ROBERT D. RAINFORD, JP
Robert Rainford is a son of St. Catherine who hails from the District of Long
Hill, Mount Industry where his early formation took place. He climbed the
social ladder through education which started at the Mt. Industry All Age
through St. Mary’s College to Excelsior Community College and culminating
at the University of the West Indies where he completed undergraduate
training in Management Studies and post graduate training in Human Resource
Management.
Mr. Rainford has over twenty five (25) years of experience in Human Resource
Management and Administration which started in 1987 at the Bank of Jamaica.
He moved to the Jamaica Promotions Corporation in 1990 to head the
Personnel Division as Director of Personnel. In 1992 he went to Island Life
Insurance Company as Manager, Human Resources and in 1998 took up
the challenge of Human Resource Management Specialist in the Tax
Administration Directorate in the Ministry of Finance and Planning where he
successfully supported the re-organization of the tax departments including:
Customs, Inland Revenue, Income Tax, Stamp Duty and Transfer
Tax and General Consumption Tax departments.
In February 2006, he became the first Director of Human Resources of the
Jamaica Constabulary Force where he led the establishment of the Human
Resources Branch which is staffed predominantly by civilians. In 2009, he was
elevated to the post of Permanent Secretary in the Ministry of Justice and in
2012 he was transferred to the Ministry of Local Government and Community
Development in a similar capacity. He left the Public Service in August 2014.
In addition to his formal education, Mr. Rainford has always ventured into other
areas of training to hone and improve his skills; and consequently, he holds an
Associate of Customer Service (ASC) from the Life Office Management
Association in Atlanta, Georgia; HR 2000 certification from Cape Cod, Boston,
USA; Psychometric T echniques certification from Colorado, USA and Logframe
P lanning Technique certification from Montreal, Canada among others.
For Mr. Rainford, his most treasured achievement is in his church, the
United Church in Jamaica and the Cayman Island where he serves as a

2. Licensed Lay Pastor. He currently serves at the Greendale United Church in
Spanish Town.
He is a former President of Santos Football Club and a former member
of the Management Advisory Committee of the Rockfort Heart Trust NTA
. He is a member of the Human Resource Management Association of
Jamaica (HRMAJ) and a Justice of the Peace for the Parish of St. Andrew.
Mr. Rainford is married and the father of four (4) children.
