SUBJECT : Non-Uniformed Personnel (NUP) Vacant Positions

1. References:
a. Letter to ALICIA dela ROSA-BALA, Chairperson, Civil Service
Commission dated April 22, 2019, received by CSC-FO on April 24,
2019;
b. 2017 Omnibus Rules on Appointments and Other Human Resource
Actions (ORAOHRA, Revised July 2018); and
c. Republic Act No.7041 otherwise known as the "Publication Law."
2. Above references pertain to the publication of 322 vacant positions for
Non-Uniformed Personnel pursuant to Republic Act No. 7041 otherwise known as
the “Publication Law” prior to the filling up of said positions (Tab “A”).
3. Be informed that the unfilled positions were published and posted on April
24, 2019 for regular appointments at the Civil Service Commission website.
4. In view of the foregoing, undertake the following:
a. Post all vacancies under your respective plantilla in at least three
conspicuous places of your respective offices/units;
b. Cause the widest dissemination to all NUP in your AOR the said
vacancies for their information;
c. In the filling of vacancies, determine the positions which can be filled by
the promotion of qualified NUP and the positions by original
appointments (new applicants); and
d. To facilitate the filling-up of positions, submit a separate Board
Resolution for promotion and original appointments for affirmation by
the NHQ PNP NUP Human Resource Merit Promotion and Selection
Board (HRMPSB).
5. In the screening and evaluation of applicants, strict adherence to the 2017
Omnibus Rules on Appointments and Other Human Resource Actions (ORAOHRA,
Revised July 2018) must be observed.

Letter to ALICIA dela ROSA-BALA, Chairperson, Civil Service Commission dated April 22, 2019, received by CSC-FO on April 24, 2019; b. 2017 Omnibus Rules on Appointments and Other Human Resource Actions (ORAOHRA, Revised July 2018); and c. Republic Act No.7041 otherwise known as the "Publication Law." 2. Above references pertain to the publication of 322 vacant positions for Non-Uniformed Personnel pursuant to Republic Act No. 7041 otherwise known as the “Publication Law” prior to the filling up of said positions (Tab “A”). 3. Be informed that the unfilled positions were published and posted on April 24, 2019 for regular appointments at the Civil Service Commission website. 4. In view of the foregoing, undertake the following: a. Post all vacancies under your respective plantilla in at least three conspicuous places of your respective offices/units; b. Cause the widest dissemination to all NUP in your AOR the said vacancies for their information; c. In the filling of vacancies, determine the positions which can be filled by the promotion of qualified NUP and the positions by original appointments (new applicants); and d. To facilitate the filling-up of positions, submit a separate Board Resolution for promotion and original appointments for affirmation by the NHQ PNP NUP Human Resource Merit Promotion and Selection Board (HRMPSB). 5. In the screening and evaluation of applicants, strict adherence to the 2017 Omnibus Rules on Appointments and Other Human Resource Actions (ORAOHRA, Revised July 2018) must be observed.
