This memo discusses disturbing trends in vehicle fatalities among Army soldiers, especially motorcycle and ATV accidents. Nearly half of motorcycle fatalities have been due to indiscipline and over 60% involved non-commissioned officers between the ranks of E5 to E7. Additionally, ATV fatalities have risen this fiscal year compared to previous years. As senior NCOs, leaders must effectively teach soldiers to consider risk management in all activities, on and off duty, to mitigate safety concerns and set a good example.

MWR Special Events Volunteers needed for 31 March Easter Event: MWR needs volunteers who are willing to help them out. Can you
please help spread the word for their Easter Event that will take place on 31 March starting at 1100? Please see message from Caité
Kendrick: you will need to contact her directly for more information. Her contact information is below and this is a great volunteer
opportunity for high school students or Soldiers who would like to add hours towards the MOVSM. We are in the process of gearing up for
the Easter Egg Hunt and Activities on Easter Sunday, 31 MAR. This event has grown exponentially in the last few years and last year they had
a crowd of more than 3,000 Soldiers and Families that joined us at Riley’s Conference Center. I am contacting you today because we are in
need of some help to make this year’s event a success. We need volunteers to help with the various youth activities at the event. With
staffing challenges we just don’t have enough personnel to man all of the activities that we would like to provide for this event. We are
asking that volunteers be on site from 1100-1500, although we will take any help we can get. We will supply all of the equipment and
supplies for the activities. Activities will include things like sidewalk chalk, bubbles, hula hoops, bean bag toss, basketball shoot and
inflatables. Please let me know if anyone from your organization would be willing to help out. Volunteers can contact me directly.

8. With the growth of the Forsyth neighborhood, traffic has increased at the intersection of Rifle Range Road and Trooper Drive. To improve
traffic conditions, the intersection will be replaced with a new roundabout, and direct access to Venable Drive will be removed. The
construction project will run from April to November and will be completed in three phases. Phase One, which runs April to June, will
include the removal of Venable Drive and the construction of a new two-lane bypass road that will allow traffic to continue around the
construction of the roundabout. A majority of this bypass road will remain as the northbound Trooper Drive bypass of the roundabout. By
phasing the construction, the intent is to reduce or eliminate the impact to traffic during the construction of this project. See attached map
