Overview
Prepare a 3–4-page report that describes methods for promoting
new health care services in a rural community. In your report,
explain evidence-based strategies for an interdisciplinary health

Context
When assessing health individually or within a community, it is
important to consider the social aspect. Many issues can affect
health, including work and life stressors, as well as cultural
beliefs and practices.
We know that lifestyle behaviors affect health; however, from a
nursing perspective, the social aspect of health has grown in
importance. The social aspect of a health assessment can be
performed through the dimensions of the individuals and their
families—and then into the broader sense of their communities
and all that those communities entail. Clark and Paraska (2014)
outline the theoretical foundations for health-promotion
concepts, theories, and models, along with ways to apply them
to research and practice.

Assessment Instructions
Imagine your organization has been asked to partner with
another health care organization to serve the health care needs
of a rural community located a significant distance from the
urban area. Each organization will provide a number of health
care professionals to work collaboratively to deliver quality
health care services that address the needs and concerns of the
rural population.
You are one of the professionals selected to participate in this
outreach effort. Each member of the outreach team has been
asked to develop an action plan from his or her professional
perspective. Use the information below to develop your
evidence-based community health action plan from the nursing
perspective.
Community information for the town of Red Deer Valley and
the surrounding farms
Total population of area: 1232.
Economy:
Median household income: $32,020.
Poverty level: 30 percent of the families live at or below
poverty level.
Languages:
English speakers: 78 percent of the population speaks English.
Spanish and English speakers: 13 percent of the population
speaks Spanish and some English.
Hmong and English speakers: 9 percent of the population speaks
Hmong and some English.
Age:
Under 18: 20 percent of the population is under the age of 18.

Preparation

developing collaborative community health care outreach. You
will need at least 4 resources to support your work on this
assessment.
Directions
Develop an evidence-based community health action plan, from
a nursing perspective. Specifically, you must complete the
following:

delivery services. In other words, how will you let the
community know that health care services are available locally,
along with the types of services provided?
Explain culturally sensitive evidence-based strategies for
working with this diverse community. (Hint: Consider things
such as age, traditional medicine, socioeconomic status,
attitude, and so on.)
Explain potential barriers to health and wellness for the
community population.
Recommend communication strategies and techniques for the
interdisciplinary teams that will be working to improve
population health and reduce barriers to preventative health care
and disease maintenance. Consider things such as frequency
(daily? weekly? as needed?) and method (electronic? paper?
face-to-face?)

punctuation.

13. MISSION 3 (Somalia) Instructions
In this mission, you will apply the concepts of national security
objectives and strategies in the context of the non-traditional
threats faced in the Horn of Africa. You will also be asked to
consider multinational organizations such as the African Union
and the United Nations.
You have three objectives:
1. Review the current situation and related policies, resources,
and objectives.
2. Consider possible actions recommended for four issues facing
the region.
3. Recommend the best three actions to take on each issue in a
memo to the boss.
Read the background information provided on the map. Then,
write a statement for the boss recommending what actions the
United States should take in the region.
Your score for this step will be based on how well your
recommendations match the information you are given, NOT on
how well they match what you may already know about these
actors, countries, or events.
MISSION 2 (Afghanistan) OVERVIEW/OBJECTIVES
This mission has two levels—a tactical level and a strategic
level. You must successfully complete the tactical level before
you can advance to the strategic level.
At the tactical level, the number of insurgents in the fictional
Afghan province of Dahara has increased significantly over the
past three months. Intelligence estimates that there are now
approximately 2,200 insurgents in the province. The US
commander wants to reduce that to less than 1,200 insurgents
before he hands over control to the Afghan National Army in 12
months.
The commander has four instruments of power (or IOPs)
available to help achieve this objective—diplomatic,
informational, military, and economic.
The IOPs are most effective when they are used in combination,
14. but it is easier to understand how the IOPs work if you start by
applying one at a time.
In the first level (tactical), you will analyze three possible
options to reduce the number of insurgents in Dahara province.
The first option uses only the military IOP, the second uses only
the economic IOP, and the third uses a combination of military
and economic power.
You have three objectives:
For each of the three options, you will predict the results, then
analyze the results that our counterinsurgency model predicts.
You will experiment with the counterinsurgency model to find
the best combinations.
You will recommend a course of action that will enable the
commander to achieve his objective.
LEVEL II (Recommend a COA)
While the tactical insurgency problem may be coming under
control in Dahara province, insurgents from other unstable areas
of Afghanistan are continuing to enter rural Pakistan. This
situation is fueling fears of a gradual Islamist takeover of rural
Pakistan and potential loss of control by the Pakistani
government. As a nuclear state, loss of political and military
control within Pakistan would create serious strategic concerns
for the United States, its allies, and other regional and global
players, such as India, China, and Russia.
In this level, you will recommend a course of action (or COA)
to address these concerns. Teams of regional analysts have
already drafted three proposed COAs. Each COA includes some
combination of diplomatic, informational, military, and
economic actions.
You have three objectives:
1. Predict how the National Security Council, the US public,
and the governments of Afghanistan, Pakistan, and India would
react to each of the COAs.
2. Predict the likelihood that each of the COAs would achieve
our strategic objectives, which are to:
- Reduce the number of insurgents in Pakistan;
15. - Ensure the safety of Pakistan’s nuclear weapons; and
- Maintain the stability of the Pakistani government.
3. Recommend one of the three COAs.

MISSION 1 (Venezuela) Instructions
This mission has two parts—the first part has a domestic focus,
while the second has an international focus. You must
successfully complete part one before you can advance to part
two.
In part one, you have three objectives:
1. Comprehend your own IR perspective.
2. Analyze profiles of key NSC members and identify their IR
perspectives.
3. Analyze current US policy documents and identify the IR
perspectives woven throughout.

Now take a few minutes to review the continuity notebook and
get up to speed on the key members of the National Security
Council. In addition to understanding their roles and
backgrounds, it’s important to be aware of the IR perspectives
of the people for whom you will be preparing your
recommendations. As you read each profile, select the school of
International Relations Theory you think best matches each
person's profile.

The final step in part one is to look at some excerpts from the
current (2010) US National Security Strategy (NSS). As you
read the excerpts, determine which of the three schools of
International Relations Theory each passage resembles most
closely. You should select three passages for each theory:
Realist, Liberalist, and Constructivist. As you'll see from these
16. passages, no policy document falls squarely into one IR camp or
another, but various perspectives are discernible throughout the
policy.

In part two, you will write a statement for the boss
recommending what actions the United States should take in
response to the Russian-Venezuelan scenario.
You have three objectives:
1. Review the current situation and related policies, resources,
and objectives.
2. Consider the possible actions recommended by the various
departments.
3. Select the two recommendations from each department that
are most consistent with US policy guidance, support US
objectives, and balance the concerns of other stakeholders.
