Mr. Christopher Gates
FAA Division Director
SENTEL Corporation
1101 King Street, Suite 550
Alexandria, VA 22314
Dear Mr. Gates:
I would like to take this opportunity to commend Mr. Miguel Rey for his remarkable support to Safety
and Technical Training over the past year. Mr. Rey was recruited by SENTEL to work on the
development of the Safety Management Tracking System (SMTS). He was an ideal candidate for the
SMTS assignment thanks to his project leadership and software implementation skills but particularly
based on his expertise in EtQ Reliance, the software environment on which SMTS resides.
Leveraging his vast knowledge of EtQ products, Mr. Rey completed the lion's share of an SMTS
prototype within a few months of coming aboard. This allowed the user community to contribute
substantially to refining what the final version of SMTS would look and feel like. Last spring, Mr. Rey
led an effort to establish three sustainable instances (Development, Test, and Production) of the EtQ
software for Safety and Technical Training. Then he began to build a completely new version of the tool.
By the end of the summer, he and his team had completed the implementation, test, and promotion of
SMTS, which was released to the Air Traffic Organization on September 1, 2014. This was an aggressive
undertaking with many requirements, redirections, nagging details, and last-minute changes, which many
wrote off as impossible. The completion of the task required creativity, experience, and total
commitment—all qualities that Mr. Rey demonstrates every day. As the system evolves and improves
through subsequent builds, Mr. Rey continues to be the "go to" person for all things related to SMTS.
With his dedication to SMTS, Mr. Rey exemplifies the qualitytechnical support we have come to expect
from SENTEL Corporation.
