The 2012 Azusa Football League Constitution will serve as the
governing document for the 2012 league season. Issues that arise
which are not previously addressed in this document will be managed
by the Azusa Commission.

2012 CONSTITUTION

BACKGROUND/OVERVIEW
The Azusa Fantasy Football League was founded prior to the 2007 NFL season. The league was composed
of a splinter group that broke away from the Lakenheath Crew fantasy league on Yahoo. The initial desire
for this startup league was to provide a fun outlet for football lovers to stroke their football fandom. In the
subsequent years since 2007, the league has grown by leaps and bounds. Many guys have operated
franchises in the league and many have remained since that first season.
The 2012 season marks the third season on the MFL platform. The league is a 3-Division, 12-team league.
This season, as those previous, is designed with the purpose of increasing the overall competitive nature of
fantasy football, while adding as many realistic elements of managing a franchise.
The Azusa league is a contract-based league. There is no salary cap. Players are retained due to the
contracts that are extended to them by our franchise owners.
This document will serve as the guide for the league Commissioner as well as each individual owner to abide
by during the 2012 season. The league constitution endeavors to provide direction for how the league will be
managed. Most, if not all, situations which may arise in any given year are addressed in this document. Any
issue that becomes evident that is not directly addressed in the following pages will be addressed by the
league Commissioner and/or the Azusa Commission.
The Azusa Commission is currently comprised of:

Due to the tenure of these individuals, it may be time to open up the commission to include our fourth member,
Todd L. This season, we will honor the champions with trophies, thanks to the generous gifts left by Todd. For
that, the Commissioner is including Todd in league matters that generally occur in the background before
becoming unclassified and released to the entire league.
Regular participation is mandatory, i.e., you must submit a full lineup on a weekly basis, vote in league polls,
and complete assigned previews/reviews on time. Failure to submit a full lineup on time will result in an illegal
roster and the Azusa Commission will review your case.

Total incoming fees are $1680 with league registrations. The payouts are $655 for fixed items and the
remaining $1025 will go towards the league champion, 2nd place, and 3rd place finishers. The final numbers
are increased based on transaction fees during the season. Each season, the champion starts out with no less
than $615. Second place starts out at $256.25, while 3rd place opens up valued at $153.75.

TEAM SCHEDULES

 Regular season games will be played in weeks 1 – 13 of the NFL schedule.

 The playoffs will be held during weeks 14-16 of the NFL schedule.

 Each team will play their division teams twice and each of the non-division opponents one
time each. This is a total of 14 games.

 Doubleheader to be played in week 3.

 Only one lineup permitted each week (including doubleheader week).

 The schedule will be randomly generated before the season begins.

ROSTER

 Teams are required to maintain an active roster of 14 players, with max of 4 TS slots and 2
IR (if needed) slots.

 Starting lineups will consist of 8 active players:

**NOTE: When selecting your starting lineup, you must also select one nonstarting
player at any position to serve as a tie breaker.

 Each team should have the minimum quantity of players to field a starting lineup each week.
There is no limit on positional players after that.

 Lineup submission deadline is at gametime for each player you intend to start.

 No partial lineups are allowed.

TAXI SQUAD
The Taxi Squad (TS) is an additional 4 roster spots – not part of the active roster - that can only be used
under these criteria:

 The only way to get on the Taxi Squad is to be drafted to it. A player cannot be placed
on the squad through free agency or demotion from the active roster.

 Once you move a player from the TS to the active roster, you cannot move them back.

 Promotion to active roster costs 5.00 AZUSA BUCK$ in season, i.e. players can be promoted
during the offseason with no AB$ cost (see Azusa Buck$ section).

 Only rookies are eligible for the TS.

 Any person on the TS must be under a Rookie Contract.

 TS players can be traded. If you acquire TS players in a trade, you must have room for
them, i.e. you must provide an available TS slot or place on your active roster (5.00 AB$).

 Using the TS positions is not required.

INJURED RESERVE
 Only players listed on the site with a status of IR or Out can be assigned this designation.

 Each team is limited to a maximum of 2 players on the IR at any given time. If you
acquire a player in a trade who is on IR and you have no available IR slots, you must clear
roster space in order to place this new player on the IR or active roster.

 Once on IR, a player cannot be reactivated for 24 hours.

 Activation from IR costs 5.00 AB$ (see Azusa Buck$ section).

 You can NOT make anymore IR moves once your total AB$ reaches "0.00".

 IR players can be traded or released.

 During offseason, players are automatically activated.

DRAFT
 Draft will consist of 15 rounds. The draft will be held on the 4th Saturday in August.

 Time will be agreed upon by a majority vote of owners.

 All players not currently on an AZUSA franchise roster (contracted players) are eligible to
be drafted.

 Each team is expected to emerge from the draft with the required 15 roster slots filled.

 Any vacant roster slot(s) must be filled after the draft via FCFS on draft day ($1 per
acquisition). Drafted players are free acquisitions.

 Teams will have 2 mins (rds 1-5), 1:30 (rds 6 – 10), 1 min (rds 11-15) .

 Draft will follow the serpentine (1…12, 12...1) format.

 Draft order as follows: All picks based on 2011 playoff finish (See Playoffs).

 Toilet Bowl Champion earns 1st pick.

 Toilet Bowl contenders pick in order of their final rank, which is based on their results
in the post season**.

 Championship Bracket contenders will pick in order of their final rank, which is based
on their results in the post season**.

 The runner-up will pick 11th.

 The champion will pick 12th.
**NOTE: Winning your bowl game will earn you a higher draft position.

CONTRACTS
Contracts are the foundation on which this league runs. To help keep it simple, there are 3 rules to which all
contracts adhere:

 Contracts can NOT be extended. Once a player’s contract expires he becomes a free agent
and may not be re-signed by the same team unless he is drafted by them or acquired from
free agency during the season.

 Contracts follow players. Once a player is signed to a contract, that contract follows him –
for the length of the contract – including if he is dropped to free agency, traded to another
team, or acquired by another team after being dropped.

 A player can only be signed to one contract at a time.

 Owners MUST announce contract signings via Azusa message board on site. This is
official record of your move. Signings may not be reversed after you submit.

On the Contract Recycle Date, the total contract years (Yrs) for each previous season’s contract, will be
reduced by 1. This will continue each season until the total reaches zero. At that point the contract has
expired. New contracts begin the Sunday before NFL Week 1 kickoff. Contracts may span several seasons.

 You may not save a contract for use at a later time. New contracts must be signed the
Sunday before kickoff of the first NFL game or they will be lost.

 Contracts cannot be traded. You may trade a player under contract, but trading players or
draft picks for a contract is not allowed.

CONTRACT TYPES
DRAFT CONTRACT
After the draft of every season, each owner is awarded a 2-year Draft Contract. This contract can only be
used to sign a newly drafted player. This contract must be signed before noon the Sunday before NFL Week
1 kickoff.
ROOKIE CONTRACT
This contract is ONLY used for rookies that are drafted AND placed on the Taxi Squad. If you choose to
use a TS spot the contract must be signed before noon the Sunday before NFL Week 1 kickoff. The round in
which a rookie is drafted determines the length of their rookie contract:

TRANSACTION CONTRACT
After the yearly entry fee is paid for, the owner is given a 1-year Transaction Contract. This contract
currently may be used in two specific situations and must be used before the Contract Recycle Date. The
situations are as follows:

 To keep a Free Agent acquisition. If you picked up a player from free agency the previous
season and that player is currently on your roster and isn’t under contract already, you may
sign this player to a 1-year Transaction Contract.
-OR-

 To sign a traded player that is at the end of his DC or RC. If you traded for a contracted
player whose DC or RC will expire during the upcoming Contract Recycle Date, you may
sign this player to a new 1-year Transaction Contract.
**NOTE: The trade must have occurred before the trade deadline (Week 11) of the previous season.
Once a player is signed to a Transaction Contract, that player can no longer be signed to any other contract.
This means that the player will automatically enter back into the player pool at the end of the 1-year contract.
The player will remain on the owner’s roster until he is dropped with the other unsigned players.

AZUSA BUCK$
 At the beginning of the season, each team starts out with $80.00 AB$.

 AB$ dollars are to be used for Blind Bidding acquisitions and activating players from IR
status. AB$ may be used for more transactions in the future.

 As the season progresses, AB$ may be added to or subtracted from an owner’s AB$
balance. If you are the high scorer of the week (Pimp), you will receive an additional $2.00
AB$. If you are the low scorer of the week (Whimp), $2.00 AB$ will be subtracted from
your total.

 In the event (unlikely) more than one team ties (by way of points) as the Pimp or Whimp of
the week, the AB$ amounts (+, -) will be spread evenly between the teams.

TRADES
 Players may be traded at any time during the approved trade period (See Important
Dates).

 All trades must be submitted through the league to be approved or declined by the
Commissioner. The AZUSA Commission will approve/decline trades involving the
Commissioner’s franchise. In the unlikely event a trade is submitted involving each of the
Commission’s teams (3 way), the trade will be put to a league wide vote.

 All trades will be posted on the league via the Transaction Report.

 Trades must satisfy roster limits prior to approval. In the event an owner acquires more
players than he traded away, he must make the appropriate drops to get down to the 14
man active roster limit. Owners who end up with less than 14 active players in a proposed
trade will need to acquire the appropriate number of players to bring their roster into
compliance or promote players from the TS.

 Any player traded from Team A to Team B cannot be reacquired by the Team A for a
period of 3 weeks. This includes trades, Blind Bids, and FCFS acquisitions.

 Off season trades are not allowed for franchises who have not paid their $25 December 1st
deposit.

 Players acquired in an off season trade will require a $1 transaction per player/pick.

 Owners need to make sure they have funds to cover the transaction prior to submitting.

 Mish will not allow fire-sale trades from teams eliminated from playoff contention.

LOCKED PLAYERS
 Players are “locked” at the scheduled kickoff of their game.

 Once a player is dropped, he is “locked” for 24 hours (from the time of the drop) until he
can be picked up FCFS or by bid (blind bidding).

WAIVERS (RHEYVERS)
BLIND BIDDING

 Azusa uses the Blind Bidding (BBid) system in place of the formerly used Rheyver Wire.
“BBids” indicate that you must submit a bid (price) that you’re willing to spend for a player
and no other owner will know what your bid is.

 The BBid period will begin on Sundays at 9 AM and run (each week of the season) until
Wednesday at 6:45 PM. The winning bids are processed at the conclusion of the BBid
period.

 The winning bid amount will be subtracted from an owner’s total AB$. Losing BBids WILL
NOT affect your AB$ balance.

 All bids must be in increments of $0.25. The minimum bid is $1. The maximum you may spend
on one bid is the entirety of your AB$ balance.

 All winning bids will result in a $1 fee (REAL MONEY) per player you acquire. The
system WILL NOT ALLOW you to bid with AB$ money if your REAL MONEY balance is at
zero dollars.
CONDITIONAL BLIND BIDDING
Conditional blind bids are like waiver request waiver moves, in that, owners can
enter multiple rounds of waiver moves, and prioritize their picks in each round. Each
round's worth of requests are looked at, top to bottom, and the first bid that is considered
valid is the one that the system will accept, ignoring future bids in that round. Here's a
concrete example of how conditional blind bidding works, assuming franch ises 1 and 2,
and players A through Z.

These bids mean:

 Franchise 1, in round 1, wants to acquire player A for a bid of $5.00 AB$, and drop player
Z. If that bid cannot be done, he wants to acquire player B for a bid of $8.00 AB$, and

drop player Z. Note that even though the bid for player B is higher than the bid for player
A, the bid for player A is listed first, and therefore given higher priority.

 Franchise 1, in round 2, wants to acquire player C for a bid of $6.00 AB$, and drop player
Y. If that bid cannot be done, he wants to acquire player D for a bid of $2.00 AB$, and
drop player Y.

 Franchise 2, in round 1, wants to acquire player A for a bid of $4.00 AB$, and drop player
X. Note that this bid does not have a second-ranked bid, so if this bid does not go through,
player X will remain on franchise 2's roster.

 Franchise 2, in round 2, wants to acquire player C for a bid of $5.00 AB$, and drop player
W. If that bid cannot go through, then he wants to acquire player D for a bid of $1.00 AB$,
and drop player W.

On the process waivers page, the system will look at the bids, starting with the highest
AB$ amount top priority bid, and continue looking at bids until all are processed (either
successfully, by doing the add/drop, or unsuccessfully, because the bid is considered
invalid), and by default select the bid that it thinks should go through (or "None", if it
considers all bids invalid).

**NOTE: The term "Round" for blind bidding is merely a placeholder for additional
bids when using Conditional Bidding. These rounds hold no prioritizing value as they
do in Waiver Request, but simply hold additional bids when more than one player is
desired. Bids will be awarded on the highest winning conditional bid regardless of the
round that it is entered.

FIRST COME FIRST SERVED (FCFS)

 At the conclusion of each BBid period, the FCFS period will begin and run until the start of
the first game of the week.

 The FCFS period will be each week of the season from 7 PM on Wednesdays until 9 AM on
the following Sunday.

 Owners may add players via the FCFS system without using their AB$.

 All players acquired will cost $1 REAL MONEY per player.

The scoring model for 2012 is different than in previous seasons. Approved changes for the 2012 season
are indicated by this color.
The key changes are to introduce pick and fumble 6’s. The offensive player loses 2pts for an INT thrown or
FUMBLE lost. Should the defense return it for TD, then an additional -4pts will be added, for total of “six”.
This is how Azusa will have a pick 6/fumble 6.
QB’s lose -.1pts per sack yardage. The defense now gets points for kickoff return, punt return, INT return, and
fumble return yardage. The rate is .01pts per yard. This is a small change and should not change the
landscape of the game, but it will give a chance to earn back points that the defense gives up so easily.
PK’s lose a point for missed FG’s 29yds and shorter.
Finally, RB’s get .5pts per reception. Rush attempts are now .1pt per carry. Pass completions are now .1pt
per completed pass.

NFL PICK’EMS POOL
 NFL Pick’em Pool is back better than ever. This year selections are weighted based on
confidence in that pick. On a standard weekend, there are 16 games. You will pick a game
and assign 16 to the game you are most sure of. You continue to pick all games, assigning
them a confidence number, all the way until the final game that you are least confident
about. That game should get a 1 value. Points are awarded based on correct picks. You will
get the points for the confidence value selected on correctly picked games.

 Picks must be in before the first game of the week.

NFL SURVIVOR POOL
 The NFL Survivor Pool just has each owner pick the winner of one NFL game for the
upcoming week of the season. If the owner picks correctly he/she gets to pick the following
week. If incorrect, they are out and cannot pick in any subsequent weeks.

 The catch with the Survivor Pool you can only pick a team one time to win for the length of
the pool.

TIEBREAKERS
 The fractional/decimal scoring system should eliminate the likelihood of a tie, but in the
event there is a tie, we have the following tie breakers in place.

REGULAR SEASON GAMES
 Each team will designate 1 reserve player (any position) each game as a tie breaking
player. The points this player earns will be used in the tie breaking process against the other
reserve player designated by your opponent. You will have to designate these players
before their games begin. There is no “hindsight 20/20” going on here.

PLAYOFF GAMES
 One reserve player (any position) will be the first playoff tie breaker.

 Second, the playoff seeding for each team will factor in. The higher seed will advance.

PLAYOFF STRUCTURE
CHAMPIONSHIP BRACKET
 The playoff brackets are broken into 2 sections, the top 6 teams will play in the
Championship Bracket. The lower 6 teams will square off in the Toilet Bowl Bracket.

 The top two overall seeds in the Championship Bracket will have a first round bye in week
14. Teams 3-6 will play in the Wildcard weekend, with the winners advancing to play the
top 2 seeds in week 15, the Semi-Final weekend.

 The losers of the Wildcard games in the Championship Bracket will face each other in week
15 in the VERIZON BOWL. The winner gets the 7th pick in the upcoming draft, while the loser
gets the 8th pick.

 The losers of the Semi-Final weekend game in the Championship Bracket will square off in
week 16 in the CENTURY LINK BOWL for the 3rd price payout. The winner gets the 3rd place
price and the 9th overall pick in the upcoming draft. The loser gets the 10th pick.

 The winners of the Semi-Final games in the Championship Bracket will advance to the
Championship game for all the marbles. The champion gets the large payout and the 12th
overall pick, while the loser (runner-up) gets the 2nd place payout and the 11th overall pick in
the upcoming draft.

TOILET BOWL BRACKET
 The Toilet Bowl Bracket has a similar layout as the Championship Bracket.

 The top 2 teams will have a bye in week 14.

 Teams ranked 9-12 will play in week 14 games, with the winners advancing to play the 7th
and 8th ranked teams in week 15.

 Losers in the Toilet Bowl Wildcard games will play each other in the AT&T BOWL. The
winner lands the 5th pick in the upcoming draft. The loser gets the 6th pick.

 Losers of the Toilet Bowl Semi-Final games will meet in week 16 in the TEMPLE
SMOKESCREEN BOWL. The winner gets the 3rd overall pick. The loser gets the 4th overall
pick.

 The winners of the Toilet Bowl Semi-Final games will meet in the Toilet Bowl game in week
16. The winner will receive the #1 overall draft pick in the upcoming draft. The loser will get
the #2 pick.

BETTER YOU PLAY, THE BETTER YOUR DRAFT SLOT.

MISCELLANEOUS
 Your participation is critical for your AZUSA experience. The league will start season 6 on
the MFL backbone.

 The AZUSA Constitution will undergo revisions each off season based on inputs from the
Commissioner, the Commission and by league-wide votes on some issues. It is your job to vote
for/against a proposal that comes before the league in vote.

 The Commissioner reserves the right to implement changes to the league as he sees fit, that
will improve the overall experience for owners in the league. The Commissioner does seek
out the opinions of various owners before making such moves.

 Fees are important to the administration of the league. Each owner is expected to plan
ahead for deadlines and to know what is due on which dates. It is each owner’s
responsibility to know the due dates. Failure to meet obligations on time can result in your
team being removed from the league and replaced with someone on the waiting list.

 Above all, maintain communication with the Commissioner in the event circumstances out of
your control will impede you from meeting a deadline.

 Victory Points (VP) will be used this year as a last resort tie breaking tool
(Standings/Division) and they are used to minimize the luck factor of fantasy football. VP’s
are also awarded for points scored each week. Three VP Buckets will separate the top 4
scoring teams, the middle 4, and the lower 4 scoring teams each week.

 In addition to the Pick’ems and Survivor pools, the league will have a free-for-fun pool on
our league games. This is for bragging rights only. Everyone is encouraged to participate.

 The Commissioner reserves the right to remove any team from AZUSA membership for
conduct that is determined to undermine the fair competitive balance of the league.
Revoked membership will only be reversed by a majority vote of the league members. They
will also pay a $50 reinstatement fee. Members who voluntarily resign will have their
reinstatement request approved/disapproved by the Commissioner. Members reinstated by
the Commissioner are required to submit a $50 reinstatement fee prior to admittance to the
league. Reinstatement fees will go towards draft party costs.

 Issues that are raised that are not covered in this document will be reviewed and decided on
by the Commissioner and the Azusa Commission.
