Last Implemented Projects:
1. Hemodialysis Centre at Chittagong Medical College Hospital.
Bangladesh hasnearly 20 millionpeoplesuffering from various kidneyand urologicalproblems.
Every year 15-20,000 patients develop Acute Renal Failure, 70% of those can be treated by
dialysistherapyand further 18-20,000 patients are developing EndStage Renal Diseases. In the
2. Chittagong area alone around 3 million people estimated to be suffering from suffering from
Chronic Kidney Diseases.
Chittagong MedicalCollegeHospitalistheonlytertiarymedicalcollegehospitalinsouthernpart
of Bangladesh. It is the only government run hemodialysis unit in Chittagong with provision of
only 9 haemodialysis beds. However these facilities are not adequate to meet significant
demand for provision of dialysis to patients suffering from kidney diseases.
The objectiveof thisproject was to increase publicaccess to dialysisand improve thequality of
dialysis services on an affordablebasis byupgrading and refreshing thefacilities and treatment
offered for dialysis therapy. It is a project of Ministry of Health and Family Welfare and its
implementing agency DGHS (CMCH).
2. Hemodialysis Centre at National Institute of Kidney Diseases and Urology (NIKDU)
NIKDU is the only Institute for Nephrology & Urology in Bangladesh and provides education,
research & treatment facilities for nephrology & urological diseases. It was set up in April 2001
in response to this acute need for the establishment of an institution to treat patients with
kidney diseases. Bangladesh has nearly 20 million people suffering from various kidney and
urological problems. Every year 15-20,000 patients develop Acute Renal Failure, 70% of those
can be treated by dialysis therapy and further 18-20,000 patients are developing End Stage
Renal Diseases.
Thus, the demandfor the use of NIKDU services has continued to grow over the last 10 years. In
addition,thereisalso aneedto refresh and upgradethefacilitiesoffered byNIKDUandto benefit
from the adoption of the latest technology that is on offer in the market.
The objective of the project is to increase public access to dialysis and improve the quality of dialysis
services on an affordable basis by upgrading and refreshing the facilities and treatment offered for
dialysis therapy.
Cabinet Committee on Economic Affairs approved the project on 1 January,2012. AndContractsigned
with Private Partner on 27 January 2015.
Ongoing Projects:
1. Construction of Dhaka-Elevated Expressway.
Dhaka, capital of Bangladesh is the largest and most densely populated city, with 18 million
people.As thepopulationofthe cityis increasing rapidly,thetransport sector needs to expand
to meet this rapidgrowth of thecountry. The hugenumber of growths in transport resulting in
high levelsoftrafficcongestionandoperationaldifficulties.Inorderto minimizetheacutetraffic
congestion, Bangladesh Bridge Authority (Government of Bangladesh) intends to deliver a
project fortheconstruction ofapproximately23km ofElevated Expressway in thenorthern part
of Dhaka City on a Public Private Partnership (PPP) basis.
3. The four lane Elevated Expressway will commence at Shahjalal International Airport and run
alongside New Airport Road, with the rail alignment through the Mohakhali, Tejgaon and
Moghbazarto KamalapurRailway-stationandthenthealignment crossing over Jatrabaribefore
connecting to Dhaka Chittagong Highway. Link: Palashi-Katabon-Hatirpul-Hotel Sonargaon
(backside) - Moghbazar Rail Crossing.
The purpose of the Expressway is to increase traffic capacity within and around the city by
improving connectivitybetween northern part ofDhakaCitywith theCentral, South andSouth-
Eastern part.In additionto providing amuch-needed increaseintrafficcapacity,theExpressway
will bedesigned to relieve existing overloaded roads. Access and distributionto theExpressway
will be designed to avoid adding congestion to existing facilities.
2. Bangabandhu Hi-Tech City (Block 2 & 5).
The objectiveof this project is to establish World class business environment for investment in
Hi-Tech Sectorthat will help to achieve thegoal of the Vision-2021. It is a project of Ministry of
Information and Communication Technologyanditsimplementing byBangladesh Hi-tech Park
Authority.Cabinet Committeeon Economic Affairs approved theproject on 16 January, 2012. It
is now on Construction stage.
3. Bangabandhu Hi-Tech City (Block 3).
In 1999 Bangladesh government decided to establish a Hi-Tech Park to harness the benefit of
advance technology by creating conductive investment environment in Kaliakoir, Gazipur.
Government has allocated 232acres of Land for creating a world-class business environment for
Hi-Tech Industry especially for IT, ITES, Biotech, Telecommunication, electronics and R&D.
The executive committee of Bangladesh Hi-Tech Park Authority has decided in its 1st meeting
heldon 7th October2010 to implement theproject through PPP. TheGovernment intended to
give responsibilityto design and buildup allnecessary infrastructures byits own resources. The
Appointed Park developer (s) will also be responsible to manage and operate the Park for
specificperiodunder a concession agreement. All cost for establishing infrastructure, managing
and operating the park will be borne by Park Developer. The Revenue collected by the Park
developeras rent and service chargefrom theindividualinvestors willbe shared by BHTPAand
Park developer in a Predetermine Ratio.
The objectiveof this project is to establish World class business environment for investment in
Hi-Tech Sectorthat will help to achieve thegoal of the Vision-2021. It is a project of Ministry of

4. 4. Construction of High-rise Residential Apartment Building for Low- and Middle-Income
Group of People at Jhilmil Residential Project Dhaka.

Thisis aproject ofMinistryofHousing andPublicWorks andimplementing byRajdhaniUnnayan
Kartripakkha (RAJUK). Cabinet Committee on Economic Affairs approved the project on 4th
November, 2015 and it is now on construction stage.
5. Construction and operation of 2 (two) incomplete Jetties of MPA at Mongla.
Mongla Port and Chittagong Port are the only two ports in Bangladesh which can be said to be
an international seaborne trade port. Mongla Port is located in the south-western part of the
country, on the East Bank of Pussur River around 71 Nautical Miles upstream of the Bay of
Bengal.
Chittagong Port in the south-eastern part of the country is the gateway port in Bangladesh
handling more than [80%] all seaborne cargo to Bangladesh. However, with the rapid and
sustained economicgrowth in Bangladesh,theexpansioninindustrial development andsuccess
of theexport based apparelsindustry thereare serious capacityconstraints at Chittagong Port.
To meet the increased demand for international port facilities, to address the capacity
constraints at Chittagong port,to provideport facilitiesto coverthewestern halfofBangladesh,
government has taken a strategic decision to re-invigorate Mongla Port and develop facilities
up to international standard.
As part ofthisinitiativeasignificant amount ofgovernment investment has beenearmarked for
a number ofprojectsin MonglaPort theseinclude procurement of Cutter SuctionDredger, Pilot
& Dispatch Boat, procurement of Navigational Aids and dredging in the Mongla Port Harbor
Channel.
The proposed PPP project is part of government’s wider initiativefor the redevelopment of the
Mongla Port and will help to complement the initiative undertaken to develop a special
economic zone in Mongla.
The objective of this project is to develop international standard port facilities for berthing of
ships and cargo handling. This is a project of Ministry of Shipping and its implementing agency
is MonglaPort Authority(‘MPA').Cabinet Committeeon EconomicAffairs approved theproject
on 18 November, 2011.
5. 6. Upgrading of Dhaka Bypass to 4 Lane (Madanpur-Debogram-Bhulta-Joydebpur)
TheJoydevpur-Bhulta-MadanpurRoad(‘theDhakaBy-passroad)isa2 lane roadand part ofthe
strategically important National Highway N105. It is a key arterial route which connects the
northern and north-eastern part of thecountrywith thesouthern and eastern region by-passing
Dhaka city. It is estimated that every day around 10,000 motorized vehicles use the Dhaka By-
pass road and the numbers are continuing to increase. Consequently the 2 lane road cannot
cater forsuch increased traffic but thereis a needto separate out thelocaltrafficfrom thetrans-
regionaltrafficandcreate adedicated expresswayto caterfortheincrease in trafficdemandand
to reduce journey time.
Theobjectiveoftheproject isto provideanalternaterouteforroadusers with high leveloftravel
time reliabilityandreduced vehicleoperating cost in NationalHighwayN105. The upgrading of
theroad will also enhance the connectivityof the roadnetwork to meet forecast economicand
traffic growth targets. This is a project of Ministry of Communication and its implementing
agency is Roads and HighwaysDepartment. Cabinet Committeeon Economic Affairs approved
the project on 11 September, 2012.
Future Projects:
1. Development of Integrated Tourism & Entertainment Village at Cox’s Bazar.
Cox’s Bazar, located along Bay of Bengal in South Eastern Bangladesh, is one of the most
pristinetourism destinationsofSouth East Asia. Thetown isknown forits 125km long unbroken
shore, which is believed to be world’s longest natural sandy sea beach.
Enjoying strategiccentral locationwith regards to theIndian sub-continent and theothersouth
Asian countries of Myanmar and Thailand, Cox’s Bazar holds tremendous potential for growth
as a major internationaltourist destination.It currently hosts millionsof domestictourists every
year with daily visitor footfalls reaching upto 150,000 in peak seasons.
Considering the tourism potential of the town, Bangladesh Parjatan Corporation (BPC) is
looking to develop an integrated tourism and entertainment village on a 130-acre beach front
parcel in Cox’s Bazaar. The Integrated development will comprise of a beach resort,
entertainment village, golf course and venues for other tourism activities.
The objective of the project is to enhance the tourism potential of Cox’s Bazar and create an
international recognition for the town through development of an Iconic Tourism and
Entertainment Destination.Thisprojectscurrent status is: Award Stage-Contract to beSigned.
6. 2.Development of ShoppingMall withHotel-cum-Guest House at BangladeshRailway Land
near Chittagong Railway Station, Chittagong.
Chittagong is one of themajor cities in the country and has been expanding rapidlyin terms of
industrial and other commercial activities. It also has significant tourism-based activities and
attracts domestic and international businesses as well as visitors. However, despite being the
second largest city of Bangladesh, Chittagong has less than 10 standard hotels and less than 6
standard shopping complexes. Apart from the need for standard accommodation facilities for
outside people coming for business and tourism purpose and given the increasing purchasing
power of the people of the city, Chittagong also requires enhanced and modernized shopping
facility.Withinthisdemand and with the objectiveofrealizing optimumcommercial value from
theunutilized land, Bangladesh Railwayhasproposed ashopping complex-cum-guest houseon
PPP basis on BR’s unused land near Chittagong station. The proposed site is adjacent to
Chittagong Station Road in the East side of Pay & Cash Office. An area of 0.4432 acres of
Bangladesh Railway's spare land has been earmarked by Bangladesh Railway for this project.
The objectivesof thisproject are:
• To render standard accommodationand shopping facilitiesto thegeneral peopleof
Chittagong aswell as BR’s employees.
• To increase revenue earning potentialofBangladesh Railway.
• To ensure more efficient utilizationofBangladesh Railway assets.
3. Establishment of Three Star Standard Hotel and other Facilities of Existing Hotel Pashur
Compound of BPC at Mongla Bagerhat
Khulna is one of themajor citiesin thecountry with significant economic activities.It is also the
country’s important port city that has been expanding rapidly in terms of industrial and other
commercial aspects. It has the second port of the country at Mongla and the world famous
Shundarban, the largest mangrove forest of the world. It also has the UNESCO declared world
heritage Shatgombuj mosque and other attractive tourist destinations. With the increasing
tourism and commercial activities as well as increasing purchasing power of the people, it is
envisaged that tourism facilities such as standard quality hotel facilities would be in demand.
To caterto thetourism demand and to implement government’s initiativefor promoting Public
Private Partnership (PPP) in thecountry, Bangladesh Parjatan Corporation(BPC) has proposed
the development of an three star Standard Hotel other Facilities of Existing Hotel Pashur
Compound of BPC at Mongla Bagerhat Khulna. Following the process set out in the PPP
Procurement Guidelines 2016, the “In Principle Approval” was provided by CCEA on 01 March
2017 for this Project. Later BPC requested support from the PPP Authority regarding project
7. development and transaction advisory for the project. PPP Authority is now in the process of
engaging an advisor for the provision of technical, commercial, financial, environmental and
social feasibility assessment to support the process for appointment of PPP developer for
Establishment ofThree StarStandardHotel OtherFacilitiesofExisting HotelPashurCompound
of BPC at Mongla Bagerhat, Khulna (the Project).
The objectivesof thisproject are:
To render three-star standard hotelfacilitiesfor business travelers and visitors in
Khulna.
To create employment opportunity.
To ensure more efficient utilizationof BPC land.
4. Establishment of a 50-Bed Medical College and up-gradation and modernization of
Existing Railway Hospital into 250 beds at Central Railway Building in Chittagong
Chittagong is the second largest commercial hub of the country with significant and vibrant
economic activities.Bangladesh Railwayhas decided to expandits social services in some other
areas byutilizing itscore competence including hues land base and otherinfrastructure. For the
medical care of the BR’s employees, it has some hospitals at different places. Chittagong
Railway Hospital is one of them. BR has significant unused land and hospital infrastructure
within the existing Chittagong Railway Hospital compound beside the Chittagong Railway
station. Considering that there are a limited number of modern hospitals and medical colleges
in Chittagong comparing required demand, BR has decided to utilize the unused land and the
existing hospitalcomplexat CentralRailwayBuilding inChittagong forconstructionofamodern
medicalcollege&hospitalandnursing instituteon aPPP model. Theproposed project hasbeen
provided in-principal approval by the Cabinet Committee for Economic Affairs (CCEA) on 14
August 2013. The proposed hospital is expected to cater the health service requirements for
both the BR’s employees as well as general people.
The objectivesof thisproject are:
• To providemedicalservices to common peopleaswell as Bangladesh Railway’semployees.
• To increase revenue earning potentialofBangladesh Railway.
• To ensure more efficient utilizationofBangladesh Railwayassets.
5. Development of Textile Mill at Tongi, Gazipur (Quaderia Textile Mills Ltd)
BTMC, was Established by virtue of the President Order no. 27, 1972 under Ministry of Textile
and Jute. It started with 74 Nationalized Mills & established another 12 mills under ADP during
1975-85.Due to globalization/free market economy the government had to de-nationalize 65
mills during 1977-2010. Tilldate,23 Mills exist with theBTMC at several primezones around the
8. country. However, most of them are not Recently, BTMC has taken steps to attract local and
foreign investors to establish modern Textile mills through PPP.
The total land area of the mill 19.2 Acres. All the existing structure and machineries conditions
are unstable and obsolete; it should be dismantle and treated as plain land/green field. BTMC
expected to establish a Composite Green Textile with Apparel and backward linkage.
The Quaderia Textile Mills Ltd. Located at Tongi, Dhaka (nearest capital city, Dhaka) adjacent
with the Dhaka-Mymanshing highway. So for the greater industrialization and mass
employment BTMCexpected to establish aCompositeGreenTextilewith Apparelandbackward
linkage with joint venture and PPP.
This is a project of Ministry of Textile and Jute and its implementing agency is BTMC.
6. Installation of Water Supply, Sewerage, Drainage System & Solid Waste Management
System in Purbachal New Town.
Rajdhani Unnayan Kartripakkha (RAJUK) is implementing Purbachal New Town project with a
goal to develop a modern, well-planned township near Dhaka city. The project is located at
Rupganj Upazillaof Narayanganj District and KaliganjUpazillaofGazipur District.Totalarea of
Purbachal Project is 6,150 acres. A total number of 25,016 residential plots along with
commercial, administrative, educational, and social infrastructure are going to be constructed
under thisproject. Development and installationof water supply, sewerage, drainage system &
solid waste management system is a critical component of the Purbachal New Town project.
Traditionally,water & sewerage projectshave been developed by formal and traditionalpublic
procurement basis. However, in order to access private sector expertise for efficient water and
sanitation services and unlock private financing, RAJUK has taken a decision to implement this
project on PPP basis. The PPP modality would also enable RAJUK to enter into a partnership
with a private sector partner who would be involved in Installation of water supply, sewerage,
drainage system & solid waste management system at affordable rates to the residents of the
township.
