Coordinator for Health Information Technology (ONC) and the Chamber of
Digital Commerce will announce the winners of the first-ever Blockchain Code-A-
Thon sponsored by a U.S. government entity. Participants are challenged to use
distributed-ledger technology and health-specific standards to develop solutions to
address key operational issues facing modern healthcare. Join us

DR. ROBERT E. KAHN /
“Father of the Internet”
Dr. Robert (Bob) E. Kahn is Chairman, CEO and President
of the Corporation for National Research Initiatives (CNRI),
which he founded in 1986 after a thirteen-year term at
the U.S. Defense Advanced Research Projects Agency
(DARPA). He is known as the “Father of the Internet,”
and in 1974 co-authored a paper titled, “A Protocol for
Packet Network Intercommunication,” which described the
working protocol for sharing resources and later became
the foundation for the World Wide Web, email, file sharing
and remote transfer. Dr. Kahn coined the term National
Information Infrastructure (NII) in the mid-1980s—also
known more popularly as the Information Super Highway.
In his most recent work, Dr. Kahn is developing the concept
of digital object architecture, a key component of the NII.
This notion is providing a framework for interoperability of
heterogeneous information systems and is being used in
many applications such as the Digital Object Identifier (DOI).

DAVID TREAT / Managing Director, Financial
Services, Blockchain Lead, Accenture
David Treat is a managing director and the global head
of Accenture’s Financial Services Blockchain practice. He
is also the co-lead of Accenture’s firm-wide Blockchain
Strategic Growth Initiative and manages Accenture’s
relationship with several large financial services clients.
With more than 20 years of experience, David has driven
the formation of Accenture’s blockchain practice, which
now spans the globe. He also engages clients across all
industries, ranging from pure R&D to full-scale client
business-transformation business entities. In addition to
managing several of Accenture’s strategic alliances in the
blockchain domain, David sits on the boards of the Linux
Hyperledger Project and the Enterprise Ethereum Alliance.

TO PROTECT OR NOT TO PROTECT?
It has been estimated that 84 percent of the market value of the S&P 500 is based
on intangible assets, such as patents, and many of the key players in the distributed-
ledger technology (DLT) ecosystem are aggressively pursuing patents. While much
of DLT is embodied in open source software, international patent assets related to
DLT have increased at an accelerating rate since 2010. This panel will discuss the
dichotomy between protecting intellectual property assets and fostering innovation
in an open source and decentralized world.

Dana Syracuse concentrates his practice in the blockchain, fintech, e-commerce and
financial services sectors, working with clients on regulatory, business and product
counseling, cyber and data security and enforcement concerns. Dana is the former
associate general counsel for the NYDFS and a leading figure in the development of
the country’s first comprehensive digital currency regulation. He works with a range
of fintech and digital business clients on federal and state regulatory, compliance and
enforcement matters, and complex bank regulatory issues. Dana frequently interacts
with lawmakers at the state and federal level on many of these issues, including
testifying before the United States House of Representatives. Dana is a frequent
media commentator, speaker and author on virtual and crypto currencies, money
laundering, financial services regulations, data security privacy and the balance
between innovation and regulation in the financial sector.

JONATHAN JOHNSON /
Chairman of the Board, Overstock.com
Jonathan Johnson is president of Medici Ventures,
Overstock’s subsidiary that oversees a portfolio of
blockchain technology and fintech businesses, which
include t0, and investments in Bitt.com, PeerNova, ripio,
factom, Settlemint and IdentityMind. In this role, Johnson
is responsible for continuing Medici Ventures’ efforts to
pioneer growth and innovation in applying the blockchain
to financial systems and beyond.
Johnson has served as the chairman of Overstock’s board
of directors since April 2014, transitioning to the position
after five years as the company’s president, and later, as the
acting CEO and executive vice chairman of the board. Prior
to joining Overstock, Johnson was with TenFold Corporation
in various positions, including CFO and general counsel.

THE ECONOMICS OF BLOCKCHAIN NETWORKS
Beyond the technology, once a blockchain network is deployed, how does the
flywheel start turning? Network effects matter and are approached very differently
amongst public, private and consortium blockchains. Furthermore, digital currencies
are creating an entirely-new asset class and developing a new discipline of study
called cryptoeconomics. This is all being exercised with the surge of initial coin
offerings (ICOs) — not only creating a significant amount of regulatory debate,
but also fundamentally changing the way in which open source projects are
financed and how incentives are created amongst network participants.

  • 8. WEDNESDAY 3:45 PM KEYNOTE: DR. ROBERT E. KAHN DR. ROBERT E. KAHN / “Father of the Internet” Dr. Robert (Bob) E. Kahn is Chairman, CEO and President of the Corporation for National Research Initiatives (CNRI), which he founded in 1986 after a thirteen-year term at the U.S. Defense Advanced Research Projects Agency (DARPA). He is known as the “Father of the Internet,” and in 1974 co-authored a paper titled, “A Protocol for Packet Network Intercommunication,” which described the working protocol for sharing resources and later became the foundation for the World Wide Web, email, file sharing and remote transfer. Dr. Kahn coined the term National Information Infrastructure (NII) in the mid-1980s—also known more popularly as the Information Super Highway. In his most recent work, Dr. Kahn is developing the concept of digital object architecture, a key component of the NII. This notion is providing a framework for interoperability of heterogeneous information systems and is being used in many applications such as the Digital Object Identifier (DOI).

In a world of “Fake News” and the fight for a free press, the public is faced with everyday challenges on what is legitimate and what is not. According to Alex, blockchain technology holds immense potential to solve the crisis of legitimacy in our democratic institutions — to tackle anything from online voting to real-time fact checking. He is also the co-lead of Accenture’s firm-wide Blockchain Strategic Growth Initiative and manages Accenture’s relationship with several large financial services clients. With more than 20 years of experience, David has driven the formation of Accenture’s blockchain practice, which now spans the globe. He also engages clients across all industries, ranging from pure R&D to full-scale client business-transformation business entities. It has been estimated that 84 percent of the market value of the S&P 500 is based on intangible assets, such as patents, and many of the key players in the distributed- ledger technology (DLT) ecosystem are aggressively pursuing patents. While much of DLT is embodied in open source software, international patent assets related to DLT have increased at an accelerating rate since 2010. Dana is the former associate general counsel for the NYDFS and a leading figure in the development of the country’s first comprehensive digital currency regulation. He works with a range of fintech and digital business clients on federal and state regulatory, compliance and enforcement matters, and complex bank regulatory issues. Dana frequently interacts with lawmakers at the state and federal level on many of these issues, including testifying before the United States House of Representatives.   • 17. THURSDAY 1:25 PM PANEL 4: FINANCIAL SERVICES ARE WE CLOSER TO REALITY? WHEN WILL WE SEE MASS ADOPTION OF BLOCKCHAIN IN FINANCIAL SERVICES? A year ago, financial institutions were forming alliances and experimenting with blockchain technology. Some of these experiments have been successful—we are likely to see at least one large-scale implementation this year. Our diverse group of panelists will share success stories and lessons-learned, and then brainstorm on ways to accelerate mass adoption.
