150 words agree or disagree In this week’s forum post I will talk about a few different things. I will start of by talking about utilitarianism and deontological ethics. I will continue by discussing the different categories of unethical police behavior and provide an example of each, also how these unethical actions impact the policing profession. I will end this week’s discussion by discussing civil liability under Federal Code 42 U.S.C. Section 1983. To begin with, “there are two major ethics theories that attempt to specify and justify moral rules and principles: utilitarianism and deontological ethics” (Moreland, 2009). Utilitarianism which has also been known as consequentialism is a moral theory developed by Jeremy Bentham and John Stuart Mill. Utilitarianism is the belief that believes if a particular action is considered ethical the outcome or the consequence of an action is good, if the outcome or consequence is not good, then the action is unethical. When it comes to deontological ethics it was brought up by Immanuel Kant. “Deontological ethics does not consider consequences but examines one's duty to act” (Gaines & Kappeler,2015, p. 396). This practically means that morality of an action depends on the nature of the action. I believe that in ethics in order to have a stable environment it is important to have a good balance between both perspectives. Now, let’s talk about the different categories of unethical police behavior. There are 12 main deviations from ethical standards which are General crimes, police crimes, abuse of authority, occupational deviance, corruption, police deviance, borderline examples, undeniably deviant examples, breaking rules to catch criminals, sexual harassment and abuse, gratuities, and bribes. An example of a general crime would be an act prohibited by law which is punishable by incarceration (Gaines & Kappeler, 2015). Police crimes are acts that an officer makes that violates laws. Abuse of authority is when an officer uses his or her title or position to achieve some measurable gain. Occupational deviance is when officers engage in inappropriate work-related activities (Barker & Carter,1994, p. 406). Corruption can be when an officer commits an act for personal gain instead of protection of the public. Police deviance is when an officer starts to take actions that are not illegal but start to deviate from the correct standard. For example, going to a formal dinner waer5ing casual clothes. Borderline examples are something like sleeping on duty. Undeniably deviant examples are the use of drugs or abuse of alcohol. Breaking rules to catch criminals is exactly what it sounds like. This is sometimes conducted with the goal of personal gain. Sexual harassment and abuse are something that has been an issue for a long time and is something that makes the police force be frowned upon. Gratuities are typically tokens of appreciation offered to police officers in gratitude for their service to the commun.

Utilitarianism is one of the most powerful and persuasive approaches to normative ethics in the history of philosophy. Though not fully articulated until the 19th century, proto-utilitarian positions can be discerned throughout the history of ethical theory. Though there are many varieties of the view discussed, utilitarianism is generally held to be the view that the morally right action is the action that produces the most good. There are many ways to spell out this general claim. One thing to note is that the theory is a form of consequentialism: the right action is understood entirely in terms of consequences produced. What distinguishes utilitarianism from egoism has to do with the scope of the relevant consequences. On the utilitarian view one ought to maximize the overall good — that is, consider the good of others as well as one's own good (The History of Utilitarianism, n.d.).
Deontological (duty-based) ethics are concerned with what people do, not with the consequences of their actions. Do the right thing. Do it because it's the right thing to do. Don't do wrong things. Avoid them because they are wrong. Under this form of ethics you can't justify an action by showing that it produced good consequences, which is why it's sometimes called 'non-Consequentialist'. The word 'deontological' comes from the Greek word deon, which means 'duty'. Duty-based ethics are usually what people are talking about when they refer to 'the principle of the thing'. Duty-based ethics teaches that some acts are right or wrong because of the sorts of things they are, and people have a duty to act accordingly, regardless of the good or bad consequences that may be produced (Duty-based ethics, n.d.).

There are many levels of behavior and acts committed by law enforcement both on duty and off that can be considered misconduct. These acts can be categorized as ranging from the minor errors in judgement, to the blatant intentional victimization of honest law abiding citizens as well as the Police Misconduct & Corruption 2 Lieutenant Robert H. In the early 1700s, slave patrols represented the first publicly funded city police departments in the United States.

There were various slave codes in place that prohibited slaves from educating themselves and running away from their owners.
Sir Robert Peel was the first to establish an organized police department in England.
This was in response to the growing crime problem in London, which eventually led to the establishment of The London Metropolitan Police Department in 1829.
Policing developed in England and the United States followed suit shortly thereafter, with departments being increasingly controlled by government.
The United States adopted London's Police Department objectives by stopping crime through preventative patrols (patrolling the streets and keeping general order).
This idea of preventative patrol remains consistent in police activity today.
During the Political era of the 1840s through the1920s, the US began to see an influx of organized police departments.
The police’s role was to control order, provide various social services, and assist those in need.

During the Professional era beginning in the 1920s and extending through the 1970s, policing began to undergo major reform at all levels of government.
The objective was to encourage the police to be free from political influence.

During this time, the US began to see the implementation of the Uniform Crime Report (UCR), which allowed police departments to provide annual reports on the extent of crime in America.

This was an avenue for citizens to begin to report crime more efficiently.
The Community Policing era began in the 1970s and has extended through to today.
Community policing focuses on summoning community members in assisting with the solving of crime.

In these unique circumstances, law enforcement only need have "reasonable suspicion" not probable cause, to believe that a person has committed a crime.
The Fifth Amendment contends that no person "shall be compelled in any criminal case to be a witness against himself".
As such, the Fifth Amendment provides defendants the constitutional protection of refusing to testify against themselves.
The Fifth Amendment also requires that a defendant is provided due process at all stages of the the legal process.
Due process ensures fairness in all legal matters.
In Miranda v. Arizona (1966), the Supreme Court ruled that before individuals in police custody are questioned, they must be provided clarity about their constitutional rights.
However, this warning is only necessary when an individual is in police custody and police officers are intending to interrogate or question the individual.
It is further only specific to testimonial statement evidence made by the suspect.
If a suspect is read their Miranda rights and does not respond, police officers can still continue to question the suspect and any information obtained, can be admissible.
There is an additional public safety exception to the Miranda rule as well.
In other words, police do not have to provide a Miranda warning if there is an immediate threat to public safety.

This will act as a system of checks and balances that prohibit those with power from abusing it.
In order to be successful, a democratic government is based upon a consensus. However, it is the police that must respond when the consensus fails. In an odd way, the police exist because we realize that our democratic form of government is going to fail sometimes. If someone takes the property of another, we rely upon the police to return our property and punish the individual who took it. The police also exist to remind us that, although we have freedom, it is not an absolute freedom. There are limitations on that freedom. Sometimes the police offer this reminder at a time when we would prefer not to be reminded (e.g., a traffic ticket or arrest).
In the United States, the laws may be categorized as civil law, criminal law, substantive law, and procedural law. Civil law addresses the interactions between individuals. Criminal law is concerned with the relationship between the individual and government. Substantive laws outline the behaviors that are required of or prohibited to the individual. The procedural laws define how the police are to enforce the substantive laws. Some of the procedural laws are also found in the amendments to the U.S. Constitution. Chapter 1 Summary
Chapter 1 focuses on the police and their role in a democracy. The form of government may dictate the activities and behaviors of the police. A democracy is concerned with the rights and freedoms granted to individuals. These rights and freedoms are outlined in constitutions. Also included in these constitutions are the duties and limitations of the government. The police, as representatives of the executive branch of government, must abide by these limitations. This will act as a system of checks and balances that prohibit those with power from abusing it.
In order to be successful, a democratic government is based upon a consensus. However, it is the police that must respond when the consensus fails. In an odd way, the police exist because we realize that our democratic form of government is going to fail sometimes. If someone takes the property of another, we rely upon the police to return our property and punish the individual who took it. The police also exist to remind us that, although we have freedom, it is not an absolute freedom. There are limitations on that freedom. Sometimes the police offer this reminder at a time when we would prefer not to be reminded (e.g., a traffic ticket or arrest).
In the United States, the laws may be categorized as civil law, criminal law, substantive law, and procedural law. Civil law addresses the interactions between individuals. Criminal law is concerned with the relationship between the individual and government. Substantive laws outline the behaviors that are required of or prohibited to the individual. The procedural laws define how the police are to enforce the substantive laws. Some of the procedural laws are also found in the amendments to the U.S. Constitution. The amendments state what the police (government) can and cannot do. They exist to regulate the behavior of the police, not the citizen.
Because of the events of September 11, 2001, the priorities for American law enforcement changed. Counterterrorism and homeland security became top priorities. Federal agencies came to the forefront of law enforcement. State and local police have always had the primary responsibilities for law enforcement and crime control.

Deontology
The ethical position to do what is right out of duty or obligation. It is often called rule-based ethics.
Deontology has been described as "absolutist," "universal," and "impersonal" (Kant, 1785/1959). It prioritizes absolute obligations over consequences. In this moral framework, ethical decision making is the rational act of applying universal principles to all situations irrespective of specific relations, contexts, or consequences. This reflects Immanuel Kant's conviction that ethical decisions cannot vary or be influenced by special circumstances or relationships. Rather, a decision is "moral" only if a rational person believes the act resulting from the decision should be universally followed in all situations. For Kant, respect for the worth of all persons was one such universal principle. A course of action that results in a person being used simply as a means for others' gains would ethically unacceptable.
With respect to deception in research, from a deontological perspective, since we would not believe it moral to intentionally deceive individuals in some other context, neither potential benefits to society nor the effectiveness of participant debriefing for a particular deception study can morally justify intentionally deceiving persons about the purpose or nature of a research study. Further, deception in research would not be ethically permissible since intentionally disguising the nature of the study for the goals of research violates the moral obligation to respect each participant's intrinsic worth by undermining individuals' right to make rational and autonomous decisions regarding participation (Fisher & Fyrberg, 1994).
Utilitarianism
The ethical position depends on the consequences of the action with the goal being producing the most good.
Utilitarian theory prioritizes the consequences (or utility) of an act over the application of universal principles (Mill, 1861/1957). From this perspective, an ethical decision is situation specific and must be governed by a risk-benefit calculus that determines which act will produce the greatest possible balance of good over bad consequences. An "act utilitarian" makes an ethical decision by evaluating the consequences of an act for a given situation. A "rule utilitarian" makes an ethical decision by evaluating whether following a general rule in all similar situation would create the greater good. Like deontology, utilitarianism is impersonal: It does not take into account interpersonal and relational features of ethical responsibility. From this perspective, psychologists' obligations to those with whom they work can be superseded by an action that would produce a greater good for others (Fisher, 1999).

Assigned Case Study Problem:
You will create a case study for a microbial infection selected from the current pathogen list. Your case
study will be assembled using a detailed rubric (see below). Upon completion, you will submit your
case study to the Blackboard gradebook in Unit 5 and to SafeAssign.
How to create a case study
The case studies are meant to be an enjoyable, interesting, and informative assignment. This is your
chance to show that you understand the key teaching points about a microbe and to communicate
these points in a written format.
What information belongs in my case study?
Have at least 3-4 key referenced points in each of the five areas shown in the Case Study Information
Chart (see below). The left-hand heading in the chart suggests the type of information requested for the
pathogen. Outlines can be in whatever form you prefer (bullets/charts/outlines/diagrams or a mix). Be
sure to include two discussion questions (and provide complete answers) that you can incorporate
into your case study (place them at the end of your write-up). These questions should help connect your
case to other material in the course. For example, what other microbes have an A-B toxin? What other
viruses are transmitted by fecal-oral spread?
How much information should I provide for my case study?
For the Case Study, you are asked to provide at least the information requested in the chart below. The
boxed questions are suggestions for the minimum amount of information within each category. The
more detailed the information, the better the study. You may consult your textbook, CDC, WHO, Access
Medicine, Google Scholar, NCBI, WebMD, etc. to find the information. For example, if you perform a
Google search using the name of the pathogen and the word ‘vaccine’, you will find information on
current vaccines (if any), those in clinical trials, vaccines used only in animals, etc.

Locale
When choosing your locale, make sure that you will be able to find demographic and economic information. You will want to choose an area with which you are familiar or an area where there is obvious need. Choosing wisely will make your research more focused so that you can complete the research by the time the course has finished.

Deontology
The ethical position to do what is right out of duty or obligation. It is often called rule-based ethics.
Deontology has been described as "absolutist," "universal," and "impersonal" (Kant, 1785/1959). It prioritizes absolute obligations over consequences. In this moral framework, ethical decision making is the rational act of applying universal principles to all situations irrespective of specific relations, contexts, or consequences. This reflects Immanuel Kant's conviction that ethical decisions cannot vary or be influenced by special circumstances or relationships. Rather, a decision is "moral" only if a rational person believes the act resulting from the decision should be universally followed in all situations. For Kant, respect for the worth of all persons was one such universal principle. A course of action that results in a person being used simply as a means for others' gains would ethically unacceptable.
With respect to deception in research, from a deontological perspective, since we would not believe it moral to intentionally deceive individuals in some other context, neither potential benefits to society nor the effectiveness of participant debriefing for a particular deception study can morally justify intentionally deceiving persons about the purpose or nature of a research study. Further, deception in research would not be ethically permissible since intentionally disguising the nature of the study for the goals of research violates the moral obligation to respect each participant's intrinsic worth by undermining individuals' right to make rational and autonomous decisions regarding participation (Fisher & Fyrberg, 1994).
Utilitarianism
The ethical position depends on the consequences of the action with the goal being producing the most good.
Utilitarian theory prioritizes the consequences (or utility) of an act over the application of universal principles (Mill, 1861/1957). From this perspective, an ethical decision is situation specific and must be governed by a risk-benefit calculus that determines which act will produce the greatest possible balance of good over bad consequences. An "act utilitarian" makes an ethical decision by evaluating the consequences of an act for a given situation. A "rule utilitarian" makes an ethical decision by evaluating whether following a general rule in all similar situation would create the greater good. Like deontology, utilitarianism is impersonal: It does not take into account interpersonal and relational features of ethical responsibility. From this perspective, psychologists' obligations to those with whom they work can be superseded by an action that would produce a greater good for others (Fisher, 1999).

How to create a case study
The case studies are meant to be an enjoyable, interesting, and informative assignment. This is your
chance to show that you understand the key teaching points about a microbe and to communicate
these points in a written format.
What information belongs in my case study?
Have at least 3-4 key referenced points in each of the five areas shown in the Case Study Information
Chart (see below). The left-hand heading in the chart suggests the type of information requested for the
pathogen. Outlines can be in whatever form you prefer (bullets/charts/outlines/diagrams or a mix). Be
sure to include two discussion questions (and provide complete answers) that you can incorporate
into your case study (place them at the end of your write-up). These questions should help connect your
case to other material in the course. For example, what other microbes have an A-B toxin? What other
viruses are transmitted by fecal-oral spread?
How much information should I provide for my case study?
For the Case Study, you are asked to provide at least the information requested in the chart below. The
boxed questions are suggestions for the minimum amount of information within each category. The
more detailed the information, the better the study. You may consult your textbook, CDC, WHO, Access
Medicine, Google Scholar, NCBI, WebMD, etc. to find the information. For example, if you perform a

In 2007 San Francisco began its Healthy San Francisco Plan designed to provide health care for all San Francisco citizens. In 2007, it was estimated that San Francisco had 82,000 uninsured citizens. Under the plan, all uninsured citizens residing in San Francisco can seek care at the city's public and private clinics and hospitals. The basic coverage includes lab work, x-rays, surgery, and preventative care. The city plans to pay for this $203 million coverage by rerouting the $104 million the city currently spends treating the uninsured in the emergency rooms, mandating business contributions, and requiring income-adjusted enrollment fees. The plan requires all businesses with more than 20 employees to contribute a percentage toward the plan. Many business owners consider this a burden and warn they will not stay in the city. - 1. 150 words agree or disagree In this week’s forum post I will talk about a few different things. I will start of by talking about utilitarianism and deontological ethics. I will continue by discussing the different categories of unethical police behavior and provide an example of each, also how these unethical actions impact the policing profession. I will end this week’s discussion by discussing civil liability under Federal Code 42 U.S.C. Section 1983. To begin with, “there are two major ethics theories that attempt to specify and justify moral rules and principles: utilitarianism and deontological ethics” (Moreland, 2009). Utilitarianism which has also been known as consequentialism is a moral theory developed by Jeremy Bentham and John Stuart Mill. Utilitarianism is the belief that believes if a particular action is considered ethical the outcome or the consequence of an action is good, if the outcome or consequence is not good, then the action is unethical. When it comes to deontological ethics it was brought up by Immanuel Kant. “Deontological ethics does not consider consequences but examines one's duty to act” (Gaines & Kappeler,2015, p. 396). This practically means that morality of an action depends on the nature of the action. I believe that in ethics in order to have a stable environment it is important to have a good balance between both perspectives. Now, let’s talk about the different categories of unethical police behavior. There are 12 main deviations from ethical standards which are General crimes, police crimes, abuse of authority, occupational deviance, corruption, police deviance, borderline examples, undeniably deviant examples, breaking rules to catch criminals, sexual harassment and abuse, gratuities, and bribes. An example of a general crime would be an act prohibited by law which is punishable by incarceration (Gaines & Kappeler,
- 2. 2015). Police crimes are acts that an officer makes that violates laws. Abuse of authority is when an officer uses his or her title or position to achieve some measurable gain. Occupational deviance is when officers engage in inappropriate work-related activities (Barker & Carter,1994, p. 406). Corruption can be when an officer commits an act for personal gain instead of protection of the public. Police deviance is when an officer starts to take actions that are not illegal but start to deviate from the correct standard. For example, going to a formal dinner waer5ing casual clothes. Borderline examples are something like sleeping on duty. Undeniably deviant examples are the use of drugs or abuse of alcohol. Breaking rules to catch criminals is exactly what it sounds like. This is sometimes conducted with the goal of personal gain. Sexual harassment and abuse are something that has been an issue for a long time and is something that makes the police force be frowned upon. Gratuities are typically tokens of appreciation offered to police officers in gratitude for their service to the community. Lastly, bribes are things that an officer gets that lead to corruption. All these different things negatively impact the policing profession. To conclude, civil liability under Federal Code 42 U.S.C. Section 1983 states that any individual can sue state government employees for civil rights violations.
