territory

1 Be it enacted by the Legislature of the Virgin Islands:
2 SECTION 1. Title 20 V.I.C., chapter 32 is amended in the following instances:
3 By adding a new section “225a” to read as follows:
4 § 225a. Intra-territorial motor vehicle transport
5 (a) The owner of a motor vehicle titled in the Virgin Islands who seeks to
6 transport such vehicle must present a valid registration to the shipping carrier as a
7 condition precedent to transport. This shall be the only requirement for the transport of a
8 motor vehicle. For purposes of this section the term “transport” or “transported” means
9 the shipping or shipment of any motor vehicle between the different Virgin Islands.
10 (b) Upon presentation of a valid registration of the motor vehicle to be
11 transported, the shipping carrier shall maintain a listing of motor vehicles transported and
12 report a listing of transported vehicles on a quarterly basis to the Bureau of Motor
13 Vehicles.

1 SECTION 2. Title 20 V.I.C., chapter 32, section 226 is amended by
2 redesignating the existing paragraph as subsection “(a)” and inserting a new subsection
3 “(b)” to read as follows: Notwithstanding the penalties prescribed in subsection “(a)” of
4 this section, any person who violates section 225a of this chapter shall, upon conviction,
5 be guilty of a misdemeanor, subject to a term of imprisonment not to exceed one (1) year
6 and penalty not to exceed $1,000.
7 BILL SUMMARY
8 Section 1 of this bill seeks amend 20 V.I. C., chapter 32, by establishing, via the
9 addition of a new section “225a”, the requirement of a motor vehicle owner having to
10 provide a valid registration to a shipping carrier as the sole condition precedent before the
11 vehicle is transported between the different Virgin Islands. It also provides that the
12 shipping carrier of such vehicle maintain a list of the vehicles shipped within the territory
13 and that this list be provided to the Bureau of Motor vehicles on a quarterly basis.
14 Section 2 establishes a criminal and monetary penalty for a violation of section
15 225a, notwithstanding the penalty previously proscribed in the existing section 226.
