In an age where educational campuses across the nation face the threat of school violence the physical security of a college campus is essential. The security department of the Acme College is responsible for securing the campus, preventing crime, providing security to educational staff and students, and preventing loss of private information both physical and cyber means. In current society it is essential that the college campus have an emergency preparedness plan in place in the event. The new budget will seek to improve all aspects of access control for the organization and to ensure an effective response in the event of an incident of campus violence.
Background
The college campus compasses and eight acre area that is surrounded by a twelve foot fence and has tree entrance points. There are eight different dorm buildings, twelve buildings for student’s classes, six fraternity houses, a food court, cafeteria and one administration building. The security staff is responsible for patrolling the campus in order to prevent any criminal activity by students or outsiders coming onto the campus, prevent loss and intrusion, and to respond to emergency situations.

Budget Proposal Description
The proposed budget will be $720,000 dollars to be sent on security staff costs, equipment, and the necessary security measures. When developing a budget for the physical security of the college campus and to ensure an emergency preparedness plan in place as well as the necessary security measures to prevent intrusion as well as loss. The security plan will include ensuring there is ample security staff to prevent any security intrusions, respond to all potential threats; both physical and cyber, put into place effective security measures, and steps to protect the physical structure. In order to ensure the security of the physical and internal functions of the campus the security manager will need to be provided with an adequate budget.
Proposal Justification
The primary outcome for this proposal is to ensure the safety of staff members, student, and visitors that visit the campus and to have an effective response in place in the event of a crime, act of violence, or cyber threat. The security manager will first identify the potential security threats at the college campus and develop effective security measures in order to ensure better organization control. With the growing incidents of rape, gun violence, and other crime incidents it is essential that the security team at the college campus is equipped to provide an effective and adequate response.
Security and safety in the college environment means more than campus police, cameras, and emergency call boxes. It also means an integrated approach, .

understanding of the threats, vulnerabilities, and potential
consequences of adverse events (Klabechek, 2011). If the
college is not properly secured or the appropriate security
measures are not in place the number of crime incidents or
violent events will increase the following budget will ensure all
aspect of physical and information system security measures are
in place and the college remains a safe and happy place for
students to obtain an education and for staff members to work.
Security Staff Budget ($320,000) Next Budget Period
· Security Manager: salary $60,000 per year
· Security Guards: salary $28,000 per year x 8
· Cyber Security Information specialist: salary $36,000 per year
Security Measures ($250,000)
· 12 foot perimeter fence will be patrolled 24 hours a day seven
days a week in order to deter illegal entries and ensure there are
no potential security lapses.
· Video surveillance will be placed at all exits and entries,
including the perimeter fence, interior and exterior points of
entry and exit on dorms, classroom buildings, and
administrative offices. Secure areas will only be accessed by
authorized personnel using key card entry.
· Alarm systems will be placed on all entry and exit points of
all building on the campus college and activated after student
4. curfew has been met. Alarm buttons will also be placed in every
classroom in order to alert security of potential threats in the
building or classroom. Due to the large size of the campus it is
essential that professors and students have measures for alerting
security.
· The entry doors to all classrooms will be replaced with metal
doors with deadbolts so in the event of gunfire or other violent
incidents professors will have an avenue for keeping students
safe in the classroom.
· Fire alarm systems will be placed in every building and on
every floor. The fire alarms will alert security to fires in the
dorms or other buildings on the campus in order to ensure fire
officials can provide an adequate response.
· The communication center will contain security headquarters
and will be the hub for all security actions and provide a place
for student, professor, administrative staff, and visitors to
launch security complaints as well as to security officials of any
security events.
· Surveillance systems will be placed in the communication hub
in order to monitor activity on the campus and to use as
evidence against any criminal incidents that occur.
Electronic Technology Countermeasures to Enhance Security
($110,000)
· Cyber security measures for college information systems such
as the usual antiviral software, firewalls, and security detection
software as well as ensuring only authorized personnel have
access to information systems in order to make necessary
changes or input of data. Information systems at a college are
vulnerable to intrusion in order to change grades or steal other
information that is present.
· Efforts to prevent cyber security threats are essential in the
21st Century Cyber security is expanding its scope within the
cyber and real economy. Cyber threats continue to escalate in
variation and frequency (Fujiwara, 2006). Information systems
will need to be protected by password and locked doors.
· Electronic key card for interior and exterior doors where entry
5. is only permitted by authorized personnel.
· Cyber security training for staff and security personnel.
Maintenance Factors ($40,000)
· Alarms will be placed on ventilating systems to prevent
intrusion or potential security threats. This will include air
ducts and heating ducts.
· Electrical systems and maintenance areas will be locked and
only authorized personnel will have entry through electronic
key cards.
Short and Long Term Benefits
The budget proposal is designed to ensure there will be
effective security measures in place at the Acme College to
ensure the health and safety of staff, student, and visitors of the
facility. The new security measures, both physical and cyber,
will benefit the entire facility and will enable the college to
keep pace with new technological functions that improve
processes at the college but increase the risk of external
intrusion. The security measures offers training to employees
that expand educational knowledge concerning potential cyber
threats as well as ensuring the necessary security measures are
in place to prevent physical threats.
The new security measures posed by the budget proposal
will address the additional risk of school violence posed to the
security campus such as rapes and school shootings as well as
better police the action of students and staff members as well as
respond to criminal situations. One long term benefit is it
enhances a culture of security and safety for all buildings on the
facility and it will assist in reducing any violent incidents and
deterring potential violent offenders. The budget proposal is
designed to ensure security staff is effective and successful in
handling security incidents as well as the campus provides a
safe and happy environment.
Performance Metrics/Benchmarks
Performance metrics will determine the security staffs
success at handling medical emergencies, security situations,
vehicle accidents, violent incidents such as rapes or school
6. shootings, reports of theft, lost and found property, and other
service requests concerning safety and security of our campus
community (ORAU, 2005). The following list will outline
performance measures that will be used to measure success of
new security measures.

Consequences of Not Funding Proposal
In order for Acme College to provide students with a safe and
healthy school environment their needs to be adequate security
measures in place. While the educational facility should only be
focused on educating young minds in the 21st century the
college has to worry about the threat of security breaches,
losses, and potential violent incidents. In order to ensure the
college does not suffer internal or external threats either
physical or cyber, the proposal for new security measure must
be accepted.
