On a quarterly basis NYSERDA submits for reimbursement
bills accrued for actual program expenditures
NYSERDA initially receives a start up infusion of 25% of the
first year’s anticipated budget

There is a desire to minimize the accumulation of
unexpended balances within a state agency (NYSERDA)
