SE2 is limited to a maximum of two processor sockets and 16 processor threads per server. It can support a maximum of 16 CPUs via instance caging across a Real Application Clusters (RAC) with one socket per server. Unless customers intend to upgrade beyond version 12.1.0.1, they can remain licensed as currently but will not receive new patch fixes after August 2016. Those running 4 socket databases will need a migration plan to upgrade or add more users in 2016.
