Participation is the Key for Open Government.
São Paulo has 50 thousand elected counselors for themes like:
health, education, transportation, district areas, environment, etc.
 The Councilors have no place or plataform to change ideas and build projects
together.
 Development of integrated plataform with participation meetings schedule,
discussion forum and news.
 Digital Literacy for all elected counselors
 Integrate a voting application with the developed plataform to make those
counselors, decision makers.

4. Current Status and IssuesCurrent Status and Issues
 The mayor doesn't understand the potencial of Open Government and
e-Government. (not a ICT's guy!)
 ICT Public Company works with 80's business model, did not enter the
clouding processing era, collaborative development and does not use
agile methodologie.
 The most of counselors has no intimacy with technology things like
smartphone and pc's.
 Many political parties in the same government, being necessary to spend
a lot of time to organize and convince all of the importance of the project.

5. Develop the platform through the newly created innovation laboratory for Open and
E-Government.
Establishment of a committee to discuss and create curriculum and materials for the digital
literacy course.
Create marketing campaign that addresses to the valuation of city counselors.
Sensitize the city mayor to this policy presenting concrete numbers like the number of
beneficiaries and the importance of the decentralization of decisions in a big city like São
Paulo.

1 – Survey the correct number and data of the counselors of the city of São Paulo,
including their ability with technology.
2 – Set criteria for the development of the platform and future integration with the
portal of Open Government in São Paulo.
3 – Starts the Development of the plataform.
4 – Establishment of a committee for the development of digital literacy material.
5 – Starts the Development of the digital literacy material
6 – Develop criteria for the integration of the voting application with the councilors
platform.
7 – Apply the Course application of digital literacy as a pilot project to can identify
strengths and weaknesses on the material.
8 – Start the implementation phase of the project.

- Prepare the city and management to participatory processes and
voting for all citizens.
- Create the feeling and the government's opening perspective.
