• Describes what a graduate should be able to know
• Describes the level of knowledge and skills
In the LOGIC OF EDUCATION, training
In the LOGIC OF EMPLOYMENT, employers
                                              institutions, like employers, will guard
 are interested in what people need to do,
                                             also their independence and their ability
 how they will do it, and how well they do
                                                    to design training programs
    it. They are interested in outcomes.
                                                           as they see fit.



                                 They may regard the use of
                            occupational/competency standards,
                             defined by employers, as narrow in
                           scope and that such standards “invade
                                 their area of responsibility”.

• Each stakeholder in education and training
  particularly the school and employer has it’s own set
  of priorities, motivations and purpose that does not
  complement each other directly and completely!


       THERE MUST BE UNITY IN PRIORITIES,
          MOTIVATIONS AND PURPOSE IN
             TRAINING STANDARDS!
SCHOOLS AS A PRODUCER OF     THIS ISSUE IS HAPPENING          COMPANIES AS
 MANPOWER SHOULD LINK          IN ALL COUNTRIES IN        EMPLOYERS MUST LINK
 TRAINING SPECIFICATIONS     STARTING A COMPETENCY       THEIR JOB SPECIFICATIONS
WITH THE JOB SPECIFICATION      – BASED TRAINING           TO EDUCATION AND
      OF EMPLOYERS                  PROGRAM.                TRAINING SCHOOLS
