India reported
2,71,202 fresh Covid-19
cases in the last 24
hours, marginally
higher than Satur-
day’s infections, data
updated by the Union
Ministry of Health
showed on Sunday
morning. The positiv-
ity rate was also lower
at 16.28 per cent from
16.66 per cent.

decided to hand over
the investigation to the
Central Bureau of In-
vestigation (CBI). The
state government will

again changed her statement regarding the rape with
a mentally challenged minor girl who was found
abandoned on a road with injuries to her private parts.
On Sunday, when the members of the Delhi Gurdwara
Committee met the SP, she told them that the possibility
of rape was not ruled out. Two days ago, the SP had
said that on the basis of the medical report, there is no
possibility of rape of the minor.

ly-abled minor girl who
was found abandoned
on a road with injuries
to her private parts.
On Sunday, when the
members of the Delhi
Gurdwara Committee
met the SP, she told
them that the possibil-
ity of rape was not
ruled out. Two days
ago, the SP had said
that on the basis of the
medical report, there is
no possibility of rape
of the minor.
“I had given informa-
tion earlier by quoting
the medical report. At
present, investigation
is going on from every
angle at the police lev-
el. Our investigation is
not complete. I have
told the facts so far. We
are probing every an-
gle. No conclusion has
been given,” she told
the media.
It is clear from this
statement of the SP
that the possibility of
rape cannot be ruled
out right now. After the
meeting, committee
member Atma Singh
Lubana and other
members said that the
SP is saying that she
did not talk about the
minor not being raped
and it was published by
the media.

DOCTOR SAYS VICTIM STABLE

of treatment at JK Lone
Hospital, the girl in the
Alwar case was given
liquid orally for the first
time. Hospital Super-
intendent Dr Arvind
Shukla monitoring the
child’s treatment said
her condition is stable.
She had two to four
spoons of water orally.
Shukla said if she re-
sponds well, she will be
given food in 3-4 days.
Regarding the medical
board report, he said
there was nothing that
would suggest penetra-
tion of any kind in the
child’s private parts.
The incident has sent

Jaipur: In a bid to curb
crowding, roads were
deserted, markets in
Rajasthan remained
closed on Sunday due to
the curfew imposed by
the State Government
in view of containing
the spread of Covid-19.
However, stores selling
milk, vegetables, per-
ishable food items,
dairy products and
emergency services
were exempted.
In the wake of a surge
in Covid-19 infections,
the Government had on
January 9 issued guide-
lines that included cur-
few from 11 pm on Sat-
urday to 5 am on Mon-
day and it came into ef-
fect late on January 15.
Directions have been
issued to all superinten-
dents of police to en-
sure strict enforcement
of the guidelines, an of-
ficial of the home de-
partment said as the
Sunday curfew has
been reimposed after
six months.
The Rajasthan Police
made special arrange-
ments for the weekend
curfew on Sunday
. More
than 500 policemen
have been deployed
throughout the day
.
Markets, offices,
tourist spots, sanctuar-

New Delhi: The Na-
tional Commission for
Protection of Child
Rights (NCPCR) has in-
formed the Supreme
Court that a total of
1,47,492 children since
April 1, 2020, have lost
either their mother or
father or both parents
due to Covid-19 and oth-
er reasons. Of the total,
6,827 such children are
from Rajasthan.
Giving the details in
a suo motu matter on
children in need of care
and protection due to
loss of parents during
the Covid-19 pandemic,
the NCPCR said its fig-
ures are based on data
uploaded by states and
Union Territories on its
‘Baal Swaraj Portal-
COVID care’ up to Janu-
ary 11. The panel said
that it is taking steps to
ensure that children
should not be or are less
adversely affected in
the pandemic.
In the gender-wise
break-up, the panel
said, out of the 1,47,492
children, there are
76,508 boys, 70,980 girls
and four transgender.
Maximum number of
children are between
the age group of 8 to 13
years (59,010), 14 to 15
years (22,763), 16 to 18
years (22,626) and four
to seven years (26,080).
The NCPCR said that
the maximum number
of such children are
from Odisha followed
by Maharashtra.

63,732. The maximum
number of 1,871 posi-
tive cases have been
found in Jaipur. While
1,026 infected have been

wave in Rajasthan, 41

died so far. This series
started with 1 death on
4 January, which has
increased to 8 deaths on

his is how the unsa-
voury saga of Novak
Djokovic was bound
to end. The world
number one invited
the strong disciplinary move
from the Australian government
for flouting the Covid-19 protocol
to enter the country which had
suffered heavily during the pan-
demic. The unvaccinated Djoko-
vic entered Australia on Janu-
ary 6 and his visa was immedi-
ately cancelled and he was de-
tained by immigration officials.
His first challenge was upheld
by a lower court but the Austral-
ian government wasn’t ready to
allow an un-inoculated person to
flout the country’s rules. Djoko-
vic moved a superior court
where the judges unanimously
dismissed his petition. The Aus-
tralian government said the ten-
nis star, who has won the Aus-
tralian Open titles nine times,
was a public health hazard.
It is strange that a tennis play-
er of his stature would so fer-
vently insist on flouting Covid
norms. Of course Tennis Aus-
tralia also has to share some of
the blame. When it comes to
public health issues, stature and
titles should not count.

he World Econom-
ic Forum’s “Glob-
al Risk Report
2022” has a few
warnings for In-
dia. The report cites “frac-
ture in interstate relations,
debt crises, widespread youth
disillusionment, failure of
technology governance and
digital inequality” as top
risks for the country
. The re-
port is on WEF’s Executive
Opinion Survey
. While unem-
ployment among youth is a
huge issue facing the govern-
ment, the debt burden is a
bigger problem. The Interna-
tional Monetary Fund in its
Fiscal Monitor Report of 2021
said that India’s debt in-
creased from 68.9 percent of
its GDP in 2016 to 89.6 percent
in 2020. It was projected to
rise to 90.6 percent in 2021. By
March-end it had increased
by 21.1 percent. The IMF pre-
dicted its decline to 88.8 per-
cent in 2022 to finally settle at
85.2 percent in 2026. This rise
in external debt adds to the
debt liability of every citizen
of the country
.
The disillusionment of
youth is linked to their being
without jobs. The unemploy-
ment rate in the country rose
to 7.9 percent at the end of
December 2021. The CMIE
data showed that on January
14, 2022 it was marginally
lower at 7.6 percent. Manag-
ing the youth will be a chal-
lenge that the government
must tackle in 2022. It can be
done through investments in
the MSME sector. The MSME
sector has its wish list ready
for the Budget. Prime Minis-
ter Narendra Modi has un-
derlined the sector’s impor-
tance from time to time. He
recently inaugurated the
MSME Ministry’s Technolo-
gy Centre in Puducherry a
few days’ back. The centre
will train 20,000 youth and
incubate 200 start-ups.

ave you had the experience of
looking at some product on-
line and then seeing ads for it
all over your social media
feed? Far from coincidence,
these instances of eerily ac-
curate advertising provide
glimpses into the behind-the-
scenes mechanisms that feed
an item you search for on
Google, “like” on social me-
dia or come across while
browsing into custom adver-
tising on social media.
Those mechanisms are in-
creasingly being used for
more nefarious purposes
than aggressive advertising.
The threat is in how this tar-
geted advertising interacts
with today’s extremely divi-
sive political landscape. As a
social media researcher, I see
how people seeking to radi-
calize others use targeted ad-
vertising to readily move
people to extreme views.
ADVERTISING TO AN
AUDIENCE OF ONE
Advertising is clearly power-
ful. The right ad campaign
can help shape or create de-
mand for a new product or
rehabilitate the image of an
older product or even of an
entire company or brand. Po-
litical campaigns use similar
strategies to push candidates
and ideas, and historically
countries have used them to
wage propaganda wars.
Advertising in mass media
is powerful, but mass media
has a built-in moderating
force. When trying to move
many people in one direc-
tion, mass media can only
move them as fast as the mid-
dle will tolerate. If it moves
too far or too fast, people in
the middle may be alienated.
BREADCRUMBS
TO THE EXTREME
One important part of the an-
swer is that people associated
with foreign governments,
without admitting who they
are, take extreme positions in
social media posts with the
deliberate goal of sparking
division and conflict. These
extreme posts take advantage
of the social media algo-
rithms, which are designed to
heighten engagement, mean-
ing they reward content that
provokes a response.
Another important part of
the answer is that people
seeking to radicalize others
lay out trails of breadcrumbs
to more and more extreme
positions.
HOW TO PROTECT
YOURSELF
First, I recommend a huge
dose of skepticism about so-
cial media recommenda-
tions. Most people have gone
to social media looking for
something in particular and
then found themselves look-
ing up from their phones an
hour or more later having lit-
tle idea how or why they read
or watched what they just
did. It is designed to be addic-
tive.
I’ve been trying to chart a
more deliberate path to the
information I want and ac-
tively trying to avoid just
clicking on whatever is rec-
ommended to me. If I do read
or watch what is suggested, I
ask myself “How might this
information be in someone
else’s best interest, not
mine?”
Second, consider support-
ing efforts to require social
media platforms to offer us-
ers a choice of algorithms for
recommendations and feed
curation, including ones
based on simple-to-explain
rules.
Third, and most impor-
tant, I recommend investing
more time in interacting
with friends and family off
of social media. If I find my-
self needing to forward a link
to make a point, I treat that as
a warning bell that I do not
actually understand the is-
sue well enough myself. If so,
perhaps I have found myself
following a constructed trail
toward extreme content rath-
er than consuming materials
that are actually helping me
better understand the world.

states, which they had
put up to inform the peo-
ple of such achieve-
ments, which are not
visible to the public
with their own eyes, and
without giving adver-
tisements, the public
will not even know
about them. However,
there are reports from
all around that the Elec-
tion Commission has
started strictness and it
s on ECI’s instructions
that the hoardings are
being removed.
The question is that
why is the responsibili-
ty not put on the parties
or their governments
putting up hoardings,
that they should remove
all their posters and
hoardings within 24
hours of the implemen-
tation of the election
code of conduct, other-

against them? Why will
the Election Commis-
sion get this work done?
When governments get
such big hoardings,
posters, banners, cut-
outs etc. installed
through advertising
agencies, then why is an

ly worrying trend has
emerged which is in-
creasing rapidly
wherein IAS, IPS or
state service officers
are leaving govern-
ment jobs and jump-
ing directly into the
election fray. This
trend needs to be con-
trolled as this will af-
fect the quality of gov-
ernment service now
and politics will also
be affected.
There are a number
of control measures
in the service condi-
tions of government
officials. For exam-
ple, to leave govern-
ment service and join
a private company im-
mediately, officers
have to go through a
cooling-off period. In
some cases, the gov-
ernment even waives
off the cooling
off period, but
for that too a
process has to
be passed. A simi-
lar arrangement
should be put in
place for offi-
cials contest-
ing elections
a l s o .

provision for cooling
off, officials resign
immediately before
the election or take
voluntary retirement
and jump into the
polls.
This is perhaps
what has hap-
pened in the
case of

With no peri-
od to cool
off, there

danger that the officer
may enter compromise
during his service. pe-
riod and hold a differ-
ent attitude towards
the party he/she wants
to contest elections
from. They may com-
promise in work to im-
prove his relations
with the leader of the
said party. The second
danger is that they
may share government
secrets with the party
they belong to. There-
fore, there should be a
provision that wheth-
er the officer resigns,
takes VRS or retires
from service, he/she
will not be able to
contest elections
for two years or
three years.

Sunday said the BJP’s
politics of “hatred” is
very harmful for the
country and is also re-
sponsible for unemploy-

chief said this a day af-

Bihar: Seven more peo-
ple have died here after
consuming spurious
liquor, raising the toll to

of Nalanda district. Ac-
cording to SP, Nalanda,

have been handed over

post mortem. “Four

died in an accident on

car overturned and fell
into a ditch. Prelimi-
nary investigation has
revealed the presence
of opium powder in
large quantities in the
car and the case ap-
pears to be related to

Ajmer: A 31-year old
woman allegedly
hanged herself to death
on Saturday night over
torture by her husband
and in-laws in Ajmer,
police said on Sunday
.
According to a sui-
cide note left behind by
the woman, she was
harassed by her hus-
band, who is living in
Germany, and his par-
ents staying in Ajmer’s
Kishangarh area.
The victim, Anurad-
ha, got married to Anir-
uddha three years ago.
She was living with her
parents in Vaishali Na-
gar in Ajmer for some-
time after a dispute
with her in-laws, police
said. The woman com-
mitted suicide Saturday
evening and the matter
came to light when her
father returned home,
they said. In the suicide
note, she alleged that
she was taking the ex-
treme step because of
her husband and his
family members. She
also accused her hus-
band of having extra
marital affairs, police
said.

HC suspended the sen-
tence awarded to a fac-
ulty member in the col-
lege and the hostel war-
den booked under Sec-
tion 21 of the POCSO
Act (among other of-
fences) for their alleged
failure to report a ‘POC-
SO Case’ of the hostel
involving a minor girl.
The court noted that,
“Incidents are not un-
common where after
deliberations, it is de-
cided in a bonafide
manner not to report
such matters to the po-
lice, lest the reputation
of the girl is tarnished.”

la was working as a Fac-
ulty Member in the
BSTC college, and her
wife, appellant no. 2
Priya Shukla was the
Warden in the hostel,
where the deceased mi-
nor girl was staying as
a boarder.
On the alleged date of
the incident, the girl
victim was found miss-
ing from the hostel and
when an extensive
search was made, she
was found present in-
side the room of the PTI

thereafter, the minor
girl (and the PTI) was
allegedly coerced to
write down the gist of
the circumstances in
which she was found in
the room of the PTI.

of Hitendra Garasiya, a
resident of Godwa of
Udaipur district, who
died in Russia 6 months
ago, the family has
again moved to New
Delhi for protest.
The Central Govern-
ment had sought three
days time from the Ra-
jasthan High Court to
bring the body of Gar-
asiya but the dead body
has not been brought
even after this time pe-
riod is over. Significant-
ly
, during the hearing in
the High Court at Jodh-
pur on January 12, the
Central government
had said that the body
would reach in three
days. Garasiya’s wife
Asha, daughter Ur-
vashi, sons Piyush and
Mohanlal have an-
nounced a fast, while
Congress’s migrant as-
sistance in-charge
Charmesh Sharma will
also be on fast with the
family
.
In New Delhi, the
government has de-
clared a lockdown of
Saturday-Sunday. In
such a situation, the
fast-unto-death an-
nounced by the family
members from January
16, will now be held
from Monday

Jaipur: At a time when
the Congress in Uttar
Pradesh is making news
for giving 50 per cent
tickets to women candi-
dates, the party’s gov-
ernment in Rajasthan is
garnering accolades for
launching a women-
friendly project, “I am
Udaan”. Costing Rs 200
crore,underthisscheme
each girl and woman in
the state will receive
free sanitary napkins,
no matter how remote
their dwelling is.
Chief Minister
Ashok Gehlot termed it
as the most aspira-
tional scheme of the
state and said, “Peri-
ods or menstruation is
such an issue for our
society where there is
always hesitation in
discussing it while
this is a natural pro-
cess.”
Expressing
surprise at
the results of a recently
held survey, he said: “I
was surprised to know
that about 62 per cent of
women in the country
use products other than
the sanitary pad, which
has an adverse effect on
their health. Doctors
say that using a cloth
during menstruation
leads to several illness-
es, including cervical
cancer which may also
lead to death. Hence, we
announced in this
year’s budget to provide
sanitary napkins to all
women in the state with
Rs 200 crore.”
In the recently re-
leased national family
health survey, many
surprising facts have
been revealed which
say that 62 per cent of
the women are unaware
of period hygiene and
24 per cent of adoles-
cent girl students mark
their absence from
school during periods.
The survey also re-
veals that only 57 per
cent women in the
country use sanitary
napkins.
Going with these
facts, the Rajasthan
government has en-
sured that the females
of the state need not go
with these challenges
and hence has launched
the first of its kind “I
am Udaan” project,’ un-
der which neither will
the women have to ig-
nore personal hygiene
nor will they have to
spend money on it.
Under the first phase
of the project launched
on December 19 last
year, 26 lakh girls will
be benefited as 12 nap-
kins each month will be
provided to each girl in
senior secondary, sec-
ondary and higher sec-
ondary schools.
Under this signifi-
cant scheme introduced
by the state govern-
ment, In the rural are-
as, 1,412 Anganwadi
centres in 282 blocks of
village areas have been
identified in which san-
itary napkins are being
distributed to 3 lakh
adolescent girls and
women in the 18-45 age

In a major shuffle in
UDH and LSG depart-
ments, IAS Hridesh Ku-
mar has been appointed
as new Director of DLB,
in place of IAS Deepak
Nandi while Jogaram is
new LSG Secretary in
place of Bhawani Sin-
gh Detha. Collectors of
all divisional HQs have
also been changed as
Jaipur, Jodhpur, Kota,
Bikaner, Bharatpur,
Ajmer,  Udaipur will
have new Collectors, It
is probably for the first
time that the Collec-
tors of all major dis-
tricts were changed
simultaneously.
We have launched the first
phase of this scheme on Decem-
ber 19. I believe that there
should be a debate in the state and
across the country and the govern-
ments make schemes (for this) in the
interest of women and girls so that the
women feel that the governments stand
with them and they don’t need to feel

ALL FOR THE BENEFICIARIES
 Overall 29 lakh women and girls will be ben-
efited in the first phase under the project.
 The sanitary napkins will be purchased by the
Rajasthan Medical Service Corporation Limited and
supplied to Anganwadi centres.
 The self help groups in the state will be trained
to manufacture these napkins and to sell, market
and distribute them to the target groups.
 Also NGOs will be roped in to spread awareness
about women’s health.

Jaipur: As the vaccina-
tion drive completes a
year, half a dozen dis-
tricts of the state have
completed the hundred
percent vaccination.
With Chief Minister
Ashok Gehlot instruct-
ing officials to complete
vaccination across state
by January 31, the pace
has further picked up
and as a result, Jaipur
I-team undertook an ad-
ditional 4% vaccination
against the target at
104.4 percent. Similarly,
in Bundi, 104.2 percent
have been administered
the first dose. Apart
from this the vaccine
coverage in districts
stands at 102.6 in
Pratapgarh, 102.4 in
Jaipur II and 100.5 in
Sikar while in Chittor-
garh district, 100.1% of
people were given the
first dose.
On the completion of
one year of the vaccina-
tion campaign, CM
Ashok Gehlot has
termed vaccination as
an important tool in the
fight against Corona.
Today marks the one
year since the start of
the vaccination cam-
paign. Vaccination is an
important tool of de-
fenseinthisfightagainst
Corona. In this one year,
our target has been to
maintain the pace of
vaccination in the state
and provide protection
toasmanypeopleaspos-
sible through vaccine
jab. I am happy that Ra-
jasthan has been a lead-
ing state in vaccination
in the country with the
cooperation of the gen-
eral public, the health
department, doctors,
nurses, personnel, and
officers.
Gehlot further said,
We will keep the state
on top in this campaign
in future also. The vac-
cination percentage in
all sections in state is
higher than the nation-
al average. So far 94%
of people over the age
of 18 have been admin-
istered the first vaccine
dose. The enthusiasm
with which children of
15 to 18 years, partici-
pated in this campaign,
is amazing. The per-
centage of people get-
ting precaution-dose in
the state is also increas-
ing continuously and is
much higher than the
national average. In the
coming days, our full at-
tention will be on reach-
ing the 100 percent sec-
ond jab target, booster
doses, and immunizing
adolescents. I urge eve-
ryone to get vaccinated
when it's their turn.

the state, 4.83 crore
people have got first
dose, i.e. 94% eligible
people have received
at least a single dose
of vaccine, whereas
3.74 crore people
protected themselves
by receiving both the
doses, which is 77.5
percent of the target
group.

When did you decide that
you shall take up model-
ling?
It was all started when I got
the golden opportunity to
work as a background artist
in the movie Housefull 4.
That was the turning point in
my life, which made me real-
ise that I have a thing for act-
ing in my nerve. After that, I
started taking up shoots.
When I was a child My moth-
er used to say “Meri beti badi
hokr heroine banegi”. And I
started modelling and In 2018
I bagged the title Miss attrac-
tive girl 2018. Initially, it was
for leisure time and without
any seriousness but lately,
the response was overwhelm-
ing because of which I am
here today and yet have to
achieve more.
What are your future
plans? Where do you see
yourself in the future?
Currently, I am in a quest to
more about myself, being a
spiritual person I want to
heal myself and want a
peaceful life. But at the same
time, I want to challenge my-
self and I need to adventur-
ous life full of fun. Becoming
a successful actress in the
Bollywood industry is my Ul-
timate goal.
What is your greatest
source of inspiration?
My parents are my ultimate
source of energy and biggest
inspiration. I want to make
them proud and that is why I
am working so hard.

ja used to fly these kites takes the
life of and injures so many of
their friends and family mem-
bers. They now live in fear in
their own home. And it isn’t fair!
The Chinese manja is made of
nylon or synthetic thread and is
treated with glass and metal to
make it sharper. This can be dead-
ly for humans and birds alike. Yet
people use it. One of the high-
lights of such birds treatment
camps is that they garner the in-
terest of the youth who come for-
ward to volunteer. These organi-
sations, conduct Bird Rescue
Camps, in which many people
take part as volunteers. These vol-
unteers come to these camps for
free and work with these organi-
sations to learn things like bird
handling, first aid, etc. City First
ran an extensive interview with
people taking part in these camps.

myself from flying and started
helping in bird rescues with
Raksha NGO based in Jaipur.

birds both are being injured
from manjha as dec to mar is
migration time for birds from
Russia and Africa.

as a volunteer for
five years now and I
can confidently say
that this is one of the most
rewarding things that I have
done. Knowing that I helped
someone in need brings me
peace and makes me sleep
better. It’s sad to see how
often and badly these birds
get hurt but I also know that
many people are working hard
to cntain or fix the damage. I
think everyone should do it.

It was hectic.
Getting calls from
all over the city for
injured birds was a
little overwhelming. I can’t
believe how many of them
get hurt. Our camp alone
rescued over 100 birds and
to know that there are more
camps like us getting similar
calls is just so sad. Working
as a volunteer is rewarding
but it is not for the faint of
heart. I definitiely recom-
mend doing it though.

However, stores selling milk, vegetables, per- ishable food items, dairy products and emergency services were exempted. In the wake of a surge in Covid-19 infections, the Government had on January 9 issued guide- lines that included cur- few from 11 pm on Sat- urday to 5 am on Mon- day and it came into ef- fect late on January 15. Directions have been issued to all superinten- dents of police to en- sure strict enforcement of the guidelines, an of- ficial of the home de- partment said as the Sunday curfew has been reimposed after six months. Of the total, 6,827 such children are from Rajasthan. Giving the details in a suo motu matter on children in need of care and protection due to loss of parents during the Covid-19 pandemic, the NCPCR said its fig- ures are based on data uploaded by states and Union Territories on its ‘Baal Swaraj Portal- COVID care’ up to Janu- ary 11. The panel said that it is taking steps to ensure that children should not be or are less adversely affected in the pandemic. In the gender-wise break-up, the panel said, out of the 1,47,492 children, there are 76,508 boys, 70,980 girls and four transgender. Maximum number of children are between the age group of 8 to 13 years (59,010), 14 to 15 years (22,763), 16 to 18 years (22,626) and four to seven years (26,080). The NCPCR said that the maximum number of such children are from Odisha followed by Maharashtra. The report cites “frac- ture in interstate relations, debt crises, widespread youth disillusionment, failure of technology governance and digital inequality” as top risks for the country . The re- port is on WEF’s Executive Opinion Survey . While unem- ployment among youth is a huge issue facing the govern- ment, the debt burden is a bigger problem. The Interna- tional Monetary Fund in its Fiscal Monitor Report of 2021 said that India’s debt in- creased from 68.9 percent of its GDP in 2016 to 89.6 percent in 2020. It was projected to rise to 90.6 percent in 2021. By March-end it had increased by 21.1 percent. The IMF pre- dicted its decline to 88.8 per- cent in 2022 to finally settle at 85.2 percent in 2026. This rise in external debt adds to the debt liability of every citizen of the country . The disillusionment of youth is linked to their being without jobs. The unemploy- ment rate in the country rose to 7.9 percent at the end of December 2021. The CMIE data showed that on January 14, 2022 it was marginally lower at 7.6 percent. Manag- ing the youth will be a chal- lenge that the government must tackle in 2022. It can be done through investments in the MSME sector. The MSME sector has its wish list ready for the Budget. Prime Minis- ter Narendra Modi has un- derlined the sector’s impor- tance from time to time. He recently inaugurated the MSME Ministry’s Technolo- gy Centre in Puducherry a few days’ back. The centre will train 20,000 youth and incubate 200 start-ups. DISILLUSIONED YOUTH A BIG CHALLENGE Managing the youth will be a challenge that the govt must tackle in 2022. Far from coincidence, these instances of eerily ac- curate advertising provide glimpses into the behind-the- scenes mechanisms that feed an item you search for on Google, “like” on social me- dia or come across while browsing into custom adver- tising on social media. Those mechanisms are in- creasingly being used for more nefarious purposes than aggressive advertising. The threat is in how this tar- geted advertising interacts with today’s extremely divi- sive political landscape. As a social media researcher, I see how people seeking to radi- calize others use targeted ad- vertising to readily move people to extreme views. ADVERTISING TO AN AUDIENCE OF ONE Advertising is clearly power- ful. The right ad campaign can help shape or create de- mand for a new product or rehabilitate the image of an older product or even of an entire company or brand. Po- litical campaigns use similar strategies to push candidates and ideas, and historically countries have used them to wage propaganda wars. Advertising in mass media is powerful, but mass media has a built-in moderating force. When trying to move many people in one direc- tion, mass media can only move them as fast as the mid- dle will tolerate. If it moves too far or too fast, people in the middle may be alienated. BREADCRUMBS TO THE EXTREME One important part of the an- swer is that people associated with foreign governments, without admitting who they are, take extreme positions in social media posts with the deliberate goal of sparking division and conflict. These extreme posts take advantage of the social media algo- rithms, which are designed to heighten engagement, mean- ing they reward content that provokes a response. Another important part of the answer is that people seeking to radicalize others lay out trails of breadcrumbs to more and more extreme positions. HOW TO PROTECT YOURSELF First, I recommend a huge dose of skepticism about so- cial media recommenda- tions. Most people have gone to social media looking for something in particular and then found themselves look- ing up from their phones an hour or more later having lit- tle idea how or why they read or watched what they just did. It is designed to be addic- tive. I’ve been trying to chart a more deliberate path to the information I want and ac- tively trying to avoid just clicking on whatever is rec- ommended to me. If I do read or watch what is suggested, I ask myself “How might this information be in someone else’s best interest, not mine?” Second, consider support- ing efforts to require social media platforms to offer us- ers a choice of algorithms for recommendations and feed curation, including ones based on simple-to-explain rules. Third, and most impor- tant, I recommend investing more time in interacting with friends and family off of social media. If I find my- self needing to forward a link to make a point, I treat that as a warning bell that I do not actually understand the is- sue well enough myself. If so, perhaps I have found myself following a constructed trail toward extreme content rath- er than consuming materials that are actually helping me better understand the world. Sharat K Verma New Delhi: Over the course of past few elections, an extreme- ly worrying trend has emerged which is in- creasing rapidly wherein IAS, IPS or state service officers are leaving govern- ment jobs and jump- ing directly into the election fray. This trend needs to be con- trolled as this will af- fect the quality of gov- ernment service now and politics will also be affected. There are a number of control measures in the service condi- tions of government officials. For exam- ple, to leave govern- ment service and join a private company im- mediately, officers have to go through a cooling-off period. In some cases, the gov- ernment even waives off the cooling off period, but for that too a process has to be passed. A simi- lar arrangement should be put in place for offi- cials contest- ing elections a l s o . W i t h n o provision for cooling off, officials resign immediately before the election or take voluntary retirement and jump into the polls. This is perhaps what has hap- pened in the case of R a j e s h w a r Singh and Aseem Arun right now. With no peri- od to cool off, there is a danger that the officer may enter compromise during his service. pe- riod and hold a differ- ent attitude towards the party he/she wants to contest elections from. Jaipur: At a time when the Congress in Uttar Pradesh is making news for giving 50 per cent tickets to women candi- dates, the party’s gov- ernment in Rajasthan is garnering accolades for launching a women- friendly project, “I am Udaan”. Costing Rs 200 crore,underthisscheme each girl and woman in the state will receive free sanitary napkins, no matter how remote their dwelling is. Chief Minister Ashok Gehlot termed it as the most aspira- tional scheme of the state and said, “Peri- ods or menstruation is such an issue for our society where there is always hesitation in discussing it while this is a natural pro- cess.” Expressing surprise at the results of a recently held survey, he said: “I was surprised to know that about 62 per cent of women in the country use products other than the sanitary pad, which has an adverse effect on their health. Doctors say that using a cloth during menstruation leads to several illness- es, including cervical cancer which may also lead to death. Hence, we announced in this year’s budget to provide sanitary napkins to all women in the state with Rs 200 crore.” In the recently re- leased national family health survey, many surprising facts have been revealed which say that 62 per cent of the women are unaware of period hygiene and 24 per cent of adoles- cent girl students mark their absence from school during periods. The survey also re- veals that only 57 per cent women in the country use sanitary napkins. Going with these facts, the Rajasthan government has en- sured that the females of the state need not go with these challenges and hence has launched the first of its kind “I am Udaan” project,’ un- der which neither will the women have to ig- nore personal hygiene nor will they have to spend money on it. Under the first phase of the project launched on December 19 last year, 26 lakh girls will be benefited as 12 nap- kins each month will be provided to each girl in senior secondary, sec- ondary and higher sec- ondary schools. First India Bureau Jaipur: As the vaccina- tion drive completes a year, half a dozen dis- tricts of the state have completed the hundred percent vaccination. With Chief Minister Ashok Gehlot instruct- ing officials to complete vaccination across state by January 31, the pace has further picked up and as a result, Jaipur I-team undertook an ad- ditional 4% vaccination against the target at 104.4 percent. Similarly, in Bundi, 104.2 percent have been administered the first dose. Apart from this the vaccine coverage in districts stands at 102.6 in Pratapgarh, 102.4 in Jaipur II and 100.5 in Sikar while in Chittor- garh district, 100.1% of people were given the first dose. On the completion of one year of the vaccina- tion campaign, CM Ashok Gehlot has termed vaccination as an important tool in the fight against Corona. Today marks the one year since the start of the vaccination cam- paign. Vaccination is an important tool of de- fenseinthisfightagainst Corona. In this one year, our target has been to maintain the pace of vaccination in the state and provide protection toasmanypeopleaspos- sible through vaccine jab. I am happy that Ra- jasthan has been a lead- ing state in vaccination in the country with the cooperation of the gen- eral public, the health department, doctors, nurses, personnel, and officers. Gehlot further said, We will keep the state on top in this campaign in future also. The vac- cination percentage in all sections in state is higher than the nation- al average. So far 94% of people over the age of 18 have been admin- istered the first vaccine dose. The enthusiasm with which children of 15 to 18 years, partici- pated in this campaign, is amazing. The per- centage of people get- ting precaution-dose in the state is also increas- ing continuously and is much higher than the national average. In the coming days, our full at- tention will be on reach- ing the 100 percent sec- ond jab target, booster doses, and immunizing adolescents. I urge eve- ryone to get vaccinated when it's their turn. Out of the target group in the state, 4.83 crore people have got first dose, i.e. 94% eligible people have received at least a single dose of vaccine, whereas 3.74 crore people protected themselves by receiving both the doses, which is 77.5 percent of the target group. They don’t seem to mind it, except when the Chinese man- ja used to fly these kites takes the life of and injures so many of their friends and family mem- bers. They now live in fear in their own home. And it isn’t fair! The Chinese manja is made of nylon or synthetic thread and is treated with glass and metal to make it sharper. This can be dead- ly for humans and birds alike. Yet people use it. One of the high- lights of such birds treatment camps is that they garner the in- terest of the youth who come for- ward to volunteer. These organi- sations, conduct Bird Rescue Camps, in which many people take part as volunteers. These vol- unteers come to these camps for free and work with these organi- sations to learn things like bird handling, first aid, etc. City First ran an extensive interview with people taking part in these camps. Getting calls from all over the city for injured birds was a little overwhelming. I can’t believe how many of them get hurt. Our camp alone rescued over 100 birds and to know that there are more camps like us getting similar calls is just so sad. Working as a volunteer is rewarding but it is not for the faint of heart. I definitiely recom- mend doing it though. —RAKESH PRAJAPAT I’ve been working as a rescuer for as long as I can remember. It’s a difficult line to follow but to see so many people coming forth to work is just beautful. People are more aware and worried about their environment now. Though we still have a long way to go, I’m glad for how far we’ve come.
