). Private health care is provided in hospitals, outpatients, mental health, home care, wellness center, long term or residential and other alternative medicine setting (Green, 2018). Nurses, physicians and other professionals are responsible for providing services to patients both in the private and public sector (Kahn, 2011). According to the National Health Expenditures in 2014, 48 % of health care spending came from private funds, with 28% coming from households and 20 % from coming from private businesses. Financing of health care remains a big challenge in the United States. It is a major topic of debate everyday by politicians, insurance companies and those receiving services. One main method of financing is individuals must pay out of their pocket for services they receive, and most people cannot afford the cost. Most people can receive health service through their health insurance coverage. Health insurance is provided by the government or private company to ensure payment is made for healthcare services such as illnesses, injuries and health conditions (De lew et al. 1992). Although, the US have the highest expenditure in the world for the provision of health service, however, they do not perform particularly well in terms of gross health outcome (Ridic et al. 2012). The main contributor in the weakness of the American health care outcomes is the fact there are 42 million of
- 2. American without healthcare insurance. (De lew et al. 1992). This impedes a lot of people to access health care when most needed particularly people on low income bracket. They go to hospital when they are very sick. Another issue with health care provision in America is the inability to control of cost. The advantage of the America health care system is the advanced state of technology. Premature babies have high chance of survival in the US because of advanced technology, high life expectancy after 80 years compares to other countries and US is world leader in pharmaceutical innovation (Ridic et al. 2012). The reforms resulting from the Affordable Care Act (ACA) over the past years have led to increase in health care coverage. According to Martin et al. (2014), about 20 -22 million individuals have obtained health care insurance since 2010 through the expansion of Medicaid and other policy adjustment. However, there still more than 25 million of US residents without health insurance. It is hoped that health care professionals, politicians and the general public will conclude that health care is a basic right for every person and not a privilege for few people. The solution to achieve this goal is a justified cause for modern society to be judged as fair. References
