Philippines.
• It’s “BANGUS” (milkfish)
industry has earned lots of
recognition locally &
internationally.

out the conquering Japanese in
the area.

THE PROBLEM

• The City Hall which
reflects the whole city,
can be the parameters
to measure how
civilized a city is.

DAGUPANCity Hall
• As of today it is located
at the heart of the
Dagupan
city(Downtown) and
obviously congested;
divided into different
departments due to lack
of space.

• The demand for a new
building is inevitable
as the population and
businesses increase.

• It then deserves to have
a world class design
that would cater a
“One-stop-All-shop”.

• It would provide the people with
a comfortable environment and
a decongested road which then
leads the way for a happy, relax
and fast trip.

THE PROBLEM
DAGUPANCity
• To make Dagupan City
known around the world,
this city continues to
devise new businesses
focused on transforming
its vision to reality to
make it globally
competitive in every way.
DAGUPANCity
• Dagupan City has a
population of over
163,676 listed in 2010
census’ record.
DAGUPANCity
• It has 43 schools in
different levels, 12
hospitals with an average
of 300 bed-capacity, 2
malls, countless business
establishments and
subdivisions around the
city.
DAGUPANCity
• Upon stating these,
this city continues to
expand in population
and increase the list
of businesses around
it.
DAGUPANCity
• Presumably after a
year, all these
numbers will increase
simultaneously with
the volume of
vehicles traveling
around Dagupan.

• In 2003, City Mayor
Benjamin Lim said, “It is
imperative that the city
government implement
a traffic volume
reduction program
(TVRP).”

• Because of this, there
came a signed
memorandum of
agreement between the
local government and the
United Tricycle Operators
and Drivers Association
(Utoda) for a color coding
scheme.

• It was called as the Unified
Vehicular Volume
Reduction Program
(UVVRP) that uses a
number coding and was
realized through the
intervention of Public
Order and Safety Office
(POSO).

• According to a study,
“The Philippines waste
28,000 hours in traffic
equivalent to 3.2 years
of a man’s life.”

that the Philippines face
nowadays is the lack of
enough facilities that
will hold these different
agencies and
departments

• THE EMPLOYEES suffer
from countless delays
and piled up work not
to mention the stressful
and long travel for the
applicants.

• After a careful assessment, a
unified, enlarged and
decongested new City Hall
building is greatly needed –
which will then serve the whole
city and might as well
accommodate neighboring
towns.

Conceptual
FRAMEWORK
• The proposal is a five-
storey structure which
is designed to resolve
the case of scattered
departments in the City
Hall of Dagupan.
• This will unify their
different departments
into a single building
and would somehow
decongest the heavy
traffic in the city.
• The following are the
possible departments and
agencies to be added:
• DFA ( Department of Foreign
Affairs)
• NSO ( National Statistics Office)
• POEA ( Philippine Overseas
Employment Administration)
• there will be a modified
and well-spaced road
that will be used as
convenient parking
areas for all vehicles.
• In lieu with the green
building project, the
company prepared a
proper waste disposal
management for the
building.
• It will also have a well
distribution of recycled
water that will supply
the structure fixed with
proper and efficient
fixtures.
• The last thing is the
reduction in the consumption
of energy of the structure,
insolated wall and natural
ventilations would be
provided as well as element
in the building that would
provide the maximum effect
of light from the sun.
• The company prioritizes
the environment by
using environmental
materials and methods.
