(1) What unique ethical challenges, if any, are faced by law
enforcement "superagencies?"
Law enforcement superagencies are made up of employees from
all different areas of expertise with many different ways of
doing things. In a career field made up of mostly type A
personalities, these multiple levels of experience can sometimes
clash. This clash can lead to infighting and poor ethical
decision making which can have detrimental and irreversible
consequences as seen in the CF Somalia case (Fitch, 2014). As
the text states, “Today’s superagency leaders must capitalize on
the multitude of experience and capacities of their generational
cohorts of employees; they must also promote ongoing learning
and celebrate ethical, professional behavior, critical thinking,
and decision making” (Fitch, 2014)
(2) What do you believe are the key challenges and/or effective
strategies for recruiting ethical people to work in law
enforcement?
One of the biggest challenges for recruiting ethical people to
work in law enforcement is the fact that many people can
present themselves well on paper and in an interview but how
they perform and make decisions when faced with an ethical
dilemma is unknown. In depth and detailed background checks
are effective and often draw out red flags. Past behaviors such
as drug use, stealing, or cheating need to be critically evaluated
in order to determine a pattern of poor decision making.
Unfortunately, the pool for qualified police applicants is at all
time low, thus resulting in some agencies lowering and
compromising their background standards. Questionable
behaviors and decisions that were once automatic disqualifiers
are now being given time frames in order to raise qualified
applicant numbers. For example, marijuana use was once an
automatic disqualifier where now as long as you haven’t used
maijuana in the past five years, you remain a qualified
10. applicant. Lowering standards in order to raise “qualified”
applicant numbers is a slippery slope and will only lead to
problems and unethical behavior down the road in my opinion.
Ethical behavior must be a foundational pillar within the agency
in order to recruit ethical applicants. Accountability must also
be at the forefront of recruiting in any agency so that they
recruit only those who share the same values.
(3) Describe the importance of the link between law
enforcement training and ethical behaviors?
Law enforcement training is crucial in molding ethical behavior
for the new police officer. While agencies must do everything
they possibly can to recruit an already morally sound and
ethical applicant, academy and in-service training must continue
to teach and demonstrate ethics. Police officers are faced with
unique situations daily that often involve decision making based
on proper judgement, discretion, and ethics. It is imperative that
experienced veteran officers display proper ethical behavior and
decision making to new recruits in order to set the standard for
acceptable conduct. Ethics is taught at police academies and
recruits are evaluated through their performance in realistic
ethical scenarios. Training as well as real world implementation
is key to ensuring ethical behavior.
(4) What are some of the best practices or industry standards
on the topics you are auditing (Research paper)
The best practices when it comes to a successful find and bite
canine team is dog selection and continuous training. In
speaking with the founder and head trainer of the Sacramento
Police Department Canine Unit, dog selection is crucial to an
effective and successful canine team. While some agencies still
look for the meanest and toughest dogs, progressive and well
educated agencies seek the dog with the best temperament,
sociability, and eagerness to learn. Seeking a well tempered and
trainable dog has reduced the liability of the agency when it
comes to accidental bites and excessive force complaints. It has
also produced a more confident canine handler who can use his
dog as a recruitment tool by showcasing it to the public without
11. fear of dog aggression. Continued training using real world
scenarios has shown to be an industry standard among most
canine units across the country. Introducing the dog to new
environments and changing the scenarios ensures that the dog
never becomes acclimated resulting in a dog who is eager to
learn and succeed.
(5) What are some of the possible training or policy
recommendations that you identified in your audit (Research
Paper)?
In my own agency, the use of canines policy was recently
changed in order to clarify when the dog could be deployed per
department guidelines. I feel that the policy is well written and
protects the agency, the handler, and the public. I would not
recommend any policy changes at this time. In regards to
training, I would recommend more inter-agency conferences and
training days in order to explore and even implement effective
training methods used by neighboring agencies.

(1) What unique ethical challenges, if any, are faced by law
enforcement "super-agencies?"
Following the 9/11 terrorist attacks, the United States, Canada
and other countries believed that there was a need to form
umbrella super-agencies that consolidated border, customs, and
inland policing services (Fitch, 2014). The unique ethical
challenge that is presented with the formulation of these super-
agencies is the subcultures that likely exist within some of
agencies that can easily go unknown or unaddressed until a
significant mishap. Fitch provides the extremely unethical
behavior of members of the Canadian Airborne Regiment from
with the broadly formed Canadian Forces as an example of a
subculture acting unethically within a larger super-agency
(2014). Fitch states that the Canadian Forces failed to “clearly
12. communicate its vision of change and transformation among its
rank and file, attain buy-in of its new peacekeeping-focused
organizational culture, and educate its personnel on professional
and ethical conduct” (2014, p. 335). However, I only view this
latter point of educating regarding ethical conduct as key to this
failure. Leadership must ensure that each subculture is explored
and that ethical standards are identified and followed.
(2) What do you believe are the key challenges and/or effective
strategies for recruiting ethical people to work in law
enforcement?
The key challenges lie in identifying potential psychological
issues and/or background details that should preclude certain
individuals from getting hired as law enforcement officers.
There are problems with the veracity of psychological testing
with accurately identifying potential problem candidates as
well. Other times, departments will disregard obvious potential
issues due to other positive traits (Fitch, 2014). There can be
problems with background checks not fully identifying other
potential negative characteristics as well.
Personality instruments can be a good tool to use to evaluate
suitability for work in law enforcement. There are several types
of these personality tests and they can be effective if used in
conjunction with other pre-employment psychological tools,
such as interviews. Using these interviews to collect and discuss
background experiences are a key strategy to hire ethical
officers (Fitch, 2014, p. 39). Having an officer candidate
discuss actions to various situations will assist in uncovering
suitability concerns.
These strategies are all critical to selecting ethical law
enforcement officers, however, there must always be a
significant probation period for these positions because
inevitably there will be individuals who demonstrate
questionable conduct and many times that conduct will require
separation.
(3) Describe the importance of the link between law
enforcement training and ethical behaviors?
13. Law enforcement training and ethical behaviors are interrelated
in that department leadership cannot expect compliance with
certain ethical standards without making those standards clear
to all employees. Ethical standards are different among all of us
due to culture, family, country and other childhood upbringing
aspects. This training must be clear and engage new recruits.
Educators, or facilitators, must understand that context
influences the form and quality of learning (Fitch, 2014, p. 59).
They must include examples of ethical situations that officers
will likely encounter and encourage a dialogue between
students, which will help to ensure effective learning (Fitch,
2014).
Fitch explains that real-life scenarios are key to positive results
in the field with regard to ethical performance (2014).
(4) What are some of the best practices or industry standards
on the topics you are auditing (Research paper)
The best practices in my audit have been researched, identified,
and clearly noted by the Federal Bureau of Investigation. The
Bureau has researched the best practices from throughout the
United States (many high performing police departments and
offices), the US Military Special Operations community, and
other entities, and compiled an excellent industry standard for
others to follow.
(5) What are some of the possible training or policy
recommendations that you identified in your audit (Research
Paper)?
Regarding possible training recommendations, I plan to
encourage department integration with FBI active shooter
response trainers. I will note that during one of my interviews
of the department, it was made known that they are currently in
discussions to join another department in this kind of FBI
training.
With regard to policy, my recommendation is going to be to
include a statement that the department will take efforts to

14. 1. What unique ethical challenges, if any, are faced by law
enforcement "superagencies?"
Canada’s Combined Forces initiative (CF) is an example of
ethical challenges faced by law enforcement superagencies. Put
shortly, Canada combined its military forces in the 1960s
recognizing that it was too small a nation to have separate
military forces. Under the CF, service members from different
military branches were cross trained. However, the effects that
the new CF culture would have on the service members both old
and new was not adequately addressed. Infighting based on
organizational culture led to incidents and ethics violations i.e.
the Somalia Affair where a young Somalian was tortured and
killed by Canadian paratroopers.
The lessons learned from the failure of CF are that
organizational culture matters; that the capacities of
generational cohorts must be capitalized and that ongoing
learning and the celebration of ethical, professional behavior,
critical thinking and decision making must be promoted (Fitch,
2014).
2. What do you believe are the key challenges and/or effective
strategies for recruiting ethical people to work in law
enforcement?
One of the key challenges to recruiting ethical people to work in
law enforcement is that people have personal values and beliefs.
Sometimes, those values and beliefs fall in line with a
department’s code of ethics. Sometimes, not so much. Finding
the warning signs prior to hiring individuals is difficult and not
an exact science. There are several strategies used for recruiting
ethical people including: background investigations; medical
assessments; structured interviews; psychological evaluations;
drug screenings; physical fitness testing; and polygraph
examinations (Fitch, 2014). These strategies not only help in
identifying values and beliefs that are contrary to those of a
department’s, but they help identify “poor decision-making
15. skills, prior unethical or criminal conduct, or a predisposition
toward violence” (Fitch, 2014) which can help a department
avoid spending resources on a less than ideal employee.
3. Describe the importance of the link between law enforcement
training and ethical behaviors?
It is not enough for departments to simply provide lecture and
require rote memorization of rules and policies regarding the
importance of ethical behavior. Adults are less likely to display
ethical behavior with only that type of training. An active and
holistic approach incorporating higher order thinking and
reasoning skills is required. Departments must depart from the
traditional pedagogical approach beginning at the academy level
and incorporate a more “adult learning philosophy and
corresponding training curricula that emphasize the critical
thinking, decision making, emotional intelligence, and other
soft skills necessary to empower officers to behave ethically”
(Fitch, 2014).
4. What are some of the best practices or industry standards on
the topics you are auditing (Research paper)?
I’m not entirely sure there are “best practices” or “industry
standards” on my topic unless they exist for policy formulation.
In which case, in the policy process, hindsight is 20/20. Policy
makers can do their best to address a certain issue through
policy as they did with Proposition 47, but there are almost
always unintended consequences. In the case of Proposition 47,
the unforeseen consequence was a spike in property crime. In
order to address that problem, it is up to all the stakeholders to
recognize first that there is a problem with the policy and then
to gather the data necessary to analyze and make resolution
recommendations. Then, policy makers may adopt
recommendations and implement them. Hopefully, they work.
5. What are some of the possible training or policy
recommendations that you identified in your audit (Research
Paper)?
Sadly, in my opinion, there are not many recommendations out
there which address the property crime problem associated with
16. Proposition 47. There is one that I believe has the potential to
have a positive effect on the problem that was created. To me, it
sounds a bit like the now fairly unpopular three strikes law:
The effort aims to modify Proposition 47, which passed in 2014
and raised the felony-shoplifting threshold in the state to $950.
If successful, the new measure would make repeat offenders
eligible for felony prosecution after a third theft valued at $250
or more. (Sievold, 2017)
