Blank new layer
Elliptical marquee->draw oval
Right click oval->stroke, color white, 5pt

3. • Duplicate oval layer multiple times
• Stack them vertical to each with overlapping
• Merge all layers once to taste

Filter-> Stylize-> Emboss
Duplicate Layer & change layer mode to hard mix
Flatten image
Filter->distort-> spherize 100
Duplicate layer-> edit->transform-> rotate 90
Layer mode to darken
