This document discusses issues related to open data policies and frameworks. It addresses challenges like ensuring open data is relevant and useful, managing data quality and privacy, and determining who pays for open data resources. Two examples are provided: open city data often lacks interoperability and has tensions between transparency and privacy; linked data projects have mostly technical benefits demonstrated rather than clear business impacts. Two EU projects are noted that aim to facilitate open data access across formats and provide practical tools for businesses to leverage linked open data.

CISUFLO project was presented during the “Workshop on Innovative and digital solutions for circularity and sustainability in textiles” organized by the European Commission DG Growth, last 15th October.
Dr. Jan Vincent Jordan, on behalf of RWTH Aachen, introduced CISUFLO as potential best practices on how digitalisation supports sustainability and on how SMEs can be supported in digitalization (with a focus on RWTH Aachen “Systemic Transition Support Tool”). During the workshop the DG CNECT presented the concept of the Digital Product Passport and DG RTD explained the “Research & Innovation for Sustainable and Circular Textiles”. The EC’s priority on the sustainability and circular economy underlines once again how important it is that CISUFLO is working in this direction to lead the flooring sector in Europe towards the circular economy.

The LinDA project addresses one of the most significant challenges of the usage and publication of Linked Data, the renovation and conversion of existing data formats into structures that support the semantic enrichment and interlinking of data. The set of tools provided by LinDA will assist enterprises, especially SMEs which often cannot afford the development and maintenance of dedicated information analysis and management departments, in efficiently developing novel data analytical services that are linked to the available public data therefore contributing to improve their competitiveness and stimulating the emergence of innovative business models.

• Great potential for increasing “smartness” – or livability and
residents’ well being – of a city in a variety of domains, from
mobility to energy, from public health to environment etc.
• Quite often released in a non-interoperable format, which is
difficult to access and use by the developer community, let
alone the average citizen
• With latent tensions between transparency and privacy,
accountability and the law of order
• A plethora of pretty similar applications are built on the top
of scanty and incomplete datasets, not enabling to reach
critical mass or business dimension (transferability)

Example2: Linked Data projects
• Mostly promoted by technology enthusiasts (or deliberate
experimenters), have not, as yet, demonstrated impact on
business cases
• Their advantages are most often assumed or implied; little
measurement occurs and far more expressions of technical
benefit (for example, it is easier to work across systems)
than of business benefit (e.g., better service quality) exist,
although one might lead to the other
• There is a common need (also to the previous example) for
the creation of ad hoc open/linked datasets in response to
precisely identified socio-economic needs.
