I'm happy to announce that we will be receiving over 200 children's bikes from USO Metro NYC to give
away on Father's Day (age appropriate for 2-12)! We'll be taking them off the truck and putting them right
into the kids' hands.

We'll be giving them away first come, first served to Active Duty/Dependent ID card holders on Sunday,
June 17th at 0830 at the USO. We also have puzzles, and free food coupons from Arby's and Carvel to give
away.

Kids MUST be present to receive a bike with their parent(s) and we'll give them out until they're gone!
Date/time subject to change if logistics don't go as planned (i.e. truck breaks down, acts of God, etc).

See you on Father’s Day!

Watertown Family YMCA - Summer Youth Employment/Intern Program
Are you 16 and looking for a job? Are you 15 and wanting to learn more about the world of work?
The Y is looking for 16 year olds to work in a paid summer position and 15 year olds for a non-paid in-
tern position. 15 year olds are guaranteed a paid placement the following summer.
Program runs 6-8 weeks beginning the week of July 9th
Participants will work 15 hours per week at job placements within Jefferson County and attend 2 hr
Friday learning sessions at the Fairgrounds Y.
Benefits include—work experience, on site work counselor visits, weekly life skills classes including top-
ics such as budgeting, career exploration, education and training requirements.
Current employer partners are; Watertown Daily Times, Jefferson       Community College, Thompson
Park Zoo, Flower Memorial Library, Sci-Tec Center, Greater Watertown Chamber of Commerce, Water-
town Housing Authority, Tunes 92.5, YMCA SACC, Fairgrounds Y

Registration gets under way for Black River Challenge
The Lewis County Chamber of Commerce will hold its 3rd Annual Black River Challenge on July 1. Reg-
istration will begin at 8 a.m. and the race will start at 9 a.m.
The 3rd Annual Black River Canoe and Kayak Race will begin at the New York State Department of En-
vironmental Conservation boat launch in Glenfield and will end at the DEC boat launch in Castorland.
The distance is 23 miles, and there are no carries. The Black River will provide a twisty, winding race
course that is at times a fast-moving current with varying depths and various minor hazards.
There will be a pit stop at the halfway mark, and there will be a post-race meal in Castorland (not far
from the finish), as well as a recognition ceremony.

Family Medicine Clinic hours will change in July

U.S. Army Medical Department Activity officials have announced a change to Family Medicine Clinic
hours of operation, effective July 2.
New hours of operation will run from 8 a.m. to 5 p.m. (FMC is now open from 7 a.m. to 4 p.m.) This
change will allow for later afternoon hours, which patients have requested.
Note: Urgent care hours at FMC remain the same: 9 a.m. to 8 p.m. Monday through Friday and 9 a.m.
to 4 p.m. Saturday, Sunday and holidays.


College will conduct youth baseball camps
Jefferson Community College will hold two summer baseball camps for youths 8-16, from Monday
through Thursday beginning July 9 and July 16. Each camp will run from 9 a.m. to noon in the McVean
Gymnasium.
Hitting, fielding and pitching drills will be taught and practiced in a fun, safe atmosphere by JCC base-
ball players and coaches as well as players from the Watertown Wizards.
Each camper will receive a free ticket to watch a Watertown Wizards home game this summer.
Registration is $70 per session or $120 for both sessions. Registration will continue up to the start
date of each camp.

Report security issues to Fort Drum tip line
Fort Drum’s Directorate of Emergency Services encourages everyone to contribute to community secu-
rity by reporting suspicious behavior or activities to 774-8477 (TIPS).
Callers to the anonymous tip line should report odd behaviors and activities, such as people measuring
or asking for blueprints of important buildings; strangers asking about security protocols; a briefcase,
suitcase, backpack or package left behind; vehicles left unattended in front of buildings; and chemical
smells or fumes coming from a residence or business. The effort is part of iWatch Army, an antiterror-
ism program.

         DES REMINDS RESIDENTS OF FORT DRUM CURFEW

As summer quickly approaches, Directorate of Emergency Services officials would like to remind Fort Drum residents of
the postwide curfew implemented last summer. The Garrison Policy regarding the post curfew applies to all persons,
whether residents or guests, located on Fort Drum who are 17 or younger. The purpose of the policy is to protect minors
from becoming victims of unlawful activity, reduce incidents of unlawful conduct by minors, and encourage and strengthen
adult and parental supervision.
“As the weather improves and school lets out, juvenile criminal activity tends to increase in the housing areas. Police will
be identifying juveniles and enforcing the curfew,” said Todd Julian, DES chief of law enforcement. “We need parents’ help
to support and enforce the curfew so our communities remain a great place to work, play and live.

“The curfew implemented last summer went a long way to helping protect both children and property. The amount of late-
night vandalism and thefts were greatly reduced from previous years. Twenty-five minors received first-time violation warn-
ings. Only two minors appeared before the Juvenile Disciplinary Control Board for subsequent violations.”

The curfew is in effect from 10 p.m. until 5 a.m. Sunday through Thursday. It is in effect from midnight through 5 a.m. Fri-
day and Saturday. Exceptions include those minors who are accompanied by an adult; are in their own yard; are returning
home from their place of employment, a school, church or other voluntary organization event or one officially sponsored
youth activity in a government facility; or en route to obtaining medical care for themselves or an immediate Family Mem-
ber. In all cases, the minor is required to take the most direct route to and from the home.

A first violation will result in the minor being taken into temporary custody on the scene by law enforcement personnel. The
parent or responsible adult will be contacted immediately to respond to take custody of the minor. The parent or responsi-
ble adult will sign a release statement acknowledging that the minor has been detained for violating the curfew.

Subsequent violations will result in a police report being generated and a referral for a mandatory appearance before the
Juvenile Disciplinary Control Board. Continued disregard for the policy could result in more severe action against the minor
and the sponsor, including being barred from the installation.

“When parents are aware of where their kids are and enforce policies like this one, everyone benefits, especially the chil-
dren,” Julian said.

The policy can be viewed on the Fort Drum portal under Garrison Policy Memorandum 11-18, Fort Drum Curfew for Minor
Children. Information regarding child supervision is outlined in Garrison Policy Memorandum 10-12, Parental Responsibili-

Fort Drum will conduct a functions test of the Mass Notification System at 2 p.m. June
29. All personnel are reminded this is only a test of the system. During an actual
emergency, specific instructions would be issued using this system.

We'll be taking them off the truck and putting them right into the kids' hands. We'll be giving them away first come, first served to Active Duty/Dependent ID card holders on Sunday, June 17th at 0830 at the USO. We also have puzzles, and free food coupons from Arby's and Carvel to give away. Kids MUST be present to receive a bike with their parent(s) and we'll give them out until they're gone! The Y is looking for 16 year olds to work in a paid summer position and 15 year olds for a non-paid in- tern position. 15 year olds are guaranteed a paid placement the following summer. Program runs 6-8 weeks beginning the week of July 9th Participants will work 15 hours per week at job placements within Jefferson County and attend 2 hr Friday learning sessions at the Fairgrounds Y. Benefits include—work experience, on site work counselor visits, weekly life skills classes including top- ics such as budgeting, career exploration, education and training requirements.   • 4. Page 4 FRSA FLASH Registration gets under way for Black River Challenge The Lewis County Chamber of Commerce will hold its 3rd Annual Black River Challenge on July 1. Reg- istration will begin at 8 a.m. and the race will start at 9 a.m. The 3rd Annual Black River Canoe and Kayak Race will begin at the New York State Department of En- vironmental Conservation boat launch in Glenfield and will end at the DEC boat launch in Castorland. The distance is 23 miles, and there are no carries. The Black River will provide a twisty, winding race course that is at times a fast-moving current with varying depths and various minor hazards. There will be a pit stop at the halfway mark, and there will be a post-race meal in Castorland (not far from the finish), as well as a recognition ceremony. To register for the race or for more information, contact the Lewis County Chamber of Commerce at 376-2213. Family Medicine Clinic hours will change in July U.S. Army Medical Department Activity officials have announced a change to Family Medicine Clinic hours of operation, effective July 2. New hours of operation will run from 8 a.m. to 5 p.m. (FMC is now open from 7 a.m. to 4 p.m.) This change will allow for later afternoon hours, which patients have requested. Note: Urgent care hours at FMC remain the same: 9 a.m. to 8 p.m. Monday through Friday and 9 a.m. to 4 p.m. Saturday, Sunday and holidays. College will conduct youth baseball camps Jefferson Community College will hold two summer baseball camps for youths 8-16, from Monday through Thursday beginning July 9 and July 16. Each camp will run from 9 a.m. to noon in the McVean Gymnasium. Hitting, fielding and pitching drills will be taught and practiced in a fun, safe atmosphere by JCC base- ball players and coaches as well as players from the Watertown Wizards. Each camper will receive a free ticket to watch a Watertown Wizards home game this summer. Registration is $70 per session or $120 for both sessions. Registration will continue up to the start date of each camp. Report security issues to Fort Drum tip line Fort Drum’s Directorate of Emergency Services encourages everyone to contribute to community secu- rity by reporting suspicious behavior or activities to 774-8477 (TIPS). Callers to the anonymous tip line should report odd behaviors and activities, such as people measuring or asking for blueprints of important buildings; strangers asking about security protocols; a briefcase, suitcase, backpack or package left behind; vehicles left unattended in front of buildings; and chemical smells or fumes coming from a residence or business. The effort is part of iWatch Army, an antiterror- ism program.

The Garrison Policy regarding the post curfew applies to all persons, whether residents or guests, located on Fort Drum who are 17 or younger. The purpose of the policy is to protect minors from becoming victims of unlawful activity, reduce incidents of unlawful conduct by minors, and encourage and strengthen adult and parental supervision. “As the weather improves and school lets out, juvenile criminal activity tends to increase in the housing areas. Police will be identifying juveniles and enforcing the curfew,” said Todd Julian, DES chief of law enforcement. “We need parents’ help to support and enforce the curfew so our communities remain a great place to work, play and live. “The curfew implemented last summer went a long way to helping protect both children and property. The amount of late- night vandalism and thefts were greatly reduced from previous years. Twenty-five minors received first-time violation warn- ings. Only two minors appeared before the Juvenile Disciplinary Control Board for subsequent violations.” The curfew is in effect from 10 p.m. until 5 a.m. Sunday through Thursday. It is in effect from midnight through 5 a.m. Fri- day and Saturday. Exceptions include those minors who are accompanied by an adult; are in their own yard; are returning home from their place of employment, a school, church or other voluntary organization event or one officially sponsored youth activity in a government facility; or en route to obtaining medical care for themselves or an immediate Family Mem- ber. In all cases, the minor is required to take the most direct route to and from the home. A first violation will result in the minor being taken into temporary custody on the scene by law enforcement personnel. The parent or responsible adult will be contacted immediately to respond to take custody of the minor. The parent or responsi- ble adult will sign a release statement acknowledging that the minor has been detained for violating the curfew. Subsequent violations will result in a police report being generated and a referral for a mandatory appearance before the Juvenile Disciplinary Control Board. Continued disregard for the policy could result in more severe action against the minor and the sponsor, including being barred from the installation. “When parents are aware of where their kids are and enforce policies like this one, everyone benefits, especially the chil- dren,” Julian said. The policy can be viewed on the Fort Drum portal under Garrison Policy Memorandum 11-18, Fort Drum Curfew for Minor Children.
