What is Corruption?
A person is “corrupt” when he is dishonest in his intentions and actions. So “corruption”
means dishonesty in thinking and action. Bribery, using one’s official position
improperly and using the money or material of others without their permission are

elections, buying the loyalty of members of assemblies, offering ministries to them to
win their support, and so on. Quite a few of the candidates in elections try to get votes
in corrupt ways.
Bribery is the most common form of corruption in different countries and societies. We
find so many people offering and giving money and things to government servants to
get their work done. We see students giving money to the staff in the examination halls
to copy, which can be called educational corruption. It brings down standards of
education and destroys the efforts and hopes of thousands of honest students.
Selling goods in the black market (selling goods at more than market prices) is a serious
form of corruption. Many businesspeople sell those things at very high prices that are in
short supply. For example, some medicines are available (can be had from) only at very
few medical stores. Those medical stores can easily start selling them in the black
market. The common people, especially the patients, suffer much when they cannot buy
the medicines easily. Today we find the above and several other forms of corruption all
around. That is why we say that our society has gone corrupt.
Corruption is the result of the wide gap between the rich and the poor in our society.
Poor government servants like police officers (policemen) and clerks sometimes have to
take bribes to meet the expenses of their families. The government should try to
improve (better) their economic condition by keeping the prices of things of daily use
low and by increasing (raising) their salaries. The government should check, through
law, all the banks and finance companies from misusing the money of the people.
Political corruption during elections, bribery, and use of recommendation and
connections to get jobs should be checked through strict rules and social reforms. This
is what the Quaid-e-Azam advised us to do when he asked us never to allow favoritism
and jobbery (corrupt dealing) in the country. Just see how much unthankful and
disobedient to the Quaid we are by allowing widespread corruption in different forms
and colors.

Corruption means dishonest or illegal behavior, especially of people in authority. In a
moral sense, corruption generally refers to decadence. Corruption affects all regions of
the world and all levels of society, but the impact is greater in developing countries.
Political corruption, bribery, nepotism, electoral fraud, embezzlement, kickbacks,
involvement in organized crimes, governmental corruption and corruption in the
judiciary are some of the apparent forms of corruption. Political corruption is the abuse
of public power, office, or resources by elected government officials for personal gains.
Police corruption is a specific form of police misconduct designed to obtain financial
benefits. One common form of police corruption is accepting bribes in exchange for not
taking action against illegal activities. Corruption poses a serious development
challenge. In the political realm, it undermines democracy and good governance.
Corruption in elections and in legislative bodies reduces accountability. Corruption in
the judiciary compromises the rule of law and corruption in public administration results
in the inefficient provision of services. Corrupt countries may formally have legislation
against illegal activities but it cannot be enforced if officials can easily be bribed.
Corruption undermines political, social and economic stability and damages trust in
institutions and authorities.
Corruption in Pakistan seems pervasive across most sectors. Police and law enforcement
agencies, judiciary and the legal profession, power sector, tax and customs, health and
education and land administration are among those most affected by corruption.
Corruption in the police and law enforcement agencies is perceived to be pervasive,
creating a culture of lawlessness and lack of credibility and trust in authorities. The
police and law enforcement appointments are often politicized and full of conflict of
interest. According to the recent report of Transparency International, Pakistan is one of
the countries having the worst record of corruption. There is a widespread lack of public
confidence in the institutional legitimacy of the justice system. Access to justice and the
rule of law are undermined by corruption and are under a threat.

The government of Pakistan should take a number of steps to strengthen the Anti-
Corruption Agencies and especially concentrate on the National Accountability Bureau
for its reforms. Civil society and non-governmental organizations should be engaged in
government’s committees, task forces and other advisory and oversight roles. The local
government is required to establish various bodies that may act as “watchdogs” and
contribute towards the fight against corruption. These are to be set up in each town
where citizens can take part in the direct monitoring of the Police, Judiciary, the District
Government and others.

In a moral sense, corruption generally refers to decadence. Corruption affects all regions of the world and all levels of society, but the impact is greater in developing countries. Political corruption, bribery, nepotism, electoral fraud, embezzlement, kickbacks, involvement in organized crimes, governmental corruption and corruption in the judiciary are some of the apparent forms of corruption. Political corruption is the abuse of public power, office, or resources by elected government officials for personal gains. Police corruption is a specific form of police misconduct designed to obtain financial benefits. One common form of police corruption is accepting bribes in exchange for not taking action against illegal activities. Corruption poses a serious development challenge. In the political realm, it undermines democracy and good governance. Corruption in elections and in legislative bodies reduces accountability. Corruption in the judiciary compromises the rule of law and corruption in public administration results in the inefficient provision of services. Corrupt countries may formally have legislation against illegal activities but it cannot be enforced if officials can easily be bribed. Corruption undermines political, social and economic stability and damages trust in institutions and authorities. Corruption in Pakistan seems pervasive across most sectors. Police and law enforcement agencies, judiciary and the legal profession, power sector, tax and customs, health and education and land administration are among those most affected by corruption. Corruption in the police and law enforcement agencies is perceived to be pervasive, creating a culture of lawlessness and lack of credibility and trust in authorities. The police and law enforcement appointments are often politicized and full of conflict of interest. According to the recent report of Transparency International, Pakistan is one of the countries having the worst record of corruption. There is a widespread lack of public confidence in the institutional legitimacy of the justice system.   • 8. The government of Pakistan should take a number of steps to strengthen the Anti- Corruption Agencies and especially concentrate on the National Accountability Bureau for its reforms. Civil society and non-governmental organizations should be engaged in government’s committees, task forces and other advisory and oversight roles. The local government is required to establish various bodies that may act as “watchdogs” and contribute towards the fight against corruption.
