Most of them are caused by the citizens:

6. Deteriorating economic situation
Over 40% of Moscow GDP1 is produced by the retail
sector which is growing
Small business suffers
Reasons: citizens are used to
stock up on the food for a week in
advance, hypermarkets are more convenient for
this purpose
Solution: increased tax rates for retail chains; zero-
taxes and barriers to entry for small enterprises

7. Environmental degradation
a) No manufactures are located in Moscow, all the gas
emissions come from the growing number of cars
b) Unsorted waste
Reasons: the only way for many
workers to reach their offices is by
car; no recycling bins
Solution: public transport development; strict
limitations of entering cars; city program for waste
sorting and garbage recycling plants construction
8. Human rights violation
Limited liberty of speech, limited freedom to
demonstrate
Reasons: no grounds in the city where inhabitants
could take a stand; many of them are not aware of
their rights
Solution: investments in legal education that will
stimulate legal culture
9. Business & government corruption
Moscow shadow market accounts for around 30
bln rubles1
Reasons: it is not accepted to obey the laws in the
society
Solution: show trials and harsh reprisal to the
thieves along with investments in legal education

10. My strongest desire is to see Moscow up to the
advanced ideas of the sustainable development
concept.
Since affluent society could be founded only by the
responsible far-reaching leaders with a new
mindset, I have perfect confidence that the IE
Program will give me an opportunity to become
one of such leaders.
