In order to achieve the objective of improving service delivery to Cook County residents, the Bureau of Technology, through the Office of the Chief Procurement Officer (“Procurement”), is issuing this Cook County Website Implementation, Branding, and Governance (RFP). The purpose of this RFP is to provide adequate background, knowledge and scope for Proposers to propose a solution that meets the described requirements in alignment with website implementation best practices. The County intends to award one contract for up to five (5) years with two (2) 2-year-extension options. The length of the contract and renewal options are intended to provide long term support and maintenance. Upon successfully completing this initiative the County expects to meet the following business goals and objectives:
a. Define an effective website communications and service delivery strategy;
b. Define website communications and service delivery governance;
c. Improve service delivery;
d. Communicate services effectively;
e. Increase website use by Cook County residents and other external users (community);
f. Implement innovative ideas to leverage existing paper forms and content;
g. Implement innovative ideas to gradually reduce physical mailing costs;
h. Protect private information;
i. Increase two-way communication with the community;
j. Apply all applicable data security standards.
