The U.S. UCAN Program connects over 84,000 K-12 schools, 4,200 public libraries, and thousands of colleges, universities, and healthcare organizations to high-speed networks to test and develop applications that take advantage of gigabit speeds. The program works with developers to implement, monitor, evaluate, and promote new applications, providing guidance on instructions, intended benefits and audiences, and collecting feedback to demonstrate value, transform institutions, and facilitate collaboration across communities.

Only 60% of UK households have home internet access.

Ian Clifford, Chair of Telecentre-Europe, discussed e-inclusion efforts to bring the 290 million offline Europeans online. Telecentre-Europe works on digital skills and e-government initiatives like Get Online Week, which had over 200,000 participants in 10,000 telecentres across 47 countries in 2012. A survey of 53 e-inclusion organizations found that the top target groups served are the unemployed, seniors, and young adults, and the most common services offered are e-skills training, e-government services, and employment services. Most organizations collect user data like demographics and course attendance, with 70% having dedicated staff for data collection.

Using a lens of feedback and engagement this paper discusses the relationships between people, organisations, and energy use in workplaces. It reflects on two projects that explored participatory energy practices in public and private organisations. The first, “Working with Infrastructure, Creation of Knowledge, and Energy strategy Development (WICKED)”, explored energy management practices in a range of different retail companies. The second, ‘Gooddeeds’ aimed to collaboratively create an ICT based tool and related social processes with a city municipality. The paper concludes, firstly, that energy management sits against the backdrop of competing organisational, institutional and political priorities and the core strategy of an organisation matters. Second, we need to move beyond the ‘them and us’ culture and ‘information-deficit’ approach intrinsic in the notion of dashboards and feedback to appreciate the positive contribution all can make to energy efficiency. Finally, there are still large discrepancies across organisations with regards to energy management capabilities and metering technologies. SLREN Network Infrastructue - A Proposal v1

Richard Kingston of the University of Manchester has 12 years of experience developing online public participation geographic information systems (PPGIS) to assist public participation in environmental decision making. While technology can complement traditional participation methods, low internet access and the digital divide remain barriers. Surveys show that those least likely to have internet access, such as lower socioeconomic groups and older individuals, are also those most likely to access local authority services. Only 60% of UK households have home internet access.

Ian Clifford, Chair of Telecentre-Europe, discussed e-inclusion efforts to bring the 290 million offline Europeans online. Telecentre-Europe works on digital skills and e-government initiatives like Get Online Week, which had over 200,000 participants in 10,000 telecentres across 47 countries in 2012. A survey of 53 e-inclusion organizations found that the top target groups served are the unemployed, seniors, and young adults, and the most common services offered are e-skills training, e-government services, and employment services. Most organizations collect user data like demographics and course attendance, with 70% having dedicated staff for data collection.

Using a lens of feedback and engagement this paper discusses the relationships between people, organisations, and energy use in workplaces. It reflects on two projects that explored participatory energy practices in public and private organisations. The first, “Working with Infrastructure, Creation of Knowledge, and Energy strategy Development (WICKED)”, explored energy management practices in a range of different retail companies. The second, ‘Gooddeeds’ aimed to collaboratively create an ICT based tool and related social processes with a city municipality. The paper concludes, firstly, that energy management sits against the backdrop of competing organisational, institutional and political priorities and the core strategy of an organisation matters. Second, we need to move beyond the ‘them and us’ culture and ‘information-deficit’ approach intrinsic in the notion of dashboards and feedback to appreciate the positive contribution all can make to energy efficiency. Finally, there are still large discrepancies across organisations with regards to energy management capabilities and metering technologies. Technology to Enable Collaborative Working

SLREN Network Infrastructue - A Proposal v1

Prof Graham Ault (Strathclyde)-Renewable Energy Case Study
This document summarizes a renewable energy case study of photovoltaic installations in southern Malawi. It discusses a project funded by the Scottish government to install solar panels at schools and health posts in 8 villages in Malawi, as well as distributing 100 home solar units. An energy committee was formed for each site to oversee maintenance and generate income. The outcomes so far include over 60,000 hours of additional study time from lighting, around 1,000 kWh of energy consumed, and over $1,000 earned through income generation activities. Workshops discussed appropriate technologies for Malawian communities and partnerships to accelerate sustainable energy delivery.

This document discusses the Virginia Community College System's (VCCS) efforts to expand distance learning and use of open educational resources (OER) through its Zx23 project. It provides statistics showing growth in distance learning enrollment within VCCS from 2008-2015. Skills for Prosperity: Using OER to support nationwide change in Kenya
As a key pathway to improving access to higher education in Kenya, the development and enhancement of online education has been prioritised by the country’s government and is reflected in the country’s strategic plans, including the National Education Sector’s Strategic Plan 2018-22. To facilitate this development and enhancement, studies have suggested capacity building for university staff and development of their digital competencies.
To this end, a nationwide capacity development programme (Digital Education for Universities) was designed and delivered to 254 selected educators, managers and support staff in Kenyan universities as a part of the Skills for Prosperity Kenya programme. The initiative ran across 37 public universities and was based on an existing openly licensed course “Take Your Teaching Online”, which was reused, repurposed and localised to offer accessible online professional development.
This presentation presents findings from a mixed-methods evaluative study of the initiative, informed by data from a post-training survey (n=120), semi-structured interviews with 30 participants and focus groups with four university teams 15-18 months after the training. The study identified impacts of this OER on the digital competencies and practices of three groups of staff – educators, managers and support staff. It also identified areas in which substantial change has already emerged as a result of the course.

Power Grid Model
The global energy transition is placing new and unprecedented demands on Distribution System Operators (DSOs). Alongside upgrades to grid capacity, processes such as digitization, capacity optimization, and congestion management are becoming vital for delivering reliable services.
Power Grid Model is an open source project from Linux Foundation Energy and provides a calculation engine that is increasingly essential for DSOs. It offers a standards-based foundation enabling real-time power systems analysis, simulations of electrical power grids, and sophisticated what-if analysis. In addition, it enables in-depth studies and analysis of the electrical power grid’s behavior and performance. This comprehensive model incorporates essential factors such as power generation capacity, electrical losses, voltage levels, power flows, and system stability.
Power Grid Model is currently being applied in a wide variety of use cases, including grid planning, expansion, reliability, and congestion studies. It can also help in analyzing the impact of renewable energy integration, assessing the effects of disturbances or faults, and developing strategies for grid control and optimization.

The introduction of DLAU and the CCB & CCX licensing model caused quite a stir in the HCL community. As a Notes and Domino customer, you may have faced challenges with unexpected user counts and license costs. You probably have questions on how this new licensing approach works and how to benefit from it. Most importantly, you likely have budget constraints and want to save money where possible. Don’t worry, we can help with all of this!
We’ll show you how to fix common misconfigurations that cause higher-than-expected user counts, and how to identify accounts which you can deactivate to save money. There are also frequent patterns that can cause unnecessary cost, like using a person document instead of a mail-in for shared mailboxes. We’ll provide examples and solutions for those as well. And naturally we’ll explain the new licensing model.

Mutation Testing for Task-Oriented Chatbots
Conversational agents, or chatbots, are increasingly used to access all sorts of services using natural language. While open-domain chatbots - like ChatGPT - can converse on any topic, task-oriented chatbots - the focus of this paper - are designed for specific tasks, like booking a flight, obtaining customer support, or setting an appointment. Like any other software, task-oriented chatbots need to be properly tested, usually by defining and executing test scenarios (i.e., sequences of user-chatbot interactions). However, there is currently a lack of methods to quantify the completeness and strength of such test scenarios, which can lead to low-quality tests, and hence to buggy chatbots.
To fill this gap, we propose adapting mutation testing (MuT) for task-oriented chatbots. To this end, we introduce a set of mutation operators that emulate faults in chatbot designs, an architecture that enables MuT on chatbots built using heterogeneous technologies, and a practical realisation as an Eclipse plugin. Moreover, we evaluate the applicability, effectiveness and efficiency of our approach on open-source chatbots, with promising results.

We'll see, what techniques helped to keep the web resources available for Ukrainians and how AWS improved DDoS protection for all customers based on Ukraine experience
Dandelion Hashtable: beyond billion requests per second on a commodity server
This slide deck presents DLHT, a concurrent in-memory hashtable. Despite efforts to optimize hashtables, that go as far as sacrificing core functionality, state-of-the-art designs still incur multiple memory accesses per request and block request processing in three cases. First, most hashtables block while waiting for data to be retrieved from memory. Second, open-addressing designs, which represent the current state-of-the-art, either cannot free index slots on deletes or must block all requests to do so. Third, index resizes block every request until all objects are copied to the new index. Defying folklore wisdom, DLHT forgoes open-addressing and adopts a fully-featured and memory-aware closed-addressing design based on bounded cache-line-chaining. This design offers lock-free index operations and deletes that free slots instantly, (2) completes most requests with a single memory access, (3) utilizes software prefetching to hide memory latencies, and (4) employs a novel non-blocking and parallel resizing. In a commodity server and a memory-resident workload, DLHT surpasses 1.6B requests per second and provides 3.5x (12x) the throughput of the state-of-the-art closed-addressing (open-addressing) resizable hashtable on Gets (Deletes).

Digital Banking in the Cloud: How Citizens Bank Unlocked Their Mainframe
Inconsistent user experience and siloed data, high costs, and changing customer expectations – Citizens Bank was experiencing these challenges while it was attempting to deliver a superior digital banking experience for its clients. Its core banking applications run on the mainframe and Citizens was using legacy utilities to get the critical mainframe data to feed customer-facing channels, like call centers, web, and mobile. Ultimately, this led to higher operating costs (MIPS), delayed response times, and longer time to market.
Ever-changing customer expectations demand more modern digital experiences, and the bank needed to find a solution that could provide real-time data to its customer channels with low latency and operating costs.
